Approved VILLAGE OF LAKE ZURICH SPECIAL COMMITTEE OF THE WHOLE JUNE 9, 2008 The meeting was called to order at 7:05 p.m. ROLL CALL: Present –Mayor Tolomei, Trustees Branding, Callahan, Johnson, McAvoy, Poynton, and Taylor. Also present –Administrator Vitas, Village Attorney Mueller (7:28), Finance Director Zochowski, Police Chief Urry, Fire Chief Mastandrea, Park and Recreation Director Perkins, Public Works Director/Engineer Heyden, Village Planner Gadde, and Building and Zoning Director Peterson. PRESENTATION BY TORTI GALLAS AND PARTNERS, INC., ON INITIATION OF DOWNTOWN PLANNING CHARETTES John Torti and Rob Goodill of Torti Gallas and Partners introduced themselves and began the planning Charette process. Mr. Torti explained that they have done some groundwork but have not begun the designing process because it is an interactive process that involves the residents, public officials, staff, and their team of designers. They will make their own observations, listen to the ideas and comments, and design multiple alternatives and will then try to get them to merge to a similar alternative. They will listen to all ideas of what is appropriate for the downtown location at this time. Claudette Dybeck, Main Street, asked why the project was being rushed. Mr. Torti said part of the schedule was based upon the availability of his team. Mayor Tolomei added that the board is eager to get something accomplished with the downtown and does not want to prolong the process. Mr. Torti shared some of his initial impressions of the Village and the downtown and said a decision will need to be made if the automobile is king or if the downtown will be pedestrian- friendly and how to accomplish it. He said the vision will not be of a modern style but rather a quaint and traditional style. He said when creating an area, the space between the buildings must be analyzed as well as the existing and proposed buildings. David Smith, Equity Services Group, said a web site that will accept questions and comments should be up and running next week. Mayor Tolomei had asked the board to share their vision for the downtown. He asked that this be ready to be shared for the Charette process. A slide presentation was shown with both Mr. Goodill and Mr. Torti commenting on the slides that were examples of other Charettes with some of the concepts being applied to Lake Zurich. An area was targeted that is one-quarter of a mile and a five-minute walk because people will Special Committee of the Whole Minutes, June 9, 2008 2 generally be willing to walk for five minutes rather than drive. The slides illustrated mix of use, mix of type, smart growth, and sustainable design. The schedule of meetings for this week was reviewed and everyone was invited to attend and participate. NEWSLINE –JULY EDITION The Newsline is recommended for approval pending the addition of the Mayor’s Column and inclusion of the Lake County Triathlon in Lake Zurich. MOTION was made by Trustee Johnson, seconded by Trustee Branding, to recommend the Board of Trustees approve the July edition of Newsline as recommended. AYES: 6 Trustees Branding, Callahan, Johnson, McAvoy, Poynton, and Taylor NAYS: 0 MOTION CARRIED OTHER BUSINESS: Mayor Tolomei said the Trustees had been given a letter from Kildeer with a counter proposal that would need to be discussed. Administrator Vitas said staff is reviewing the document and will prepare a report. ADJOURNMENT: MOTION made by Trustee Taylor, seconded by Trustee Callahan, to adjourn the meeting.
