APPROVED SPECIAL JOINT MEETING OF THE VILLAGE OF LAKE ZURICH BOARD OF TRUSTEES AND TREE COMMISSION MONDAY, DECEMBER 1, 2008 1. CALL TO ORDER AND ROLL CALL The meeting was called to order by Village President Tolomei at 6:35 pm. Board of Trustees: Present were Village President Tolomei, Trustees Branding, Callahan (6:45 pm), Johnson, McAvoy, Poynton, and Taylor. Tree Commission: Present were Chairman Walkington, Members Garrison, Harper and Kozub. Member Froehde was excused. Village Administrator Vitas and Finance Director Zochowski were also present. 2. REPORT ON PRIVATE TREE PERMITS Chairman Walkington reviewed the number of permits issued and reasons for private tree removal, since the ordinance has been approved. Per the ordinance, these requests were all viable reasons for removal. A question and answer period took place with Trustees inquiring about the threats of the emerald ash bore, long horn beetles and gypsy moths. (Trustee Callahan arrived at 6:45 pm.) Tree Member Garrison requested the tree removal permit process be included in the Newsline every couple of months. Members of the Tree Commission also requested a link be added to the Village’s website. 3. TREE COMMISSION GOALS Member Garrison recapped the short, mid and long term goals of the Tree Commission. Many Tree Commission members believe residents are not aware they exist and able to help. It was suggested they attend a future homeowner’s meeting. The Tree Commission also requested their minutes be posted on the Village’s website and suggested combined committee meetings be held with the Plan Commission, Public Works, and Park and Recreation. A long term goal of the Tree Commission would be to add a Forestry Department devoted entirely to the maintenance of all trees. This item will be discussed further during budget discussions. Questions were raised about whose duties and responsibilities it should be to care for the trees in the parks. Currently this falls under the direction of Parks Director Perkins. The Tree Commission would like Chairman Walkington to oversee all of the trees in the Village, including the parks. The Board concurred. Administrator Vitas will discuss these responsibilities with Park Director Perkins and Public Works Director/Engineer Heyden. Another short term concern is the procedure of landscape plan reviews. The process needs to be refined and improved upon. Again, Administrator Vitas will discuss with Public Works Director/Engineer Heyden and Building/Zoning Director Peterson for developing a process that works. The Board of Trustees concurred and would especially like to find a way to eliminate the problems that took place during the construction of the new Ela Township Center. 4. ADJOURNMENT MOTION was made by Trustee Johnson, seconded by Trustee McAvoy, to adjourn the meeting. MOTION CARRIED Meeting adjourned at 7:33 pm. Respectfully submitted: Gloria M.
