1. CALL TO ORDER by Village President Suzanne Branding at 7.00pm.
2. ROLL CALL: Village President Suzanne Branding, Trustee Jeff Halen, Trustee Tom
Poynton, Trustee Dana Rzeznik, Trustee Jonathan Sprawka, and Trustee Rich Sustich.
Trustee Terry Mastandrea was absent and excused. Also present: Village Administrator
Jason Slowinski, Asst. Village Administrator Roy Witherow, Building/Zoning Dir. Dan
Peterson, Public Works Dir./Engineer Dave Heyden, Police Chief Pat Finlon, Fire Chief
Dave Wheelock, Finance Director Jodie Andrew, Park and Rec. Interim Dir. Kathy Katz
and Interim H.R. Mgr. Doug Gibson.
3. PLEDGE OF ALLEGIANCE was lead by students from Mrs. Kendra Hurt’s Fourth Grade
Class from May Whitney Elementary School, Lake Zurich. They followed the Pledge with
their class pledge.
4. PUBLIC COMMENT There were none.
5. PRESIDENT’S REPORT
A. Community Update. President Branding welcomed Park and Rec. Interim Dir.
Kathy Katz.
President Branding requested the residents check their ComEd bill at
www.mycomedbill.com for their electrical aggregation savings.
FallFest at Celebration Park on Sunday, September 30th was presented by the Green
Lake Zurich initiative.
President Branding read a Proclamation in Honor of the 90th Birthday of Volle of
Volle’s Bridal Shop.
B. Proclamation, Fire Prevention Week, October 7 – 13, 2012. Fire Chief Wheelock
reported on the home escape plan. Open Hose will be Sunday, Oct. 7th from 11-2pm
at Fire Station #1.
6. CONSENT AGENDA
A. Minutes of the Village Board Meeting, Monday September 17, 2012..
B. Resolution Establishing Director of Information Technology Position.
Summary: The consulting firm of Plante Moran conducted an information
technology assessment on behalf of the Village in 2011 and recommended that a
technology management position be established to provide oversight, strategic
guidance, and centralized management of the technology function. The position will
have a vital role in identifying operational efficiencies and enhancing services that
will lead to long term cost savings for the Village. Assign RES.#2012-10-01A
Motion to approve the Consent Agenda as presented.
Motion made by President Branding to approve the Consent Agenda as presented, seconded
by Trustee Sustich.

7. OLD BUSINESS

8. NEW BUSINESS
A. GereMarie Corporation, 1275 Ensell Road, Special Use Permit (Trustee Halen)
Summary: James Schultz, Lake Zurich LLC is the owner of the property commonly
known as 1275 Ensell Road legally described in the proposed ordinance. The
Applicant filed an application with the Village of Lake Zurich dated August 20,
2012, seeking a special use permit to allow anodizing of metals and formed products
(SIC #3471) at the Subject Property. The Plan Commission conducted a public
hearing on September 19, 2012, to consider the application and all of the facts and
circumstances affecting the application, and has recommended the special use
permit be amended pursuant to said staff reports and recommendations.
Building/Zoning Dir. Dan Peterson gave an update.
Motion made by Trustee Halen, seconded by Trustee Rzeznik, to approve “An
Ordinance Granting a Special Use Permit to Allow the Anodizing of Metals and
Formed Products at 1275 Ensell Road. Assign ORD. #2012-10-858

B. An Ordinance Confirming the Expiration, Rescission and Vacation of a Special Use
Permit at 130-140 Oakwood Drive (Trustee Sprawka)
Summary: Prior to December 19, 2011, Olen McGhee and Oakwood Properties of
Illinois, LLC filed an application to the Village of Lake Zurich for a special use
permit for certain property known as 130-140 Oakwood Road, Lake Zurich, Illinois.
The Village Board passed Ordinance No. 2011-12-799, which among other things
granted the Applicant the Special Use Permit subject to certain conditions. The
Permit has effectively expired and is no longer of any force or effect and Applicant
failed to establish any interest in the Property by virtue of his failure to finalize a
lease for the same. Through a Declaration filed with the Village, the Owner has
waived any and all rights, which may have been granted to Owner under the Permit
and has affirmed that the Owner has no objection to the Village’s rescission and
vacation of the Permit.
Building/Zoning Dir. Dan Peterson stated that this was a “housekeeping” issue.

C. Homerun Sports & Fitness LLC, 130-140 Oakwood Road, Special Use Permit
(Trustee Sprawka)
Summary: Oakwood Properties of Illinois, LLC and Sergey Taitler are the owners of
the property commonly known as 130-140 Oakwood Road. The Applicant filed an
application with the Village of Lake Zurich dated August 21, 2012, seeking a special
use permit to allow a physical fitness facility (SIC #7991) at the Subject Property.
The Plan Commission conducted a public hearing on September 19, 2012, to consider
the application and all of the facts and circumstances affecting the application, and
has recommended the special use permit be amended pursuant to said staff reports
and recommendations.
Building/Zoning Dir. Dan Peterson gave a clarification on the names.
Motion made by Trustee Sprawka, seconded by Trustee Sustich, to approve “An
Ordinance Granting a Special Sue Permit to Allow a Physical Fitness Facility at
130-140 Oakwood Road” Assign ORD. #2012-10-860

D. An Ordinance Amending Title 1, Chapter 6A, Article A of the Lake Zurich Municipal
Code to Create and Define the Role of the Village Manager (President Branding)
Summary: The existing provisions in the Lake Zurich Municipal Code related to the
establishment of the Village Administrator position were adopted in 1989. Staff has
reviewed the existing code provisions as well as the state statutes regarding the
duties and responsibilities of a municipal manager. The proposed ordinance changes
the title of the position to Village Manager and aligns the duties of said position
more closely with that which is provided for in the state statute.
Motion made by President Branding, seconded by Trustee Sustich, to approve “An
Ordinance Amending Title 1, Chapter 6, Article A of the Lake Zurich Municipal
Code” Assign ORD. #2012-10-861

E. Semi-Monthly Warrant Register Dated October 1, 2012, Totaling $1,571,501.52

Finance Director Jodie Andrew stated that there were no changes.

monthly warrant register dated October 1, 2012, totaling $ 1,571,501.52

9. TRUSTEE REPORTS
President Branding and Police Chief Finlon answered Trustee Sprawka’s questions in
regards the recent Fall Fest.
10. MANAGER’S REPORT

A. Bi-weekly Departmental reports as of September 21, 2012
B. Update and Recommendation from the TIF Evaluation Committee. Village Manager
Slowinski reported on the latest meeting and their suggestion to have a joint
workshop with the Board in the near future. Board members will be contacted when
a date is set.
11. ATTORNEY’S REPORT There was none.
12. DEPARTMENT HEAD REPORTS
A. Fire Chief Wheelock: Fire Department Open House on October 7th, 11am to 2pm.
B. Building/Zoning Dir. Dan Peterson reported that MidWest Motors will open mid-
October and that they are renting a facility in Lake Zurich for their detailing
business.
13. EXECUTIVE SESSION (5 ILCS 120/2 (c) Approval of September 17, 2012 Executive
Session minutes (21) and Personnel (1).
