1. CALL TO ORDER by Mayor Thomas M. Poynton at 7.00pm.
2. ROLL CALL: Mayor Thomas Poynton, Trustee Sujatha Bharadwaj, Trustee Jake
Marx, Trustee Marc Spacone, Trustee Roger Sugrue, Trustee Greg Weider. Trustee
William Riley was absent and excused. Also in attendance: Village Manager Ray
Keller, Asst. Village Manager Michael Duebner, Village Atty. Scott Uhler, Police
Chief Steve Husak, Dir. of Community Development Sarosh Saher, Public Works
Dir. Mike Brown, H. R. Dir. Doug Gibson.

C. Ordinance Approving a Variation Granting Relief from the Maximum Fence
Height Requirements in the Corner Side Yard at 154 Oak Street ORD.

Summary: Applicant Mr. Patryk Wielgo requests a zoning variation to allow
for a six-foot (6') high fence in the corner side yard for the property at 154
Oak Street. The Planning and Zoning Commission held a public hearing on
February 16, 2026 and voted 5-0 in favor of approval of the variation. Staff
recommends approval of the ordinance granting relief from the maximum
fence height requirements.
D. Ordinance Authorizing Disposal of Surplus Property Owned by the Village
of Lake Zurich ORD. #2026-03-655
Summary: Staff has identified pieces of equipment that are not in working
order, would require repairs in excess of present market value, or are
obsolete.
E. Ordinance Approving the Annual Official Zoning Map of the Village of Lake
Zurich ORD. #2026-03-656
Summary: The State of Illinois requires that all municipalities publish an
updated copy of their Zoning Map by March 31st of each year. The Zoning
Map has been updated to reflect current zoning of all parcels within the
Village 0f Lake Zurich Board ofTrustees Regular Meeting. Monday, March 2nd, 2026 2
Village. Staff requests the Village Board approve the ordinance adopting the
updated Changes to the official zoning map of the Village of Lake Zurich.
Recommended Actioni A motion was made by Trustee Weider, seconded by
Trustee Sugrue, to approve the Consent Agenda as presented.

7. NEW BUSINESS
A. Approval of an Intergovernmental Agreement with Lake County Stormwater
Commission for Grant Reimbursement through the Illinois Department of
Commerce and Economic Opportunity Stormwater Capital Improvement
Program for the North Branch Buffalo Creek Streambank Stabilization
Project
Summaryi The Village of Lake Zurich and the Lake County Stormwater
Management Commission (SMC) entered into an Intergovernmental
Agreement (IGA) for grant funding assistance through the Illinois
Department of Commerce and Economic Opportunity Stormwater Capital
Improvement Program (DCEO-STOCIP) for the North Branch Buffalo Creek
Improvements at Bristol Trails Park.
An Intergovernmental Agreement was subsequently executed outlining the
responsibilities of both parties and incorporating all DCEO requirements,
including compliance with federal and state grant conditions. Construction
of the North Branch Buffalo Creek Improvements at Bristol Trails Park has
since been completed in accordance with the approved plans and permit
requirements. The Village is now in the required post-construction
inspection, monitoring, and maintenance phase as outlined in the
Agreement.
Public Works Dir. Mike Brown gave background information on the grant
repayment which funded the project.
Recommended Action: A motion was made by Trustee Spacone, seconded by
Trustee Marx, to approve and authorize acceptance of all terms and
conditions of the Intergovernmental Agreement between the Village of Lake
Zurich and the Lake County Stormwater Management Commission for grant
reimbursement through the Illinois Department of Commerce and Economic
Opportunity Stormwater Capital Improvement Program for the North
Branch Buffalo Creek Improvements at Bristol Trails Park, including all
reporting, reimbursement, maintenance, monitoring, and long—term compliance
obligations contained therein.

Resolution of the Village of Lake Zurich, Lake County, Illinois to Induce the
Redevelopment of Certain Property Within the Industrial District Tax
Increment Financing Redevelopment Project Area #4 for CV2, LLC at 595
Rose Road RES. #2026-03-112
Summary: The Illinois Tax Increment Allocation Redevelopment Act allows
for the Village to induce redevelopment projects within the area designated
Village of Lake Zurich Board of Trustees Regular Meeting. Monday, March 2nd, 2026 3
as the Industrial Center Redevelopment Project Area. CV2, LLC, property
owner of Industrial Wire and Cable Corporation, located within the
redevelopment project area, aims to expand their current facility footprint
from 100,000 square feet by 40,000 plus square feet toward Rose Road on a
vacant parcel. The proposed inducement resolution allows costs related to
the development project to qualify for consideration as eligible TIF
reimbursement costs.
Asst. Village Manager Michael Duebner introduced Mr. Carl Calabrese and
Ms. Christine Graham of Industrial Wire and Cable Corporation who were
available to answer any questions.
Recommended Actioni A motion was made by Trustee Marx, seconded by
Trustee Bharadwaj, to approve Resolution #2026'03'112 to induce the
redevelopment of certain property within the Industrial District Tax
Increment Financing Redevelopment Project Area #4 for CV2, LLC.

C. Ordinance Amending Titles 1,3,4,5,7 and 13 of the Comprehensive Fee
Schedule of the Village of Lake Zurich Municipal Code to Amend Text and
Fees Related to the Costs of Municipal Services ORD. #2026‘03‘659
Summary: Staff completed a comprehensive review of the Village code and
Title 13 fine and fee schedule to ensure alignment, uniformity and adherence
to State law and administrative practice. The following were considered
during the review processi Fines for ordinance violations will double after 15
days if unpaid, certain fines will be subject to escalation based on the
frequency of the violation, dogs off'leash on parkways fine lowered from $500
to $75, and all fees related to permits and inspections have been raised by
3%.
Asst. Village Manager Michael Duebner thanked the Lake Zurich Police
Dept. and Building and Zoning Dept. for their participation in the review of
the Municipal Code.
Recommended Actioni A motion was made by Trustee Weider, seconded by
Trustee Marx, to approve Ordinance #2026-03'659 amending Titles 1,3,4,5,7
and 13 of the Village of Lake Zurich Municipal Code.

VILLAGE STAFF REPORTS
Public Works Dir. Mike Brown reported on a water main break by Lago Restaurant
affecting the curbs, sidewalk and parking lot. This is a 25t year old pipe to be
replaced by plastic pipe and replacement will be outsourced.

A motion was made by Trustee Sugrue, seconded by Trustee Weider, to adjourn to
Executive Session for the purpose of 5 ILCS 120/2 (c)(2 1) review of executive
session minutes and 5 ILCS 120/2 (C)(1) personnel: appointment, employment,
compensation, discipline, performance or dismissal of specific employees. The
closing of Open Meeting and Executive Session will be after the Executive Session.
