APPROVED VILLAGE OF LAKE ZURICH PARK AND RECREATION ADVISORY BOARD NOVEMBER 11, 2008 The meeting was called to order at 7:07 p.m. ROLL CALL: Present - Chairperson Maureen Degen, Board Members Phil Dlatt, Mike Hilt, Kathy Kozlowski, and Teri Pytel. Excused - Al Froehde and Spring Green. Staff present - Park and Recreation Director Perkins. APPROVAL OF MINUTES: MOTION made by Mike Hilt, seconded by Teri Pytel, to approve the minutes of the October 14, 2008 Park Advisory Board as submitted. Voice vote, AYES have it. MOTION CARRIED. PUBLIC APPEARANCES: - None ITEMS FOR REVIEW/DISCUSSION/APPROVAL: 2009 Playground Concepts: Erick Oleson, Recreation Concepts, Inc., and Director Perkins reviewed the revised playground Option 1 for Old Mill Grove Park. Components from Orchards Parks Option were added to the Old Mill Grove option which resulted in the revised concept. Discussion followed on the reduced number of swings and the options and costs involved in providing more swings. MOTION made by Maureen Degen, seconded by Kathy Kozlowski, to recommend the Public Works Committee approve new playgrounds as follows: Countryside East Option 1, Orchards Park Option 2, Buffalo Creek Park Option 2 with horns removed, and Old Mill Grove Revised Option 1 with an additional swing set and other pieces moved to accommodate the additional swings based on the multiple park proposal dated October 24, 2008, in the amount of $312,318.20. Voice vote, AYES have it. MOTION CARRIED. Mr. Oleson said Lake Zurich would get a special freight price for shipping because of the number of pieces of equipment. OSLAD Park Project Updates – Paulus, Staples, and Bristol Trails Parks: Bristol Trail Park: Director Perkins reviewed the changes to the Bristol Trails Park proposal that include a fitness course, split rail fence for safety reasons, and wording added to the contract. The landscaping plan was reviewed. He is hoping to bid the project in December. Park and Recreation Advisory Board Minutes, November 11, 2008 2 Staples Park: Director Perkins provided an update on Staples Park. He would like to add a tennis wall and wind screen next year. Paulus Parks: A meeting took place with Village Staff, a representative from Thompson Dyke & Associates (TD&A), and the sprayground contractor. Director Perkins provided a summary of the discussion. The bid specifications state that the contractor is responsible for obtaining the drawings. TD&A is unable to furnish proof that they gave the contractor the drawing although their former staff member stated he had done so. The contractor will not receive any additional payment until the problems are resolved. Discussion followed on what TD&A’s responsibility was and if they should also be held responsible. Breezewald Park Beach Proposal: Discussion continued on options for Breezewald Park beach. Director Perkins supports closing the beach for one-two years especially since one-third of the park will be gone when the downtown revitalization takes place. Another option would be to keep the beach free for residents with proof of residency and require non-residents to purchase a pass. Although the number of lifeguards might be reduced from three to two, a gate-guard would still be needed. Several Park Advisory Board members did not support having a teen or young adult serve as a gate-guard at Breezewald Park because they could be intimidated or threatened by people who are refused entrance or required to furnish proof. Director Perkins said he estimates it costs $12-15,000 for staff to operate Breezewald Park beach and asked if the Village could afford to keep it open. He estimates Paulus Park operates at an $18,000 loss. Raising the cost of the beach pass fees was also considered as an option. Information from the beach report distributed the previous month was reviewed. Director Perkins will provide additional beach-related information next month. Maureen Degen said the Village needed to look at the cost for all special events and not just focus on the expenses for the beaches. He hopes to hire a replacement after the new year. In the meantime, the two recreation supervisors are helping out to cover the position.
