1. CALL TO ORDER & ROLL CALL
Airport Authority Members Present: Chuck Clegg, Clark Gerard, Philip Weikert, Fred Halde, AJ Goin
Staff Present: Amanda Kirby, Airport Authority; Jennifer Nanek, City Clerk
Others: Wilbur Mathurin, Hoyle Tanner and Associates; Manny Grimaldo

2. Airport Master Plan - Presentation
Wilbur Mathurin, Hoyle Tanner & Associates, gave a presentation on the Airport Layout Plan Update. He
requested input from those attending. The Airport Authority is serving as the Technical Advisory
Community. We also want input from the public. He reviewed the next steps in the process.
Mr. Mathurin reviewed the existing conditions and showed current slides of the airport. He reviewed the
status of the two runways and condition of the pavement. Runway 6-24 is in good condition and Runway 17-
35 is usable but not fundable by the FAA. Both Taxiways were recently repaved. There are PAPIS on both
runways but the one on 17-35 doesn't work. This may need to be addressed. The Beacon works but may
need upgrading. There are 2 aprons and 16 full T-Hangars.
Schuyler Lamoureux, Hoyle Tanner, reviewed the Aviation Activity Forecasts through 2040. There is
projected growth in all aspects. We have not met the projections from the 2013 master plan. Activity at the
airport will increase over next 20 years. Most of the use are and will be single engine aircraft. Most of the
operations will be local. Mr. Lamoureux reviewed the estimated capacity of the airport which is more than
current use. We have a B2 Reference Code. He presented a win analysis. Both runways have adequate
coverage and adequate length.
Mr. Mathurin said a project is underway to upgrade the fuel farm and gave an update on forthcoming
hangars. Additional access to the airport is needed. This is being looked into. More parking is needed.
Schuyler Lamoureux, Hoyle Tanner, reviewed the questionnaire that was put out there and the
results so far. More responses are needed. More hangars are requested and many wish to
separate parachute traffic.
Mr. Mathurin shared ideas for alternative developments. One idea is to add a road and open the
west side to development. However that area is swamp land. A lot of work would need to be done.
One person suggested progressive growth. These ideas were discussed. Mr. Mathurin shared a
2nd possibility. Do we want more hangars? East side development ideas were discussed including
a place for Recreational activity. A question was asked if paramotors can be required to have
radios. Ms. Kirby said no we aren't allowed to require radios.

One person expressed concern about the AWOS system. Its hard to pick up. This was discussed.
