SPECIAL PRESENTATION/REPORT: 1. Third Public Workshop Associated with the Park Avenue Lane Reduction (Road Diet) Project. Public Works Director Roberto Travieso explained what was being presented. He introduced the Commission and Town Manager John D’Agostino. Susan O’Rourke with O’Rourke Engineering & Planning; Adam Swaney with Engenuity Group, Inc. and Hays Henderson with JMorton Planning made a presentation (see Exhibit "A"). Project Manager John Wille explained next steps and timeline. A member of the audience asked staff to address cars parking for extended periods of time on Park Avenue. Ms. O’Rourke stated that staff would review enforcement for extended parking issues. Town Manager D’Agostino explained that signage would be installed along Park Avenue and cars would be towed if they do not follow the parking regulations. The member of the audience asked questions regarding the bioswales maintenance and the type of trees being installed. Ms. O’Rourke stated that the Town would be responsible for maintaining the bioswales. She explained that they would try to be consistent with the type of trees planted along Park Avenue and there were opportunities to discuss trees during this session. A member of the audience asked how the new drainage and bioswales were designed. Mr. Swaney explained that the drainage would be below the bioswales. He stated that particular areas could be identified on the map in the back of the room. Town Manager D’Agostino explained that there are currently bioswales installed on Lake Shore Drive that are working effectively. Mr. Scott Brown, 205 Park Avenue explained that there was a bus stop in front of his home. He noticed that there was no cut-in for buses to pull back onto the road. He asked if buses would block the road when dropping off or picking up passengers. Ms. O’Rourke explained that they are in conversation with Palm Tran for solutions. The street would be designed to slow traffic, so they would not be installing cut-out for buses to pull into while loading and unloading passengers. She stated that bus shelters was also being discussed. Commissioner Mary Beth Taylor asked if shade trees were being installed. Public Works Director Travieso explained that fully grown trees would not be planted, therefore, it would take some time before the trees offer shade. Commissioner Taylor asked if they would transplant trees into personal property. Mr. Henderson explained that it would be a larger task to transplant trees due to responsibilities and liabilities that come along with doing so.
