CALL TO ORDER by Mayor Thomas M. Poynton at 7.00pm.
ROLL CALL: Mayor Thomas Poynton, Trustee Dan Bobrowski, Trustee Mary Beth
Euker, Trustee William Riley, Trustee Roger Sugrue, Trustee Greg Weider. Trustee
Marc Spacone was absent and excused. Also in attendance: Village Manager Ray
Keller, Asst. Village Manager Michael Duebner, Village Atty. Scott Uhler, Police Chief
Steve Husak, Park and Rec. Dir. Bonnie Caputo, H.R. Dir. Doug Gibson.

PUBLIC COMMENT
Eric Dubiel, 25 N. Pleasant Rd., addressed the Board on a few issues, including
flooding at Zurites Park; questionable expenses including the fishing pier at Paulus
“noisy” Rock
Park; Canoe racks blocking the lake View; placements of food trucks at a

PRESIDENT’S REPORT / COMMUNITY UPDATE
A. Rock The Block thank yousi Mayor Poynton thanked all the sponsors,
volunteers, Dave Brack and for the Lions Club for the use of their premises; to
the Rock The Block committee members; Finance Dept; Public Works and the
over 100 volunteers.
Proclamation Declaring September 18 — 24, 2023 as Rail Safety Week.
Police Department Bicycle Safety Program Winner. An explanation of the
programme was given by Officer Heer, and a new bike and helmet were
presented to Roz. The bike and helmet were donated by The Cyclery.
CONSENT AGENDA
A. Approval of Minutes from the Village Board Meeting of September 5, 2023
B. Approval of Semi-Monthly Warrant ister Dated September 18, 2023
Totaling $3,059,575.88
C. Agreement with Floors Incorporated to Install an ADA Accessible Sprung
Dance Floor at Buffalo Creek Building B in the Amount Not‘tO'Exceed $42,500
Summary: The FY 23 budget includes $46,000 in the Capital Projects Fund
for basketball court resurfacing at Bristol Trails Park. As the basketball court
is currently in better-than‘expected condition, Staff is recommending these

capital dollars be shifted to renovate flooring at the BuEalo Creek facility to
support the Lake Zurich Academy of Performing Arts. A competitive bid
opening on September 9, 2023 resulted in two bids received, With the most
competitive bid from Floors Incorporated of Woodstock.
D. Ordinance Approving Budget Amendment #3 for Fiscal Year 2023 Budget to
Adjust StafEng Positions in the Fire Department 0RD. #2023-09-526
Summary: Approval of this amendment reclassifies the Deputy Fire Marshall
position from Grade 8 to Grade 11 in the Authorized Full Time Personnel
section of the FY 2023 budget. The grade change reflects the updated job
description for and the assumption of additional duties by the new Deputy Fire
Marshall.
E. Ordinance Amending Title 3 of Chapter 3 of the Village of Lake Zurich
Municipal Code to Increase Authorized Class A-l Restaurant Full Service
Liquor Licenses for G&J Ghost Kitchen, Inc DBA as Papagus Gyros at 1110
South Old Rand Road ORD. #2023-09-52’7
Summary: Papagus Gyros has requested a full-service Class A-l liquor license
that authorizes the retail sale of alcoholic beverages for consumption at an
outdoor café accessory to a restaurant.
Mayor Poynton asked Park and Rec. Dir. Bonnie Caputo to comment on
Agenda Item #6C. After giving background on the successful Dance
Programme, Dir. Caputo addressed the Public Comment about the Rshing pier.
She stated that the pier was sinking and there was the opportunity to replace
it during the current OSLAD grant and make the pier ADA accessible.
Recommended Action: A motion was made by Mayor Poynton, seconded
by Trustee Euker, to approve the Consent Agenda as presented.
AYES: 5 Trustees Bobrowski, Euker, Riley, Sugrue, Weider.
NAYZ 0
ABSENT: 1 Trustee Spacone.
MOTION CARRIED.

Trustee Weider thanked the Rock The Block volunteers.

Monthly Data Metric Reports
Park and Rec. Dir. Caputo thanked the Rock The Block volunteers and
the support of the Board, she reminded all to submit their feedback.
Village Manager Keller thanked the volunteers from the Lake Zurich Area
Chamber of Commerce who took the later shifts at the ticket sales tables.

Motion was made by Trustee Euker, seconded by Trustee Riley, to adjourn to
Executive Session for the purpose of 5 ILCS 120 / 2 (c) (21) approval of
Village of Lake Zurich Board of Trustees Regular Meeting. Monday, September 18th, 2023. 3
executive session minutes; 5 ILCS 120 / 2 (c) (2) collective bargaining; 5 ILCS
120 / 2 (c) (1 1) pending or imminent litigation. There will be no further business
in Open Session.
