Tree Commission Meeting Minutes
May 20, 2008
A. Roll Call: Present Shawn Walkington Chairperson, Commissioner Kozub, and
Commissioner Scott Garrison. Also Present building and Zoning Director Dan
Peterson
B. Approval of Minutes: Scott motioned to approve second by Mary Kozub. All in
favor.
C. Ela Town Hall Development: Dan Peterson was present to talk about the
removal of trees that were on their Preservation Plan. It was reported to the
commission that 112 trees were removed from the site that was on the
Preservation Plan. Building and Zoning Director Peterson had a revised
Landscape plan from the developers showing an additional 71 trees to be added.
He also had the reviews made from our Landscape consultant Rolf and Campbell.
Their review stated Ela would get a credit for saving the Honeysuckle along the
South property line. Dan Peterson stated that according to the Tree Ordinance Ela
would have to replace the 112 trees removed with 281 trees. Dan Peterson would
like us to review their revised plan and let him know if the 71 trees added to the
Landscape plan are sufficient. Scott brought up the question would a stop work
order be issued to the project? Dan Peterson stated that it had not been issued at
this time, but it was a possibility in the future. Commissioner Scott Garrison also
added that there was no protective fencing around the trees to be preserved.
Shawn is gong to contact the developers in the morning about installing fencing.
He asked what page 3 of the revised plan was. Director Peterson responded it was
the area along the state detention area. Discussion revealed that the Tree
Commission would like to see more variety on the revised plan. Commissioner
Garrison said that the 71 additional trees do not even replace the 85 removed from
the Preservation Plan. The commission feels that the additional 71 trees are not
adequate and that there is sufficient room on the south of the property as well as
the Knox Park property to plant more trees. Mary also stated that the property has
the potential to put an arboretum to the south of the building. Some of the trees on
the landscape plan were listed by diameter and some by height and added they
need to more specific with this. If they are going to list the trees by height they
need to clarify if these trees are clump and if not, list them by diameter. The
Commission agreed that there should be a special meeting to review the plans
before our next scheduled meeting. A special meeting will be scheduled for June
3 to review the plan.
The remainder of the Agenda was tabled to the next meeting.
