ADVISORY BOARD
MARCH 24, 2008
The meeting was called to order at 6:47 p.m.
ROLL CALL: Present - Chairperson Maureen Degen, Board Members Al Froehde, Spring
Green, and Kathy Kozlowski. Excused – Phil Dlatt, Mike Hilt, and Teri Pytel.
Staff present - Park and Recreation Director Perkins.
PAULUS PARK INTERIOR FENCE:
Director Perkins said the Board of Trustees asked the Park Advisory Board to reconsider their
recommendation for a spear-top interior fence at Paulus Park due to budgetary restraints and
possible injuries due to the pointed fence rails. He clarified that the fence would be an interior
fence running from the Barn to the edge of the far northerly park property. Staff will remove the
existing chain link fence, but all the fences being considered are maintenance free.
He presented proposals for various types of fences from Universal Fence, Inc., and Action Fence
Contractors, Inc. Discussion followed on the need for the fence, the use of park improvement
funds, and the preferred fence. The Park Advisory Board reiterated that the interior fence was
needed for safety reasons when the unsightly chain-link fence is removed. It will stop children
from running out of the park into the parking lot and to protect people in the park from run-away
vehicles. The spear-tops were proposed to discourage people from hopping over the fence. The
Park Advisory Board agreed that the use of park improvement funds to purchase the fence is
appropriate. After review of various models, they selected the four-foot Lifeguard-style fence
from the lowest proposal, Universal Fence.
MOTION made by Al Froehde, seconded by Kathy Kozlowski, to recommend the Committee of
the Whole authorize the purchase of a four-foot Elite Model Commercial Lifeguard-style fence in
the amount of $39,500 from Universal Fence, Inc.
Voice vote, all in favor. MOTION CARRIED.

MOTION made by Spring Green, seconded by Al Froehde, to adjourn the meeting.
Voice vote, all in favor. MOTION CARRIED.
