Three (3) responses were received by the deadline. City staff reviewed the responses, evaluated the qualifications, and scored each proposal to determine if they met the City’s best interest. Respondents are Heritage Tree Care, Certified Arbor Care, and Grass Works. Two (2) companies have International Society of Arboriculture (ISA) Certified Arborists on staff who have earned the Wildfire Risk Reduction Qualification. One (1) firm installed a shaded fuel break for the City of Lakeway in Hamilton Greenbelt I in 2019. The three proposals included daily crew sizes of three members (two proposers) and six members (one proposer) working 10-hour days. Lake Travis Fire Rescue’s (LTFR) day rate includes an 8-10- person crew working 10-hour days. One 10-hour workday by LTFR with 9 crew members would total 90 man-hours. To compare pricing, 90 man-hours for all four crews were calculated. Assuming the productivity of all persons in all four crews is roughly equal, the respondents’ prices for shaded fuel breaks were calculated to be 2.6 to 2.8 times the cost for LTFR for 90 man-hours. For dead and downed fuels removal, the respondents’ prices are 3.2 to 3.4 times LTFR’s cost for 90 man-hours. The prices for the three respondents are in line with expected pricing for tree and landscape work, but cannot compete with Lake Travis Fire Rescue’s pricing under the Interlocal Agreement for Wildfire Fuels Mitigation Services. Recommendation: Due to cost, staff recommends not awarding the bid, and waiting until the LTFR crew returns in January to resume wildfire fuels reduction in Hamilton Greenbelt. In the meantime, we are working on the Community Wildfire Protection Plan (CWPP). Fiscal Impact: None. Background: The city council discussed charter section 4.07 and article 12.03 of the code of ordinances relating to the police department and police department policies at the November 16, 2020 meeting. The City Charter states the Chief of Police shall establish and maintain written rules, approved by the Council, relating to police policies and procedures. Section 12.03 of the city Code of Ordinances includes language for the appointment of police officers to be approved by the City Council. The city council has not reviewed police policies and procedures with any regularity, nor made appointments of officers. A unanimous vote was made to form a Police Policies and Procedures Review Committee to review the policies with the Chief of Police, City Manager and City Attorney. Mayor Pro Tem Higginbotham, Councilmember Mastrangelo and Councilmember Smith volunteered to serve on the committee. The committee would report to council after completing their review and make any recommendations for polices that may need to be further reviewed or amended. Enclosure(s): Resolution No. 2020-12-07-01 Page 6 of 50  CITY OF LAKEWAY RESOLUTION NO. 2020-12-07-01 A RESOLUTION OF THE CITY OF LAKEWAY, TEXAS CREATING THE CITY OF LAKEWAY POLICE POLICIES AND PROCEDURES REVIEW COMMITTEE AND APPOINTING MEMBERS TO THE COMMITTEE WHEREAS, Section 7.07 of the City of Lakeway, Texas (“City”) City Charter authorizes the City Council to establish, by ordinance or resolution, such committees as it may deem necessary for the conduct of City business and management of municipal affairs; and WHEREAS, Section 4.07 of the City Charter provides that the Council must approve all written rules relating to police policies and procedures adopted by the Police Chief for operation of the Police Department; and WHEREAS, it is unclear when the City Council last approved such written rules adopted by the Police Chief; and WHEREAS, the Police Chief has continuously reviewed and updated the written rules relating to the operations of the Police Department, including asking outside experts to review and make recommendations to improve the Department; and WHEREAS, the City Council wishes to create a Council Committee with the charge to (1) review the existing written rules for all policies and procedures, (2) discuss the written rules with the Police Chief and City Manager and make any recommendations the Committee members deem appropriate, and (3) provide a report back to the entire Council; and WHEREAS, this Committee shall serve in an advisory capacity to the City Council; and WHEREAS, the Council as a whole shall review the Committee’s report prior to fulfilling its obligations under Section 4.07 of the City Charter to formally approve the written rules adopted by the Police Chief. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY LAKEWAY, TEXAS, THAT: 1. The foregoing recitals are incorporated into this Resolution by reference as findings of fact as if expressly set forth herein. 2. The City Council hereby creates the City of Lakeway Police Policies and Procedures Review Committee (“Committee”) 3. Page 10 of 50  Andra Bennett, Director of Parks & Recreation Chris Rea, Wildfire Mitigation Specialist Staff Report ___________________________________________________________________________ Meeting date: December 7, 2020 Agenda item: Hamilton Greenbelt Wildfire Fuels Reduction Project FY 2021 Projections Background: In October 2019, City Council tasked City staff with reducing wildfire risk in all of Hamilton Greenbelt. Calculations based on Lake Travis Fire Rescue’s known productivity on similar sites suggested that Hamilton Greenbelt I could be wrapped up by November 2020 with a crew of 8-10 workers working from March through November. No timeline was presented for Hamilton Greenbelt II, as there were no measures of time and cost per acre (i.e., metrics) due to the remote and inaccessible nature of the greenbelt. Volunteer workdays in winter 2019 demonstrated that removing woody fuels from the northern greenbelt is time- and labor-intensive due to the need to drag and carry the wood long distances to the chipper. Lake Travis Fire Rescue was unfortunately rained out for most of the week when they were scheduled to work a tract specifically selected to measure acres worked. Consequently, there are no metrics to date for Hamilton Greenbelt II that can be used to calculate time and cost to complete the project. When COVID-19 hit in March, LTFR’s crew size plummeted from ten workers to a two-man crew. The Texas Conservation Corps, which subcontracts with LTFR to provide their seasonal workers, pulled everyone out from mid-March through late June. For 16 of the 22 weeks that LTFR worked in Hamilton Greenbelt I from March through July, the field crew labored at 20-25% of their usual staffing level. LTFR continued to work through the pandemic, moving the project forward and completing almost 11 acres, but progress was proportionally slowed as expected for this very physically demanding work. LTFR’s work in Hamilton Greenbelt I this year has matched up well with that value, but with the much more difficult conditions in Hamilton Greenbelt II, the number of days per acre is expected to be higher. At this point it is not known how many acres will be cleared for that price, but after the work is done, the acreage can be measured by GPS and cost applied to the area worked to build metrics. If the time goes beyond 2.6 days per acre, then the cost to clear the rest of Hamilton Greenbelt II will most likely exceed the $118,000 budget that remains at the end of FY 2021.
