The Comprehensive Plan lists 61 community priorities. Listed 17th and 18th are “compatible growth” and “thriving businesses”, respectively. The Plan’s Vision Statement identifies “cultivated development secured through effective local government, cooperation with surrounding communities, robust citizen participation, and long range planning.” Goal #8 (of 10) states, “Encourage careful expansion of business and economic development consistent with the character of Lakeway and sound fiscal management.” The Economic Development Advisory Committee’s recommended objectives include, supporting local businesses to help ensure their success, attracting new businesses that serve Lakeway residents, exploring a high-quality event that would attract tourists and promote Lakeway, shape the redevelopment of RR 620 corridor, and expand and diversify Lakeway’s tax base. EDAC recommended 6 tasks including improving permit process, planning for development of remaining tracts of land, preparing marketing material, working collaboratively with the Lake Travis Chamber of Commerce, launching an annual event in Lakeway, and proactively addressing likely issues resulting from the impact of the RR 620 widening project. EDC PROJECTS: The EDC’s initial focus has been learning City issues related to economic development and launching the first project, a market analysis of the City. 1. Market Analysis – At the last EDC meeting, discussion centered on the draft scope of services that could be provided by “The Retail Coach” to perform phase I of a market analysis. Phase I includes the following: Area Market Analysis Custom Retail Trade Areas Page 9 of 13 Demographic Profiling Daytime Population Psychographic Profiling The estimated cost for Phase I of the market analysis is $8500. While the EDC agreed the proposed approach and cost outlined by The Retail Coach appeared appropriate, the EDC discussed that the City would be preparing a scope of work to be included in requesting other possible proposals. The Committee recognized that based on the outcome of Phase I there would likely be other costs associated with a possible Phase II. Consistency with 2020 Comprehensive Plan- Undertaking a market analysis is consistent with Goal #8 of the Comprehensive Plan: “Encourage careful expansion of business and economic development consistent with the character of Lakeway and sound fiscal management.” It is noted that, “as Lakeway approaches build-out, additional revenue sources will diminish – thus making business expansion that much more important.” Potential Solution #7 states: “Determine the type of retail development that best benefits the City’s future. Consistency with the recommendations of the Economic Development Advisory Committee to the City Council- Undertaking a market analysis is consistent with EDAC stated objectives #2 and #5 for economic development program: “Attract new businesses that serve Lakeway residents” and “Expand and diversify Lakeway’s tax base to make it more recession-resistant.” 2. Other EDC Initiatives- The EDC has discussed other possible initiatives (that will involve some expense) to pursue including (among others): Assist existing businesses to mitigate impacts of RR620 widening Protect/attract quality high sales/square foot compatible businesses Attract or develop quality annual event Develop Lakeway Retail Week Work with stakeholders and identify public-private options to leverage resources In order to further EDC efforts to address economic development needs, committee members have discussed initiating a series of EDC working sessions. These sessions will have the goal of prioritizing efforts, leveraging resources to simultaneously launch other economic development projects.
