APPROVED VILLAGE OF LAKE ZURICH COMMITTEE OF THE WHOLE June 13, 2008 The meeting was called to order by President Tolomei at 3:10 p.m. ROLL CALL: Present – President Tolomei, Trustees Branding, Callahan, Johnson, McAvoy (4:55 pm), Poynton, and Taylor. PUBLIC MEETING: CHARETTE - FINAL PRESENTATION BY TORTI GALLAS John Torti of Torti Gallas thanked all the charette participants for their input. David Smith of Equity Services Group (ESG) announced that a project website, linked to the Village's website, will be ready by June 20, 2008. John Torti explained the project development area stretching from the lake front to Lion’s Park (referred to as the ‘up-town’ area), and noted that site specific plans were developed mostly for the Village-owned properties. Torti noted that although there are some 4 and 5 story buildings, most of the buildings are 3 stories or less. Torti’s goals were to: • find a vision • revitalize up-town; and • find the market. Torti summarized the comments heard from the participants, which included too much traffic, need incremental approach, need gateways, should be pedestrian- oriented, etc. Torti identified the traditional elements in the downtown area such as Main Street, neighborhood, and community aspects. Torti summarized his development strategies as follows: • Support the existing businesses • Attract new businesses such as ice cream shops, professional offices (architects), etc. • Develop multi-family housing (town homes, condos) with adequate parking. • Develop restaurants at the lakefront area. • Calm the traffic, but keep it moving. Rob Goodill of Torti Gallas reviewed the opportunities and constraints for the lakefront area, Somerset townhomes site, John Schweda’s properties, W. Main Street gateway, Route 22 bypass corridor, and South Old Rand Road. Goodill noted that Dipiero’s and Lions Club properties present small-scale opportunities for redevelopment. The bypass frontage area could be residential or retail use, Goodill noted. Responding to a question, Goodill noted that deliveries will be located on the back side of the buildings. He also noted that the proposed retail buildings will have limited teaser parking in the front with most of the parking located in the rear yards. Committee of the Whole, June 13, 2008 2 Goodill noted the following opportunities for the northwest corner of Route 22 bypass and South Old Rand Road: • Need to fill the ‘missing tooth’ along Old Rand Road. • A shuttle bus station could be located at this corner. • Parking for ‘kiss-and-ride’ could be located in the EJ&E Railroad ROW. • This area could also be used for community events. Goodill presented the following opportunities (referred to as a ‘series of events’) for the Main Street corridor: • Traffic calming with bulb-outs thereby reducing the traffic lanes to 38’ wide and planting street trees to create a ‘visual friction.’ • Enhance the Lions Park by rebuilding the Clubhouse and adding a gazebo in the park. • Restrict thru-truck traffic on Main Street after the jurisdictional transfer from IDOT. John Torti recommended keeping the traditional Alpine character in downtown Lake Zurich along with other styles. Torti posed a parking deck over John Schewda’s property (abutting the Village Hall parking). Torti also recommended closing off West Main Street at Lake View Place to expand the lakefront area, which is planned with 4- story buildings over a courtyard and underground parking. The estimated building height from the lake level would be 55’ to 59.’ Participants questioned about access to trucks for deliveries, proposed street levels, and potential drainage impact on abutting properties. They also questioned who will own the lakefront area, whether public would be allowed to use the terrace garden, and if bike stands are planned. Torti concluded that his designs are better than what has been presented in the past, because of new architecture, repairing the townhomes, and better acceptability for the market. The remainder of the Somerset townhome site Goodill explained, will have 3 floors of condo flats with Lake View extension and no thru traffic. President Tolomei explained how the private bond financing would be done by ESG. Torti said that the Village needs to develop standards to get the character and quality designs presented. Also, Torti noted that the retailers will come if they are convinced that Lake Zurich is creating a special place. Responding to a question about density, Torti noted that the plans presented on June 11th included two alternatives with densities ranging from 275 units to 325 units with an average floor area of 2,600 sq.ft.
