APPROVED VILLAGE OF LAKE ZURICH PARK AND RECREATION ADVISORY BOARD MARCH 9, 2010 1. Call to Order The meeting was called to order at 6:30 p.m. Judi Thode swore in Jeff Carey as a new Park and Recreation Advisory Board member. Roll Call: Present - Chairperson Judi Thode, Board Members Jeff Carey, Michael Karija, Kevin Koch, Kathy Kozlowski, Mary Mihelic, and Jan Papa. Staff present - Park and Recreation Director Perkins. 2. Approval of Minutes: Michael Karija asked that the roll call reflect that he was excused from the meeting. MOTION made by Kathy Kozlowski, seconded by Michael Karija, to approve the minutes of the January 12, 2010 Park Advisory Board as corrected. Voice vote, AYES have it. MOTION CARRIED. 3. Public Comments: - None 4. Items for Review/Recommendation: A. Lake Zurich Area Chamber of Commerce (LZACC) – 2010 Taste of the Towns Special Event Request Executive Director of the Chamber of Commerce Dale Perrin requested permission to hold the fourth annual Taste of the Towns event in Paulus Park and provided an overview of the event and highlights of last year’s very successful event. MOTION made by Kevin Koch, seconded by Mary Mihelic, to recommend the Board of Trustees approve the use of Paulus Park on August 29, 2010 from 12 to 9 p.m. for use by the LZACC for the Taste of the Towns omitting the entry fee. Upon roll call Judi Thode, Jeff Carey, Michael Karija, Kevin Koch, Kathy Kozlowski, Mary Mihelic, and Jan Papa voted Aye. Motion carried. B. Black Nail Brigade NFP – Memorial Motorcycle Ride/Awareness Rally – 2010 Special Event Request – Greg Zaffke – Representative Greg Zaffke, Sr. and his son Greg Zaffke, Jr., who arrived later, described the proposed memorial motorcycle ride and awareness rally. The ride will be in memory of Mrs. Zaffke, their wife and mother, who died in a motorcycle accident on May 2, Park and Recreation Advisory Board Minutes, March 9, 2010 2 2009, on Route 12 just north of Lake Zurich. In addition to serving as a memorial for Mrs. Zaffke and others who died in motor vehicle or motorcycle accidents, the rally hopes to increase safe driving awareness. Mr. Zaffke, Sr., a Lake Zurich resident, has applied for 501-C status but has not received it yet so must be charged the “for- profit organization” fees unless the status is granted prior to the rally. Director Perkins will verify that the group has permission to use the former K-Mart parking lot. MOTION made by Kathy Kozlowski, seconded by Kevin Koch, to recommend the Board of Trustees approve the use of Paulus Park from 2 – 7 p.m. on May 1, 2010 for use by the Black Nail Brigade (Mr. Zaffke’s organization) for a memorial motorcycle ride and awareness rally and to assess “for-profit organization” fees and usage. Upon roll call Judi Thode, Jeff Carey, Michael Karija, Kevin Koch, Kathy Kozlowski, Mary Mihelic, and Jan Papa voted Aye. Motion carried. C. Paulus Park Phase II Director Perkins said he had applied for an OSLAD grant for Paulus Park improvements last year but had not been successful. He will discuss this with the IDNR representative and find out why Lake Zurich had not been successful in receiving a grant this year. After discussions with Village Administrator Vitas, Director Perkins decided to try for the OSLAD grant this year for Paulus Park Phase II improvements and is requesting approval consult with a new architectural engineer. Discussion followed on the revisions and expansions that are proposed for Phase II. MOTION made by Kathy Kozlowski, seconded by Kevin Koch, to recommend the Board of Trustees authorize Director Perkins to look into getting a new architectural engineer for Paulus Park Phase 2 for an OSLAD Grant submittal and revise the current Phase 2 plan according to the Park and Recreation Advisory Board’s recommendations to include a phased-in approach. Voice vote, AYES have it. MOTION CARRIED. 5. Director’s Report: Director Perkins reported on the following items: • Park Improvement Fund Contribution - A $500 donation in memory of former Park and Recreation Advisory Board and Tree Commission member Al Froehde will be used to purchase a park bench in Paulus Park. • 2010 Playgrounds - An assessment of the remaining playgrounds will be done to determine if they need replacement and if so when. • Web Trac (On-line Registration Computer Program) Update – Approved by the Board of Trustees and should be operational by this fall. • Budget/Goals FY 2010/11 – Park Improvement Funds report was reviewed. A community needs assessment needs to be done. Park and Recreation Advisory Board Minutes, March 9, 2010 3 • Park Advisory Board Meeting with Trustees – Judi Thode, in cooperation with Director Perkins, will request a joint meeting with the Board of Trustees in May if possible. 6. Items Attached: A. Park Improvement Fund as of 3/3/10 – Reviewed B. Algonquin Longhouse – 2009 Contribution of $275 received C. Summer Brochure – Reviewed Adjournment: MOTION made by Kathy Kozlowski, seconded by Michael Karija, to adjourn the meeting. Voice vote, all in favor. MOTION CARRIED.
