APPROVED VILLAGE OF LAKE ZURICH PARK AND RECREATION ADVISORY BOARD JANUARY 13, 2009 The meeting was called to order at 7:06 p.m. ROLL CALL: Present - Chairperson Maureen Degen, Board Members Mike Hilt, Kathy Kozlowski, and Teri Pytel. Excused - Phil Dlatt, Al Froehde, and Spring Green. Staff present - Park and Recreation Director Perkins. APPROVAL OF MINUTES: MOTION made by Kathy Kozlowski, seconded by Mike Hilt, to approve the minutes of the December 22, 2008 Park Advisory Board as submitted. Voice vote, AYES have it. MOTION CARRIED. PUBLIC APPEARANCES: Alpine Races – 2009 Request – Brian Foss, Representative: Brian Foss, Alpine Runners, presented his request to use Paulus Park on Sunday, September 20, 2009, from 5 a.m. to 12 p.m. for the annual Alpine Race. The group has 503C status, and is considered a not-for-profit organization. The fees were reviewed by Director Perkins. The reimbursements to the Police and Fire Department have not been calculated yet. MOTION made by Mike Hilt, seconded by Teri Pytel, to recommend the Public Works Committee authorize the Alpine Runners to utilize Paulus Park on September 20, 2009, from 5 a.m. to 12 p.m. to run the Lake Zurich Alpine Race. Voice vote, AYES have it. MOTION CARRIED. Breezewald Beach 2009: The information on the 2009 Breezewald Beach Proposal was reviewed and discussed. Director Perkins said his recommendation would be to increase the price of beach passes for residents to $25 for an individual and $50 for a family and for nonresidents $50 for an individual and $100 for a family. He estimates this would bring in $21,000 in additional revenue. Other options worth considering are closing Breezewald Beach for public use, which would save $11,000-$12,400 or to only have it open on weekends, which would save approximately $,900-$8,900. Maureen Degen estimates the tight economy will keep more families in town this summer and increase beach usage. She questioned if it was reasonable to require the aquatic program to make money when other Village programs were not charged with covering their own expenses. Park and Recreation Advisory Board Minutes, January 13, 2009 2 Discussion followed on beach revenue and the proposed options. There was some support for closing Breezewald Beach either during the week or for the season. Chair Degan would prefer to double the current nonresident rate and asked if the Village could get a dispensation from the OSLAD grant requirements that allow nonresidents to be charged no more than double the rate of residents. MOTION made by Teri Pytel, seconded by Maureen Degen, to recommend the Public Works Committee approve the increase in the charge for beach passes as recommended by Director Perkins in his 2009 Beach Proposals and close Breezewald Park beach Monday through Friday and only open it on weekends and holidays from 10 a.m. to 8 p.m. AYES: Teri Pytel NAYS: Maureen Degen, Mike Hilt, and Kathy Kozlowski MOTION FAILED MOTION made by Kathy Kozlowski, seconded by Mike Hilt, to recommend the Public Works Committee approve the increase in the beach pass fees to $50 per family and $25 for individuals for residents and $100 per family and $50 per individual for nonresidents and not make any changes in the hours of operation for Breezewald Park beach. AYES: Kathy Kozlowski and Mike Hilt NAYS: Teri Pytel ABSTENTION: Maureen Degen MOTION CARRIED OSLAD Park Project Updates – Paulus, Staples, and Bristol Trails Parks: Director Perkins provided updates on the OSLAD park projects. He said the Village was granted an extension for Paulus Park Phase 1. Payment from the State cannot be made until all items at Staples Park have been completed and paid for. Payment will be requested when all work is completed. Staff made modifications to the bid proposal for Bristol Trail Park, which will go out in February to be returned in March. The Public Works Committee approved the funds for the new playgrounds as recommended by the Park Advisory Board. Review of Park and Recreation Advisory Board Code – Chapter 7: A review of Chapter 7 of the Village Code pertaining to the Park and Recreation Advisory Board with recommendations to modify it to reflect current practices followed. MOTION made by Maureen Degen, seconded by Teri Pytel, to recommend the Public Works Committee approve an amendment to Chapter 7 of the Village Code 2-7-1: Board Created: Appointments and 2-7-3: Meetings of Board to reflect current practices. Voice vote, AYES have it.
