PARK AND RECREATION ADVISORY BOARD
January 12, 2010
1. The meeting was called to order at 6:32 p.m.
2. ROLL CALL: Present - Chairperson Judi Thode, Board Members Kevin Koch,
Kathy Kozlowski, Mary Mihelic, and Jan Papa. Excused - Michael Karija.
Staff present - Park and Recreation Director Perkins.
3. APPROVAL OF MINUTES:
Kathy Kozlowski requested a typographical error be corrected on the roll calls and
that the full name of Mark Borst’s promotion company be included on page 2.
MOTION made by Judi Thode, seconded by Jan Papa, to approve the minutes of
the December 15, 2009 Park Advisory Board as corrected.
Voice vote, AYES have it. MOTION CARRIED.
4. PUBLIC COMMENTS: - None
5. ITEMS FOR REVIEW/RECOMMENDATION:
A. Alternating Hemiplegia of Childhood Foundation (AHCF) – 2010 Walk-A-Thon
Special Event Request – Gene Andrasco, Representative:
Mr. Andrasco presented his request to hold the fourth annual walk-a-thon (the
third in Paulus Park) on September 19, 2010. He explained what the disease was
and said the funds raised will go toward medical research on this raremedical
condition. He presented Director Perkins with a check from funds raised last year
to go towards the maintenance of the parks.
MOTION made by Kathy Kozlowski, seconded by Mary Mihelic, to recommend
the Board of Trustees approve the special event request from AHCF to use Paulus
Park on September 19, 2010 from 10 a.m. to 2 p.m. in accordance with the special
event guidelines
Upon roll call Judi Thode, Kevin Koch, Kathy Kozlowski, Mary Mihelic, and Jan
Papa voted Aye. Motion carried.
B. Alpine Runners – 2010 Alpine Races Special Event Request - Brian Foss,
Representative
Brian Foss presented his request to hold the Alpine Race in Paulus Park on
September 26, 2010.

MOTION made by Judi Thode, seconded by Kathy Kozlowski, to approve the
special event request from Alpine Runners to use Paulus Park on September 26,
2010 in accordance with the special event guidelines.
Upon roll call Judi Thode, Kevin Koch, Kathy Kozlowski, Mary Mihelic, and Jan
Papa voted Aye. Motion carried.
C. Tree Commission Presentation – Questions and Answers with Chairman Scott
Garrison and Members
Mr. Garrison gave a presentation on the roles and functions of the Tree
Commission and listed some of their accomplishments over the years. He gave a
presentation on the Emerald Ash Borer that threatens Ash trees. He and Village
Arborist Shawn Walkington answered questions posed by the Park and
Recreation Advisory Board members. Members Mary Kozub and Tony Harper
also addressed the board.
Mr. Garrison asked that the Tree Commission be given an opportunity to review
the landscape plans for the parks and that the Arbor Day/Earth Day celebration be
expanded. Mr. Harper asked that there be better communication between the Tree
Commission and the Park and Recreation Advisory Board since their roles
overlapped in many areas. There was support for all three issues. A memorial tree
will be planted for former Park and Recreation Advisory Board and Tree
Commission member Al Froehde.
D. Park Angels – Update by Judi Thode
Judi Thode gave a brief update on the Park Angels program. She presented the
program at the homeowners’ association meeting on January 6, 2010 and it was
well received. Marketing of the program will begin in the early spring.
6. Director’s Report:
Director Perkins reported on the following items.
- Reimbursement funds from the IDNAR for the OSLAD grant should be
received within the next thirty days.
- Proposals for the 2010 fireworks show and the 2010 playground replacement
will be presented to the Board of Trustees on January 18, 2010.
- Director Perkins is recommending the same vendor that provided the
fireworks display last year and is recommending new equipment for Manor and
Zurites parks.
- There is a Park and Recreation Advisory Board vacancy to fill Al Froehde’s
seat.
- Director Perkins recommended planning a joint meeting with the Board of
Trustees.

Reports
The initial budget proposal (prior to cuts) was included in the packet.
Judi Thode invited members to attend the Illinois Parks Association on January
27, 28, and 29, 2010 and to contact Director Perkins if interested.
8. ADJOURNMENT:
MOTION made by Mary Mihelic, seconded by Kathy Kozlowski, to adjourn the
meeting.
Voice vote, all in favor. MOTION CARRIED.
