APPROVED VILLAGE OF LAKE ZURICH SPECIAL PARK AND RECREATION ADVISORY BOARD JUNE 23, 2009 The meeting was called to order at 7:12 p.m. by Chairperson Judi Thode. (Prior to the meeting, Judi Thode was sworn in as Chairperson and Kevin Koch and Jan Papa were sworn in as members by Village Clerk Wende Dau.) ROLL CALL: Present - Chairperson Judy Thode, Board Members Al Froehde, Kevin Koch, Kathy Kozlowski, Jan Papa, and Teri Pytel. Absent – Spring Green. Staff present - Park and Recreation Director Perkins. Also present - Mayor Branding, Trustee Poynton, Trustee Rzeznik, and Clerk Dau. APPROVAL OF MINUTES: Al Froehde asked that a typographical error be corrected on page 2. MOTION made by Kathy Kozlowski, seconded by Al Froehde, to approve the minutes of the April 14, 2009 Park Advisory Board as corrected. Voice vote, AYES have it. MOTION CARRIED. PUBLIC APPEARANCES: Mayor Branding congratulated the new appointees to the Park and Recreation Advisory Board and said she believes a great future lies ahead for all of them. ITEMS FOR REVIEW/DISCUSSION/APPROVAL: OSLAD Park Projects Updates (Paulus, Staples, and Bristol Trails): Paulus Park: Director Perkins provided background information and an update on the project, which is very near completion. He reviewed each item on the punch list dated June 18, 2009, prepared by Ben Kutscheid of Thompson Dyke & Associates (TD&A) and stated its disposition. He will be meeting with TD&A and ask them to prepare another punch list. Director Perkins said there is still a problem with water leakage going to the beach that is related to the splash pad. Although the water from the splash pad is chlorinated, the water on the beach is not, which is probably because the ground acts as a filter. The contractor is responsible for fixing the leak, and Director Perkins is working with him to expedite the repair. Staples Park: Director Perkins provided background information and an update on the project, which is nearing completion. A punch list and letter from Ben Kutscheid of TD&A dated June 11, 2009, asking the contractor to submit a schedule for completion of punch list items prior to June 15, 2009 was briefly reviewed. Judi Thode suggested penalties for missed deadlines be considered in future contracts. Park and Recreation Advisory Board Minutes, June 23, 2009 2 Bristol Trail Park: Director Perkins provided background information and an update on the project. The Pre-Construction Meeting Report dated June 11, 2009, was reviewed. Playgrounds 2009 Update: Director Perkins provided an update on the playgrounds. The Buffalo Creek Park playground is complete, and the Old Mill Grove Park playground is nearing completion. Judi Thode expressed concerns about the new Safety Town buildings getting damaged or vandalized due to their visibility in Paulus Park. Director Perkins will erect signs identifying them and stating to keep off the buildings. Recreation Superintendent Position: The job description for the new position was provided. Director Perkins said over 80 applications had been received. They are down to the top 8 candidates and will meet with the top 3 candidates next week. He hopes to have the position filled within 3-4 weeks. “Leave No Child Inside” Initiative: A colored flyer about the Chicago Wilderness “Leave No Child Inside” initiative and the draft proclamation proposed for presentation to the Board of Trustees were reviewed and discussed. Director Perkins stated his support for the initiative and pointed out that it was in synch with the goals of the Park and Recreation Department. Unfortunately, natural programs that had been offered had not been well attended and had been dropped. Judi Thode provided an update on the initiative that had a June kick-off. She said the draft proclamation needs to have some minor editing before it is given to the Board of Trustees. Director Perkins said the program will be promoted by the Park and Recreation Department and included in the Park and Recreation Department brochure with a link to the website will be provided. Jan Papa added that the initiative serves as a means to educate the public. MOTION made by Judi Thode, seconded by Al Froehde, that the Park and Recreation Advisory Board recognizes the benefits of outdoor play, and that direct exposure to nature is essential to nourish children’s physical, social, intellectual, and emotional development, therefore the Park and Recreation Advisory Board recommends that the Village of Lake Zurich Board of Trustees adopt the “Leave No Child Inside” proclamation. Voice vote, AYES have it. MOTION CARRIED. Judi Thode would like SRACLC to attend a Park and Recreation Advisory Board meeting. The park master plans should be re-examined and perhaps updated. There was interest in scheduling a special Park and Recreation Advisory Board meeting on July 14 to tour the parks. Director Perkins will follow up to be certain that there is a quorum and that it is properly noticed as a special meeting. ADJOURNMENT: MOTION made by Teri Pytel, seconded by Kathy Kozlowski, to adjourn the meeting. Voice vote, all in favor. MOTION CARRIED.
