APPROVED VILLAGE OF LAKE ZURICH COMMITTEE OF THE WHOLE MARCH 24, 2008 The meeting was called to order at 7:33 p.m. ROLL CALL: Present –Mayor Tolomei, Trustees Branding, Callahan, Johnson, McAvoy, Poynton, and Taylor. Also present –Administrator Vitas, Village Attorney Burkland, Finance Director Zochowski, Police Chief Urry, Fire Chief Mastandrea, Park and Recreation Director Perkins, Assistant Public Works Director Duprey, and Building and Zoning Director Peterson. APPROVAL OF FEBRUARY 25 & 27, 2008 MINUTES: February 25, 2008 Regular Meeting: MOTION made by Trustee Taylor, seconded by Trustee Johnson, to approve the minutes of the February 25, 2008 Committee of the Whole as submitted. Upon voice vote, Trustees Branding, Callahan, Johnson, Poynton, and Taylor voted in favor. Trustee McAvoy abstained. MOTION CARRIED. February 27, 2008 Special Meeting: MOTION made by Trustee Callahan, seconded by Trustee Taylor, to approve the minutes of the February 27, 2008 Special Committee of the Whole as submitted. Upon voice vote, Trustees Branding, Callahan, Johnson, Poynton, and Taylor voted in favor. Trustee McAvoy abstained. MOTION CARRIED. ORDINANCE DECLARING CERTAIN ITEMS AS SURPLUS PROPERTY A listing of surplus property was presented and approval requested for its disposal. MOTION made by Trustee Poynton, seconded by Trustee Taylor, to recommend the Board of Trustees approve an ordinance authorizing the disposal of personal property owned by the Village of Lake Zurich. AYES: 6 Trustees Branding, Callahan, Johnson, McAvoy, Poynton, and Taylor NAYS: 0 MOTION CARRIED PAULUS PARK INTERNAL FENCE PROPOSAL – REVISED RECOMMENDATION FROM PARK ADVISORY BOARD Director Perkins recapped the reasons and the recommendation of the Park Advisory Board regarding the interior fence at Paulus Park made at their Special Meeting this evening. They selected a four-foot flat-topped fence. He clarified that the fence would be an interior fence running from the Barn to the edge of the far northerly park property. Staff will remove the existing chain link fence. All the fences being considered are maintenance-free. Committee of the Whole Minutes, March 24, 2008 2 Al Froehde, Park Advisory Board member, provided historical information regarding opening up Paulus Park to the public. He said the intent of the internal fence is to keep children in the park and stop them from running out into the parking lot. Chair Degen, Park Advisory Board Chair, clarified that the Park Advisory Board already had decided to open Paulus Park to the public, with the exception of the beach area, prior to applying for the OSLAD grant. She pointed out that the fence will be maintenance-free, so it will not require staff time for maintenance. Additionally, the use of park funds for park improvements will be a point in Lake Zurich’s favor when their application for the OSLAD grant for Paulus Park Phase II is being considered. Discussion followed. Trustee Taylor said park improvement funds can only be used for park improvements. Trustee Johnson said one must be aware that eventually those funds will be gone or limited and purchases must be carefully considered in light of the tight budget. Trustee Branding said she was concerned about the timing of the purchase. MOTION made by Trustee Callahan, seconded by Trustee McAvoy, to recommend the Board of Trustees approve the replacement of the fence north of the Barn up to the northern limit of the park with a four-foot Elite Model Commercial Lifeguard-style fence in the amount of $39,500 from Universal Fence, Inc. AYES: 4 Mayor Tolomei, Trustees Callahan, McAvoy, and Taylor NAYS: 3 Trustees Branding, Johnson, and Poynton MOTION CARRIED ADJOURNMENT: MOTION made by Trustee Poynton, seconded by Trustee Branding, to adjourn the meeting.
