VILLAGE OF LAKE ZURICH Tree Commission Minutes June 17, 2008 Approved A. Roll Call: Present Shawn Walkington Chairperson, Commissioner Kozub, Commissioner Scott Garrison, Commissioner Harper and Commissioner Froehde. B. Approval of Minutes: Commissioner Garrison moved to approve the minutes from the May 20, 2008 meeting. Commissioner Kozub seconded the motion. All were in favor. Commissioner Garrison said on the Minutes for the special meeting on June 3 that the sentence reading Commissioner Garrison stated he can count on one hand the number of reviews that have been approved on the first review. It should read that the person who made the comment was Commissioner Harper. Commissioner Kozub motioned to approve minutes of the special meeting with the approved change. Commissioner Harper seconded the motion. All were in favor. C. Ela Town Hall Review: Commissioner Kozub commented that she would like to thank the developer for getting the reviews to us in time to look over before the meeting. She appreciates the fact that Village staff was able to get them out to the Commission in a timely fashion. She also stated that the number of trees has been increased and she liked the addition of trees to the west of the Knox Park property. Jeff Pathman said one of the things they tried to do was to have trees and bushes of different sizes to create as much screening as possible. Commissioner Kozub said she noticed a lot of trees on the plans from the Maple family. She was uncomfortable with this for the fact that if the Maple trees were to get a disease or attacked by insects they would lose a lot of their tree population. Commissioner Garrison added that if some disease like Emerald Ash borer to Ash trees, Dutch elm disease to Elms or Sudden Oak death to Oak trees then you could with that many maples lose quite a bit of their canopy. He also added that diversification Ordinance only applies to public trees. He made the suggestion that they add more diversity to the landscape plan. Jeff Pathman asked what trees we would suggest they add. Commissioner Froehde informed Jeff of the diversification code reads that for example for 100 trees you can have ten trees of one tree family and five trees of one tree species in that family. Commissioner Kozub stated that 95 of the trees on the landscape plan were from the Maple family. Commissioner Garrison said they could add Lindens, Ginkgo or Hackberry. Jeff Pathman wanted to know what we were looking for and if it was mandatory to make the diversification changes. Commissioner Garrison said that it only a suggestion and that diversity only applies to public trees. Commissioner Froehde asked if we were willing to accept plans as they were submitted or if we are requesting more diversification. Commissioner Harper suggested that while there are to or three trees of the same species together he does not believe that the plan needs to be altered. He also thanked Jeff for getting the plans to us in a timely fashion. He stated that these are all just suggestions on diversity and the reason for diversity is the problems with diseases to trees in the past. Shawn stated that in the plan review he will put that the Commission Tree Commission meeting minutes, June 17, 2008 suggests more diversity to the plan, but it is not mandatory. Commissioner Garrison brought up the topic of parking lot islands and that they had said they received a variance on the islands. Jeff said it was discussed at the plan commission and because of the fact that the parking area is adjacent to the football field and there was landscaping adjacent to the parking area the islands were not necessary. Jeff also stated that it would not be feasible to install islands now do to the drainage of storm water run-off in the parking lot. Dan clarified that the zoning required that they have 43 parking spaces they requested 74 to help alleviate some of the concerns with parking for football games. Zoning codes requires that if you request 10 percent greater or ten percent less then required they have to get approval. Which is what the township did. He was not at the minutes so does not know what was discussed, but the minutes reflect what Jeff had stated earlier. Dan also added that after reviewing the engineering plans there are some structures in the parking area that would be affected by adding parking lot islands. Tony remarked that it looks as if the planning commission made a ruling on the parking islands. He wondered if we could not come to some kind of compromise so that more shade trees could be installed. He asked if trees could possibly be planted along the parking lot areas to help reduce some of the heat generated from the area. Jeff stated that in most cases they have single loaded parking areas and additional landscaping in those areas. Al said that is really just to areas that are in question the parking areas that are along the football field. Jeff asked if could substitute some of the trees from other areas to the parking lot area. Scott asked if it was possible to plant trees in the islands by the sidewalk. Jeff said it would be possible to move the sidewalk making the island big enough to plant a shade tree. Al said we would like to see a tree in the island by the sidewalk and an additional tree added next to the south parking lot. There was a brief discussion on the possibility of trees along rt 22. It was concluded that there were too many utilities in the area to plant trees. Scott asked if the trees along the area where the sewer was installed would be trimmed. Some of them had been hit by machinery. Also the existing trees along the drive did not have protective fencing around them. Jeff stated that grading and a structure were being worked on in that area. After the work the fencing will be put back. Commissioner Froehde made a motion to approve the Landscape plan with the following changes 1 we suggest that they change some of the various Maples to other species to add more diversity 2 15 percent parking lot landscaping change sidewalk planter so that sidewalk is on the side and add shade tree to the island and put an additional shade tree in the center of the south parking lot. 3 This motion does not take care of the issue with number of trees that are still needed to reach amount needed for removing trees from preservation plan. All were in favor. Motion 2 we suggest to the Public works committee to satisfy the requirement for replacement trees the balance of 281 trees minus the credit of 25 trees. That they pay a donation of $35,100 to be used to replace village trees as required. All were in favor. The Motions will be sent to the Public Works Committee meeting on July 14th. D. Forestry Goals and Objectives- Scott moved that this be tables to the next meting. All in favor. Tree Commission meeting minutes, June 17, 2008 E. Gypsy Moth- gypsy moths larva has been found in Paulus Park. The Park Department is getting prices to have the trees sprayed. Commissioner Froehde said the park advisory board approved $20,000 to use for the spraying of trees. Info will be posted on the web page. F. New business- Commissioner Kozub recommended that we look into making sure developers receive codes that are needed so we don’t keep getting insufficient plans. Most plans come to us without proper tree surveys and preservation plans. Dan Peterson said all developers can either purchase the codes at Building and Zoning or they can get them from the website. Commissioner Garrison had information on Tree Growth award. If a village receives growth award for ten years they receive Sterling city Growth award. The committee will review application to see what we can do to receive award. Adjourn- 9:10 pm
