CALL TO ORDER Chairman Diaz called the meeting to order at 9:00 a.m. 2. PLEDGE OF ALLEGIANCE Chairman Diaz led the Pledge of Allegiance. 3. ROLL CALL Present: 8- Suzannah Ballard, Joan Dzuro, Paul Lehr, Tiffany Wilson, Lonnie Stevenson, Jim Harris, Gabriele Medley and David Diaz Absent: 2- Matthew Mitchell and JP Thornton 4. CORRESPONDENCE AND ANNOUNCEMENTS Planning Division Manager Chris Gilbert provided an overview of Planning cases approved by City Council: • The 1535 El Camino Drive Rezone request was approved on November 14, 2023. • The 1695 Deer Run Drive Rezone and the Delta Drive Rezone requests were approved on October 24, 2023. 5. MINUTES Commissioner Harris made a motion to approve the Minutes of the October 18, 2023, Planning and Zoning Meeting, seconded by Vice Chair Medley. PUBLIC HEARING Chairman Diaz provided an overview of the Public Hearing process. ID 23-4034 Request for a Preliminary Subdivision Plat for South Side One Lake Havasu City Page 1 Printed on 12/20/2023 Planning and Zoning Commission Minutes - Final November 15, 2023 Condominiums, at 2770 Tonto Drive, Tract 2257, Block 3, Lot 10, Creating a 4-Unit Residential Condominium Subdivision for an existing development in the Residential Southgate (R-SGD) District (Trevor Kearns) City Planner Trevor Kearns reviewed the Staff Report, noting the following: • The subject property is located on Tonto Drive, between Inca Way and Warrior Drive. • The adjacent properties to the north, east, and west are zoned Residential Southgate (R-SGD) District and developed for residential uses and vacant lots. The properties to the south are zoned Commercial Southgate (C-SGD) District and are developed for commercial uses. • The site is currently developed with 4-units and attached garages. Mr. Kearns explained the proposed condominium plat will allow the units to be individually owned. They will be part of an association along with the common portions of the development. The proposal consists of four residential units with attached garages and limited common area for each unit and Parcel A, a privately owned easement for ingress, egress, maintenance and operation of utilities, sewage, drainage, refuse collection, and emergency vehicles. A property owners association will manage and maintain the association improvements as well as the water and wastewater facilities. Chairman Diaz invited the applicant to speak. Lee Johnson, with APL Surveying, Inc, stated Staff provided a good overview and he is available to answer questions. Chairman Diaz opened the Public Hearing. Seeing no comments, he closed the Public Hearing. Mr. Kearns stated that based on the findings, the Development Review Committee recommends the Planning Commission approves Land Use Action 23-4034, a Preliminary Subdivision Plat for South Side One Condominiums, at 2770 Tonto Drive, Tract 2257, Block 3, Lot 10, creating a 4-Unit Residential Condominium Subdivision for an existing development in the Residential Southgate (R-SGD) District. Chairman Diaz asked if the applicant understood the recommendation. Mr. Johnson responded affirmatively. With no further discussion, Chairman Diaz asked for a motion. Commissioner Harris moved the Planning Commission approve Land Use Action 23-4034 with Staff's recommendations. The motion was seconded by Commissioner Wilson. Seeing no comments, he closed Call to Public. 8. FUTURE MEETING Mr. Gilbert stated the next Regular Meeting is scheduled for December 6, 2023. There are several Development Code Text Amendments in the works. He expects there will also be items for the Regular Meeting on December 20, 2023. 9.
