Caulfield, City Manager Date: January 22, 2018 Subject: City and School District Partnerships South Sound Military & Communities Partnership (SSMCP) The South Sound Military & Communities Partnership works to address issues that affect military and civilian communities around JBLM and to foster outcomes that are mutually beneficial for the South Sound region. All elected leaders in the South Sound region are invited to participate on the Elected Officials Council (EOC). The EOC is the policy-making board of SSMCP. Current Co- Chairs are Executive Bruce Dammeier of Pierce County, Commissioner Bud Blake of Thurston County and City of Lakewood Mayor, Don Anderson. As an Executive Leadership Team member (Lakewood, Lacey, Pierce County, and JBLM), the City serves as fiduciary agent of the SSMCP. The City also provides SSMCP with advice and legal counsel. The ELT is operational in nature, overseeing the day-to-day work of Partnership staff, activities, and budget. City Manager John Caulfield currently serves as ELT Chair. Oversight and strategic direction is provided to SSMCP by the Steering Committee. The Chief Appointed Official from each local government, or charter organization serves on this committee that meets monthly. As ELT Chair, City Manager John Caulfield also serves as Steering Committee Chair. CPSD Superintendent, Debbie LeBeau, serves as the chair of the SSMCP K-12 Education working group. The group formed in March 2016 to address recommendations stemming from the 2010 Growth Coordination Plan. Advances in local and regional communications regarding issues of student graduation, input on the 2016 JBLM Workforce Survey, discussing educational funding, health care and areas of opportunity for additional community involvement are key topics of discussion. The K-12 Education working group has supported the JBLM Centennial, Family Financial Forum, Creative Arts Healing Network events and more. The group will continue to address how to improve behavioral health for military affiliated families through the Behavioral Health Communications Plan creation. 003 Communities in Schools (CIS) Since incorporation the CPSD and City partner to offer an afterschool program currently held at Park Lodge Elementary School – CPSD provides the tutoring and space within the school and the City provides the recreation element. Lakewood Promise This advisory board which includes representatives of the City and CPSD was created in 2012. The board looks for ways to develop ongoing relationships among Lakewood citizens and businesses to better deliver Promise activities and programs to youth. In 2016 the group began coordinating to create a newsletter that is distributed quarterly to 12,500 youth. Martin Luther King Jr Celebration Event The City of Lakewood established a celebration of Dr. King’s life with founders JoEthel Smith and Police Chief Larry Saunders in 2002. The City’s MLK Committee works with CPSD to partner on the event that is held annually at the McGavick Conference Center. The event showcases the talents of the area’s youth, churches, local YMCA and guest speakers. City of Lakewood Arts Commission hosts an annual essay contest from students in the CPSD and the winner is showcased at the event. In April 2017 Councilmember Barth and Court Administrator Deana Wright met with Superintendent LeBeau and Director of Community Relations Kim Prentice to determine how to increase attendance and participation from the community. They identified areas to improve such as having a CPSD member on the MLK Committee, printing the winning essay in the program and having CPSD include the MLK Celebration in their robocall during the holidays. It was agreed to have MLK Committee members and CPSD representatives meet annually to enhance and expand the MLK Celebration. Police Chief Commendation Award Awarded to students who exhibit one of the Police Department’s core values “Integrity, Dedication, Teamwork, Courage, Competence, Respect”. Students can be nominated by a teacher or administrator and a member of the police department will attend the school to present the award. School Resource Officers (SRO) CPSD contracts with the City to provide dedicated School Resource Officers at middle and high schools and at large after school events, such as football games. The program allows the school district to determine the level of service commensurate with their needs and also provides officers the opportunity to work in the schools. Active Shooter Training For the past several years the CPSD has allowed the Police Department to conduct active threat training at their schools. The training has evolved to include officers, 004 students, and school staff and provides meaningful preparation and training for the events we all hope will never happen. Emergency Management The City and CPSD both work together to create emergency management plans and work together in the event of a natural or manmade disaster. Farmer’s Market 2017 was the 7th Lakewood Farmers Market sponsored by the City. CPSD has participated by staffing a vendor booth at the market to promote programs for youth and families. Math Relay 2018 will be the 6th year that the CPSD and City have partnered to create this event. The City provides event marketing, registration, coordination, equipment, volunteer recruitment and awards. CPSD provides the student participants, transportation to the field and use of Harry Lang Stadium. Lake Louise Elementary School Park Site The City provided funding for the play structure at Lake Louise Elementary School which was built in 2009. CPSD provides inspection and maintenance of the structure and site amenities. Fuel Contract Since 2007, the City has had a long standing contractual relationship with CPSD allowing the City access into the fuel site facility located at 9219 Lakewood Dr. SW, on a 24/7 basis (exclusion of certain peak hours) for refueling. The City reimburses the school district for the state contract price of fuel plus 7% for administrative costs. The current contract expires August 31, 2018 (annual contract). Stormwater Pollution Prevention Calendar Since 2011 the City has partnered with CPSD to create a Storm Water Pollution Prevention Calendar. The CPSD and City jointly decide which elementary school (or schools) to work with for that year’s calendar creation. Once chosen, City representatives give a lesson on storm water and the importance of keeping it clean to the students. The students are then assigned to draw a picture on one of the 5 important storm water components that was discussed with them. The art pieces are then collected and compiled into a yearly calendar. Elementary Schools who have participated are: Park Lodge Elementary, Tillicum Elementary, Lake Louise Elementary, Custer Elementary, John Dower Elementary, Lakeview Hope Academy, Oakbrook Elementary, Idlewild Elementary, Four Heroes Elementary and Tyee Park Elementary. We plan to work with the 6 remaining schools located on JBLM, over the next 3 to 6 years. City of Lakewood Community Connections Magazine and CPSD Inside Schools Newsletter 005 The City and CPSD coordinate efforts to provide content for each other’s publications Lakewood Connections Magazine and CPSD’s Inside Schools. Each agency provides relevant information to our respective audiences, working together to inform our families and residents. Marketing/Community Relations The communications teams for both entities regularly communicate with each other about upcoming events or accomplishments with the intent that we will cross promote each other’s successes on social media. CPSD’s team regularly sends press releases to the city and the city regularly shares its photos and information with the district when CPSD students are at City Council meetings and other events. The teams also meet quarterly as a larger group of PIOs to stay connected. Special Event Support Key club, JROTC, choirs and marching band students volunteer and perform at various City events. Healthy Start afterschool program Since 2012 CPSD has provided the facility, tutors, snacks and transportation. The City provides coordination and recreation elements. This is currently being held at Park Lodge Elementary School. Youth Sports Since 2002 the City allows use of park facilities for cross county, baseball and soccer as needed. CPSD provides facilities for youth basketball. Summer Camp Since 2003 CPSD provides facilities for the City’s summer day camp program. During summer school lunch is provided to camp participants. Youth Council This group of students either attend CPSD schools or reside in Lakewood. They convey to the City and CPSD issues having city-wide impact to youth. They are responsible for a monthly report to City Council and participate on a variety of City committees, study groups and task forces as well as assist with a number of community events. Engagement civic education and career days Throughout the year the City and CPSD participate in civic education and career days. School zone speed enforcement program The Police Department enforces a 20 mph school zone speed limit during the school year as well as during summer school. School zones are clearly marked with signs and flashing lights. 006
