According to a diver survey conducted in summer 2018, milfoil is covering 118 acres of the lake’s shoreline. This is up from 106 acres in 2017. Without control measures in place, milfoil will continue to spread, ultimately covering approximately 236 acres of shoreline (see attached milfoil survey map). In 2017, the City was awarded a $30,000 grant from the state Department of Ecology to prepare an Integrated Aquatic Vegetation Management Plan (Plan) for American Lake. The Plan was prepared with the assistance of representatives from WA Military Department (Camp Murray), JBLM, the Veterans Affairs medical center, and lakefront private property owners. The plan recommends treating the lake with a chemical herbicide as the first step to control or eradicate the invasive Eurasian watermilfoil. Other measures include public education and outreach. The Plan was submitted to the state Department of Ecology for review and approval on June 18, 2018 and received approval on August 31, 2018. The City recently secured a $75,000 Ecology grant to help with the costs to treat the lake with a chemical herbicide. The total estimated project cost for the first year of control is $142,250. Annual control effort costs should decrease significantly after the initial treatment to approximately $25,000 and with inflation to approximately $30,000 three years after initial treatment. Lake Management District Petition A group of lakefront property owners submitted a petition to form a lake management district (LMD) to the City Council in March 2019 with sufficient property owner signatures to meet the requirements of Chapter 36.61 RCW: Lake and Beach Management Districts. A LMD would be paid for by property owners on the lake, including the City, at a calculated rate of $0.66/foot to fund lake treatment and other Plan recommendations over a period of 10 years. The LMD would tax all lakefront properties except the federal properties. In accordance with the provisions in Chapter 36.61 RCW, the state property encompassing Camp Murray has been included in the district boundary as approved by the Pierce County Council per County Resolution R2019-21, and affirmed by the Lakewood City Council per City Resolution 19-08 (see attached proposed district boundary map). Public Hearing On April 1, 2019, the Lakewood City Council passed Resolution No. 2019-08 establishing April 22, 2019, as the date for a public hearing to be held before the City Council on the proposed formation of the American Lake – Lake Management District No. 1. In accordance with Section 36.61.040 RCW, all property owners of record within the proposed district boundary were notified by mail of the time, place and purpose of the hearing, the nature of work intended for the LMD, and the annual assessment for their property. A notice of the hearing was published in the Tacoma News Tribune on April 4, 2019, and April 11, 2019. RECOMMENDATION: It is recommended that the City Council authorize award of a construction contract to Miles Resources, LLC in the amount of $973,921.25 plus a ten percent contingency ($97,392.13) for the construction of the 123rd Street SW – Bridgeport Way to 47th Avenue project, City Project 302.0053. DISCUSSION: Through this project, the City will construct curb, gutter, sidewalk, and extend 123rd Street between Bridgeport Way and 47th Avenue. The intersection of 123rd and Bridgeport will be relocated south to move it away from the Interstate 5 ramp terminal intersection. A new left turn lane will be installed for southbound Bridgeport Way to 123rd Street. It is anticipated that construction will begin in May 2019 with completion in July 2019. 123rd Street SW east of Bridgeport Way exists today as a local access street servicing the James Apartment Homes in the Springbrook Neighborhood. The road currently extends only 600’, approximately half the distance between Bridgeport Way and 47th Avenue to the east. For the residents living at the south end of 47th Avenue SW, access is restricted to a state owned and maintained bridge over Interstate 5, leaving the residents and developable properties isolated and heavily dependent upon this single access. (Discussion continued on Page 2) Troy Pokswinski Prepared by City Manager Review Paul A Bucich Department Director 5  Return to Agenda DISCUSSION: (continued from page 1) As part of the 2017/2018 budget cycle, the City was able to obtain $550,000 in Community Development Block Grant funds to extend 123rd Street SW from Bridgeport Way to 47th Avenue SW to provide local residents and potential developers with a second and more efficient access to their homes and businesses. For the City to retain this money under this program, the funds must be expended by May, 2020 or the City will lose the funding. The improvements proposed in the grant applications included a complete streetscape with curbs, gutters, sidewalks separated by planters with sod and street trees, wide pavement for shared bicycle and vehicular use, an industrial pavement section, and street lighting. Lakewood Water District Anticipated Fire Flow Needs There are two private development projects proposed that are along the City’s 123rd Street SW project alignment. Public Works Engineering was recently informed by Lakewood Water District of their anticipated requirements for increased pipe sizing based on fire flow for a proposed development on the 47th Avenue Pierce County Gravel Pit site. The larger of the two, the gravel pit project is the driver for the water main upsizing, and it is in the SEPA phase. A pre-application meeting was held on February 22, 2018 for a 264 unit apartment complex (Cloverbrook) that was to be constructed on the north side of 123rd Street SW Lakewood Water District commented that the fire flow for those buildings would need to be checked. After the developer paid a fee for the District to perform tests on the flow, the District informed the developer and City that fire flow is sufficient and no further improvements to the existing water mains along 123rd Street SW would be required. A second developer is working with Pierce County to acquire the Pierce County Gravel Pit property and construct warehouses. In a pre-application meeting on April 19, 2018, Lakewood Water District indicated that development of structures totaling 498,000 SF would need to confirm fire flow availability. On August 23, 2018, the gravel pit developer submitted SEPA documents for the development of 605,000 SF of industrial warehouse space, a significant increase in floor space. Lakewood Water District replied on October 4, 2018 that the existing fire flow has yet to be tested and that the developer would need to work closely with the District as additional or new infrastructure may be required. During finalization of roadway design for the City’s 123rd Street project, Public Works Engineering reached out to Lakewood Water District on March 20, 2019 to discuss relocation of a hydrant. We were informed by District staff at that time of the high potential for the gravel pit project to be required to improve the existing water system by increasing the pipe in 123rd Street SW from 8-inch to 12-inch. Lakewood Water District notified the City on March 21, 2019 that they would require the gravel pit developer to upgrade the existing main along 123rd Street SW for the development along 47th Avenue SW to support the proposed project by the developer after they conducted flow testing of the lines following the March 20th meeting. The existing water main along 123rd Street SW is not within the 6  Return to Agenda immediate replacement plans for Lakewood Water District. The District has stated it is not their policy to upgrade a water main based solely on speculative development such as the proposal at the gravel pit. The District board met on April 4, 2019 and determined that there is not sufficient time or funds available to get in and replace the line in advance of our project even if they changed their standard policy to support our project. The sanitary sewer facilities are sized appropriately to accommodate any currently anticipated development. Typical Utility Approach to Development: Utilities (e.g. water sewer, stormwater, electric, gas) typically require developers to pay for upgrades in services and mains that are needed for their development. There are occurrences where it may be in the utility’s interest to provide financial assistance in an effort to extend or expand existing infrastructure to serve development. Typical sequences for development of infrastructure improvements are as follows: • Pre-application meeting: Notify applicants of known problems and their processes which include file testing for larger projects due to high fire flow requirements. • SEPA: Comments provided on potential issues for applicant to investigate and plan to resolve; comments on known utility infrastructure issues likely to impact development (i.e. fire flow) • Application: Detailed analysis and requirements based on application; fees identified. ALTERNATIVE(S): Council could reject all bids and rebid the project at a future time to include a new water main. We would expect higher costs. It is not anticipated that rebidding the project would result in lower bids.
