ITEMS FOR DISCUSSION: Gravelly Lake Drive to Thorne Lane Connector Road Project Update. Mr. Bill Elliott, Washington State Department of Transportation, Olympic Region Plans Engineer shared that the I-5 JBLM Corridor improvement project is being completed in four stages. He shared that an environmental assessment for the Gravelly Lake to Thorne Lane phase was completed in May, 2017 and reviewed the design build process for the improvements. He shared the revised design and changes to the auxiliary lane and non-motorized shared use path. He highlighted traffic forecasts related to the removal of motor vehicle lane use, safety features for emergency response and impacts to trees. He shared that construction is to begin in 2022. Discussion ensued. Review of 2nd Quarter Police Report. Chief Zaro reported crimes against persons have increased by 10% due to an increase in domestic violence assaults. He highlighted calls for service at Western State Hospital, property crimes, activity in Census Block 260 around Gravelly Lake and adult family home businesses. He shared that criminal investigations processed 120 major crimes cases, 126 special assault unit cases and 90 property cases. He then reported that the Special Response Team responded to 3 planned incidents, 4 incidents with patrol or specialty units and assisted an outside agency with a Negotiator. In addition, the team participated in 55 hours of training. Discussion ensued. 3  Return to Agenda City Council Study Session Minutes -2- July 22, 2019 Municipal Court Contract Update. Senior Policy Analyst Kelley-Fong shared that the Municipal Court provides services for the Cities of Lakewood, University Place, DuPont and The Town of Steilacoom. She reported that the current contract model has been in existence since 2016 and is based on 14,000 cases per year being processed through the Court. The case volume has been declining since 2015 resulting in unused court capacity. She shared trends and forecasting for criminal filings, hearings held and infraction filings. She presented two model options and it is recommended that starting in 2020 the City move to a fair share model which allocates court costs based on the percentage of use not the total number of cases. Discussion ensued. Park Code Update. Parks, Recreation & Community Services Director Dodsworth reported that the City reviews the code every few years to address changes created by new use, laws or to address current and future operations. She provided a summary of issues and changes to the Lakewood Municipal Code as proposed by the Parks and Recreation Advisory Board. Council adoption is scheduled for the August 5th regular meeting. ITEMS TENTATIVELY SCHEDULED FOR THE AUGUST 5, 2019 REGULAR CITY COUNCIL MEETING: 1. Clover Park School District Report. 2. Appointing the 2019-2020 Youth Councilmembers. – (Motion – Consent Agenda) 3. Amending Lakewood Municipal Code Chapter 8.76 relating to the Park Code. – (Ordinance – Regular Agenda) 4. Status of conversion of City business licensing system to State business licensing system. – (Reports by the City Manager) REPORTS BY THE CITY MANAGER City Manager Caulfield reported that an Economic Development update is scheduled for the August 12th City Council study session and requested that the Council consider a Proclamation a future meeting declaring September as Childhood Cancer Awareness month. He shared that Planning Manager Speir will serve as the alternate on the City of Tacoma’s Tideflats Subarea Plan Advisory Committee. The Council still needs to select a primary representative to serve on the Committee. 4  Return to Agenda City Council Study Session Minutes -3- July 22, 2019 He the shared that the Community and Economic Development Department issued 11 stop work orders last weekend, have 13 abatements in the queue and a Notice of Complaint hearing was held last week regarding the Denny’s property. He noted that Western State Hospital CEO Holt has requested to provide a presentation on the forensics and civil commitment facility at a future Council meeting. He shared that Senior Policy Analyst Shannon Kelley-Fong, Communications Manager Brynn Grimley and Planning Manager Courtney Brunell were accepted to the 2nd annual class of the Northwest Women’s Leadership Academy, sponsored by the Washington City County Management Association. The program kicks off in September and will run through June. He shared that pavement patching continues this week on sections of roadway throughout the city and a Veterans Drive Improvement Project update is scheduled for the August 12th study session. He commented on a meeting held with Mr. Ron Pate, WSDOT, relative to the safety recommendations provided by the National Transportation Safety Board following the December, 2017 train derailment. He then shared that the U.S. 9th Circuit Court of Appeals issued a ruling on the Edge v. City of Everett case regarding first amendment violations and the City’s dress code Ordinance. He then announced the following meetings and events: • July 24, 12:00 P.M.; Employee Recognition Event, Fort Steilacoom Park • July 25, 7:00 P.M.; Legacy Plan Open House, Lakewood Library • July 25, 7:00 P.M., Recognition of 28th Legislative District Legislators and Summer Concert Series, Fort Steilacoom Park Pavilion CITY COUNCIL COMMENTS Councilmember Moss commented on a citizen inquiry she received related to traffic mitigation fees assessed for a new business in Lakewood. She shared that she attended the Farewell Dinner at Tacoma Golf and Country Club with Sister City delegates from Gimhae, South Korea. Councilmember Brandstetter also commented on the events he attended with delegates from Sister City Gimhae, South Korea. He shared that he will be attending the North Lakewood Neighborhood Association meeting on July 23rd and the Legacy Plan Open House on July 25th. 5  Return to Agenda City Council Study Session Minutes -4- July 22, 2019 Councilmember Bocchi shared that he will also attend the North Lakewood Neighborhood Association meeting on July 23rd. Councilmember Simpson commented on overgrown vegetation on Hipkins Road and commented on the events he attended with Sister City delegates from Gimhea, South Korea. Deputy Mayor Whalen shared that there is a presentation by Artist Perri Howard scheduled on July 31st relative to the Colonial Plaza public art design project. Mayor Anderson shared he also attended the Farewell Dinner for Gimhae delegates and the Change of Command ceremony for Colonel Nicole Lucas to Colonel Skye Duncan. Clover Park School District Report. Clover Park School District (CPSD) Board Director Carole Jacobs reported that school starts on August 28th for all students with an exception of kindergarten which starts on September 3rd. She shared that on August 3rd the Caring for Kids Ready to Learn Fair was held at Clover Park High School where several students received school supplies, hygiene products, haircuts and clothing to prepare them for the year. She shared that there are two more Ready to Learn events scheduled for August 6th at Springbrook Park and at the Tillicum Community Center on August 8th. She shared that Clover Park and Lakes High School students will participate in Warrior and Lancer Academy on August 14th. 9  Return to Agenda Lakewood City Council Minutes -2- August 5, 2019 She then reported that safety and security improvements were completed over the summer at several district schools and that administrative changes include Kristi Smith serving as the Assistant Superintendent for Instructional Programs, Meghan Eakin as the Executive Director for Elementary Schools and Lisa Boyd as the Principal at Oakbrook Elementary School. She then commented on the process for military families to register and transition from other school districts to CPSD, the Secondary Education Transition Study and IGNITE program. REPORTS BY THE CITY MANAGER Business Licensing Services Partnership. Planning Manager Brunell reported that in June, 2018 the City partnered with the State Department of Revenue for business licensing services to process all City business licenses. She highlighted benefits of the partnership and noted that the City has received a total of 3,780 licenses. She shared that it was anticipated that the new system would generate more revenue and decrease staff review time for licenses although neither have occurred. Discussion ensued. ********** 11  Return to Agenda Lakewood City Council Minutes -4- August 5, 2019 City Manager Caulfield reported that application period for 2020 Lodging Tax grant funding opened on August 1st and will close on August 21st. Recommendations for funding allocations are expected to come before the City Council in November. He shared that the Lakewood Community Foundation Fund is accepting applications for the annual Larry Saunders Service Award. The award will be presented at the January 21, 2020 City Council meeting. He then shared that the State Auditor’s Office held the Audit Exit Conference on July 30th at which there were no findings reported. He noted that the Salary Commission has three confirmed applicants. He then reported that City met with Major General Bret Daugherty and Camp Murray representatives regarding developing an annexation analysis to include options for mitigating any fiscal impacts for Camp Murray. He shared advance of the Veterans Drive improvement project update scheduled for the August 12th study session the Public Works Engineering Department has placed the conceptual plan map in the Gravelly Lake Conference Room to allow Councilmembers an opportunity to review prior to the discussion. He then shared that Public Works Engineering Director Bucich has reached out to surrounding jurisdictions to discuss options for partnering on future road improvements on Lakewood Drive and that Aquatechnex treated American Lake for invasive Eurasian water milfoil last week. He reported that the City applied for Sound Transit’s System Access funding for the 111th to 112th Street SW road improvements. The project rated number 1 in Pierce County and will come before the Sound Transit Board for their review and approval. He shared that the Planning Commission has begun its review of the Title 18A Land Use and Development Code. The review and recommendation process is expected to continue through October. In addition, they will begin review of the 2020 Comprehensive Plan docket starting in September. He shared that Pierce Transit is interested in an Autonomous Vehicle Pilot program. The City provided a letter of support of their federal grant application. The proposed route would travel from Lakewood Station to Pierce Transit’s Lakewood Transit Center. The current project estimate is $2 Million. He shared that the CBDG five-year Consolidated Plan for 2020-2024 will come forward for Council review in October. He then reported that the City ranked 5th out of 12 applications to the Pierce County Conservation Futures for funding towards property acquisition at Wards Lake Park. If approved by the Pierce County Council the City would receive funding for the project in 2020. 12  Return to Agenda Lakewood City Council Minutes -5- August 5, 2019 He noted that in July, the Puget Sound Regional Council’s Growth Management Policy Board approved a draft VISION 2050 Plan. The public comment will run through September 16th. Pierce County Regional Council will be considering a joint comment letter at the August 15th meeting. He reported that the City has until August 30th to appoint Lakewood’s representative on the City of Tacoma Tideflats Subarea Plan Advisory Group. He then noted that the Town of Steilacoom, City of DuPont, West Pierce Fire & Rescue and City of Tacoma have adopted Resolutions supporting the National Transportation Safety Board’s findings and recommendations. The Pierce County Council is expected to consider a Resolution on August 27th. He then announced the following upcoming meetings and events: • August 6, National Night Out, various neighborhood events • August 8, 7:30 P.M., Summer Concert Series, Fort Steilacoom Park • September 6, 6:00 P.M., Partners for Parks Barn Bingo, McGavick Conference Center CITY COUNCIL COMMENTS Councilmember Moss shared that she attended the retirement ceremony for 62d Commander Col. Fuhrmann, the State of the City Address at the Lakewood Chamber General Membership Luncheon and the Tacoma-Pierce County Chamber of Commerce City Manager's Roundtable Event. Councilmember Bocchi shared that last week he attended the Summer Concert Series at Fort Steilacoom Park and this week he plans to participate in National Night Out events. Councilmember Brandstetter commented on CPSD Director Jacobs report this evening the importance of continuing to strengthen the City and Clover Park School Districts relationship. He agreed to participate as the Lakewood’s representative on the City of Tacoma Tideflats Subarea Plan Advisory Group. He also noted that his term representing the City on the Greater Tacoma Regional Convention Center Public Facility District Board expires on December 31, 2019 and shared that City could choose to consider a citizen representative for future appointment to this position. Councilmember Barth shared that she attended the Colonial Plaza public art design meeting facilitated by Artist Perri Howard. Councilmember Simpson echoed comments regarding continuing to strengthen the City and Clover Park School Districts relationship and shared that he participated in a field trip and tour of City Hall with students from Christ Lutheran Church. 13  Return to Agenda Lakewood City Council Minutes -6- August 5, 2019 Deputy Mayor Whalen shared that this week he plans to participate in National Night Out events and the Clover Park School District Poverty Diversity Immersion. DISCUSSION: Notices and outreach to seek volunteers to fill vacancies on the Public Safety Advisory Committee were sent to neighborhood associations, civic groups, community organizations, The News Tribune and The Suburban Times. In addition, articles were distributed through the City’s Weekly Informational Bulletins and posted on the City’s website and at City Hall. The role of the Public Safety Advisory Committee is to provide citizen input and advice to the City Council in developing and monitoring public safety policies. The Committee will report to the Council and will also assist the Council in assessing that department resources allow for compliance with City and department policies. The Public Safety Advisory Committee shall annually provide to the City Council a report on progress made in carrying out the Committee’s responsibilities. Additional reports may be deemed appropriate by the Public Safety Advisory Committee and/or the City Council. ALTERNATIVE(S): The Council could choose not to confirm the appointments or re-advertise for this position. FISCAL IMPACT: There is no fiscal impact. RECOMMENDATION: It is recommended that the City Council approve an Office of Economic Adjustment (OEA) grant award of $506,027 to the SSMCP to accomplish work identified in the 2015 JBLM Joint Land Use Study. DISCUSSION: Attached is OEA grant award letter for Council consideration and a draft Resolution. Please note that $434,000 of the $506, 027 funds the three consultants’ pending work to be engaged by the SSMCP. If the Council wishes to deny the funding, this prevents work on 1) a study of localized transportation impacts, validating troubled areas, offering mitigation strategies, prioritizing selected projects, and recommending funding approaches; 2) seeking ways to provide adequate rental housing for active duty service members; and 3) expanding conservation banking and conservation partnering opportunities in Thurston County. ALTERNATIVE(S): The Council could reject the funding. FISCAL IMPACT: Fiscal impact will be minimal, related to SSMCP staff personnel costs and the City of Lakewood acting as the fiduciary agent for administering the OEA grant. WHEREAS, the Office of Economic Adjustment (OEA) awarded $506,027.00 to the City of Lakewood through the South Sound Military & Communities Partnership (SSMCP); and WHEREAS, the City of Lakewood, through SSMCP has, and continues to work with Joint Base Lewis-McChord (JBLM) to explore options in addressing land uses adjacent to the base are compatible with military operations; and WHEREAS, the 2015 Joint Land Use Study recommended there is a need to study localized transportation impacts, validating troubled areas, offer mitigation strategies, prioritize selected projects, and recommend funding approaches; and WHEREAS, another recommendation includes to seek ways to provide adequate housing for service members; and WHEREAS, the final recommendation funded for implementation is to expand conservation banking and conservation partnering opportunities in Thurston County; and WHEREAS, the SSMCP committed $56,890.00 towards the match for the OEA awarded grant and the City of Lakewood serving as the organizational fiduciary agent; and WHEREAS, these funds will be used to implement the recommendations with actionable deliverables to ensure the land uses adjacent to the base are compatible with military operations for the economic stability of the region. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKEWOOD, WASHINGTON HEREBY RESOLVES, as Follows: Section 1. The City Council accepts the grant of five hundred six thousand twenty seven dollars $506,027 from the Office of Economic Adjustment for 2015 Joint Land Use Study recommendation implementation. Anticipated updates now affect LMC Titles 12 (Public Works), 17 (Subdivisions), and 18A (Land Use and Development Code). A third stakeholder meeting is scheduled for June 18 at 11 :30 in City Hall. The Updated legislative schedule for the 2019 Development Code update would be: July 17: Planning Commission discussion August 7: Planning Commission public hearing August 21 : Planning Commission discussion September 4: Planning Commission action Report from Council Liaison Councilmember Mr. Mike Brandstetter provided the following updates on Council Actions : Council took action on Monday, June 3, 2019 to approve the new Sign Code. A few changes were made to the Commission recommendation with regard to temporary signs and prohibited signs. There is a 30-day window before the new sign code goes into effect on July 3, 2019. The Motor Avenue Festival Street is under construction and should be completed in the fall 2019 . Council has been working with the Arts Commission on art for that location however a piece may not be in place before the grand opening celebration is held. Area-Wide Planning / Land Use Updates A Notice of Complaint hearing was held Monday with regard to violations at the Karwan Village Mobile Home Park on Monday, June 3.
