A special meeting of the Board of Historic District Regulatory Board was held on
October 8, 2020 at 5:15 PM in the City Commission Chambers in the Administration
Building.
The meeting was called to order by Chairman Brandon Alvarado at 5:16P.M.
Agenda Item Number 1. Roll Call
Members Present: Brandon Alvarado (Chairman), John Turley, Larry Bossarte,
Jonathan Kaufman, Scott Crews.
Members Absent: None.
Staff Present: Mark Bennett, Director of Development Services; Autumn Cochelia,
Development Services Manager; Cheryt Baksh, Secretary; Ronni Wood, Office
Assistant for the CRA.

Ms. Cochella read the Virtual Public Meeting Disclosure statement.
Agenda Item 2. Approval of Minutes
Chairman Alvarado asked if there were any corrections that were needed to be made to
the minutes from the September 14, 2020 training workshop. The Board agreed no
corrections were necessary. Chairman Alvarado requested a motion to approve the
minutes. Mr. Crews motioned to approve the minutes and Mr. Turiey seconded the
motion. All 5 Board members voted unanimously to approve the minutes from the
September 14, 2020 training workshop.
Chairman Aivarado then asked if there were any changes that needed to be made to
the September 17, 2020 minutes. The Board agreed no changes were needed. Mr.
Turley motioned to approve the minutes and Mr. Bossarte seconded. The Board also
voted unanimously to approve the minutes from the regular meeting held on September
17,2020.

End Report
Mr. Bennett reviewed the application, and the background information for Native
Imagery, agent for Studio 6 Dance Academy. Mr. Bennett stated that staff brings the
application in front of the Board with a recommendation of approval as it meets the
dimensional standards for signage In the Downtown area. Chairman Alvarado asked if
there were any questions or concerns. Mr. Crews inquired if the glass was biacked-out.
Ms. Cocheila replied that she thought it was not blacked-out, she stated Alien Tatem
usually renders it that way so his designs are more pronounced. There was further
discussion amongst the Board about the glass and they came to the conclusion it was
tinted. Mr. Turiey asked if the border in the rendering counted as square footage for the
sign. Ms. Cochella clarified that she looks for if it communicates the commercial
message of the business or if it's some kind of branding, if so then it counts as signage.
Chairman Aivarado asked for a motion to approve. Mr. Turley motioned for approval
and Mr. Crews seconded the motion. The Board approved the motion with a voice vote
unanimously
Agenda Item 4 Review of Future Projects
Mr. Bennett stated this was a special meeting and thanked the Board for their
willingness to participate. He went on to state there will be a couple of facade
applications for the next meeting. Mr. Bennett said he would present some information
about changes to the comprehensive plan in reference to Historic Preservation. He also
asked the Board to consider adopting some design standards as a resolution to using
them as guidelines. Mr. Bennett thanked Mr. Kaufman and Mr. Crews for joining the
Board.
Agenda Item 5 Communications and Petitions
Chairman Alvarado inquired about the Historic Board binder that Mr. Bossarte was
previously given during his prior years on the Board. Ms. Wood stated some of it was

outdated and some of the information the Board already had. Ms. Wood said she would
bring the binder for the Board to review and make copies of what they wanted.
Agenda Item 7. Adjournment
Mr. Bossarte motioned to adjourn the meeting, Mr. Turley seconded the motion.
Chairman Alvarado adjourned the meeting at 5:33pm.
