APPROVED VILLAGE OF LAKE ZURICH PARK AND RECREATION ADVISORY BOARD NOVEMBER 10, 2009 The meeting was called to order at 7:01 PM. ROLL CALL: Present - Chairperson Judi Thode, Board Members Michael Karija, Kevin Koch, Kathy Kozlowski, and Jan Papa. Excused: Al Froehde and Teri Pytel. Staff present - Park and Recreation Director Perkins. APPROVAL OF MINUTES: MOTION made by Michael Karija, seconded by Jan Papa, to approve the minutes of the October 13, 2009 Park Advisory Board with one typographical correction. Voice vote, AYES have it. MOTION CARRIED. Director Perkins noted that the format of the agenda had been modified to resemble the Board of Trustees agenda and a Director’s Report had been added. PUBLIC COMMENTS: None ITEMS FOR REVIEW/DISCUSSION/APPROVAL: A. Oak Ridge Marsh Conservation Group – Presentation Judi Thode provided an update on the work the Oak Ridge Marsh Conservation Group has completed since they began in December 2007. Director Perkins highlighted some of their endeavors. They were given a contribution that he used to purchase saws for them. B. Park “Angels” Suggestion/Idea Judi Thode reviewed her handout on the proposed Park Angels program. This initiative would ask for volunteers to monitor parks near their homes and report maintenance or other issues to the park staff. Director Perkins said the program has potential but he did not want volunteers to attempt to control maintenance schedules. They should help staff to be informed and must understand that staff makes the decisions about park maintenance. Discussion followed. There was a consensus that this program should move forward. Judi Thode said she would refine the preliminary proposal and asked that comments be sent to her. Park and Recreation Advisory Board Minutes, November 10, 2009 2 C. Paperless Board Packets MOTION made by Michael Karija, seconded by Kathy Kozlowski, to begin paperless Park and Recreation Advisory Board packets beginning with the December meeting for a four-month trial period to be re-evaluated in four months. Voice vote, AYES have it. MOTION CARRIED. D. 2010 Advisory Board Meetings (attachment/recommendation) MOTION made by Judi Thode, seconded by Kathy Kozlowski, to approve the Park and Recreation Advisory Board meeting dates as posted in the Draft 10-19-09 schedule but to change the time from 7:00 p.m. to 6:30 p.m. Upon roll call, Judi Thode, Michael Karija, Kevin Koch, Kathy Kozlowski, and Jan Papa voted Aye. MOTION CARRIED. ITEMS FOR REVIEW/DISCUSSION/APPROVAL: A. OSLAD Park Projects Status – Director Perkins said Paulus Park and Staples Park are completed. He will obtain the services of a CPA to review the projects and submit them for reimbursement. A few minor items still remain to be completed for Bristol Trails Park. B. New Park Update – Director Perkins said the new park looks good. Plans are underway for holiday decorations and a gingerbread house. He will request ideas for names for the new park on the Village web site very soon and intends to bring finalists to the Park and Recreation Advisory Board in January. He said metal picnic benches or trash cans would look better than what is there, but there is no funding for them at this time. C. Haunted House 2009 – Director Perkins provided an update on the Haunted House. It went very well but the receipts were down. He attributed the lower attendance to the bad weather and conflict with local football games. All special events for next year will be evaluated. D. 2010 Playgrounds – Director Perkins will discuss the recommendations for new playground equipment for 2010 with Village Administrator Vitas. The Park and Recreation Advisory Board recommended only purchasing new equipment for Manor Park, but Director Perkins also would like to improve Zurities Park. He will bring the recommendation to the Board of Trustees at their December meeting. E. Other Business – An Eagle Scout who did renovations at Braemar Park will be recognized at the December Board of Trustees meeting. Volunteers Bob Warren and his dog Mollie and Haunted House volunteer Doug Bartell will be recognized at the December Park and Recreation Advisory Board meeting. Park and Recreation Advisory Board Minutes, November 10, 2009 3 ITEMS ATTACHED: A. Park Improvement Fund Reserve as of 11/4/09 Bristol Trails Observation Report 11/3/09 Michael Karija asked that a different format be used for the Park Improvement Fund report. He would like to see a “rolling” format that would allow the expenses and credits for the month. Director Perkins said he will discuss this with Finance Director Zochowski. ADJOURNMENT: MOTION made by Kathy Kozlowski, seconded by Michael Karija to adjourn the meeting. Voice vote, all in favor. MOTION CARRIED.
