The mission of the Museum is to educate, preserve, and present the history and outstanding contributions of Americas’ Buffalo Soldiers from 1866 - 1944 and this includes WWII. Vision • We envision the museum will be a place where American history, and culture exchange is a link to a better community • We envision being an educational support to the school system in the education of US History and inspiration to the youth • We envision being a community partner in celebration and military appreciation on Veterans’ Day, and Memorial Day to honor all serve men who have served this country • We envision the museum experience will build deeper understanding of integrity and devotion in appreciation of the motto of these soldiers “We Can, We Will” and “Ready - Forward” • We envision the museum will institute and maintain a sense of pride for Black American’s and the building of the western frontier • We envision that the community will come together and learn more about the valor, dedication and integrity of African American Soldiers The ARPA funding from Lakewood would support the following event: 5 Return to Agenda 6 Return to Agenda 7  Return to Agenda Camp Murray Boat Launch Joint Master Plan In May 2023, representatives from Camp Murray and City met following the annexation analysis Camp Murray and the City undertook in 2020. The purpose of the meeting was to discuss how to realize and fund improvements and access at the American Lake Boat Launch located on Camp Murray, to include the City supporting and/or partnering on state grant and/or legislative opportunities. The project would address long standing inequities in current pedestrian and bicycle access to water amenities and activities for the Tillicum and Woodbrook neighborhoods. While Camp Murray representatives still have security concerns given the recently federalized perimeter of Camp Murray to match that of JBLM, they stated that the concerns could be addressed as part of future improvements. Camp Murray also recognized the importance of providing better access to this location, not just for boaters, but also pedestrians and bicyclists from the Tillicum and Woodbrook neighborhoods; Camp Murray representatives recognized that the City has proven itself to be a solid partner given the coordination and planning that resulted in the new Camp Murray gate over 10 years ago. Camp Murray representatives will take this proposal to Major General Daugherty and recommend that Camp Murray and the City enter into an MOU to move this project forward that would start with the development of a joint master plan for this site. The City would commit to providing the funds ($100,000) to create an American Lake Boat Launch Master Plan. Once completed, the City and Camp Murray would be able to apply for state park grants, including WWRP, ALEA, and Land and Water Conservation Funds that City has successfully sought for other City parks. These state park funds would not conflict with state capital budget grants, which is the source of funds for Camp Murray’s current priorities. 8  Return to Agenda Urban Forestry Program – Establishment, Administration through 2026 This follows up on the adoption of, and implements: - the adopted City Comprehensive Plan Energy & Climate Change Chapter, - the adopted Lakewood Tree Code Update; - the May 22, 2023 direction from City Council following the presentation by Evans School of Public Policy & Governance students regarding launching an urban forestry program. Park Improvements Edgewater Park Improvements: (Capital Project 301.0019) Edgewater Park Master Plan Improvements (ROW acquisition: 2023. Construction: 2026) Description: This 1 acre linear park is relatively undeveloped. A draft master plan has been completed. These funds may be used for land acquisition near Edgewater Park, for parking expansion, or for a new launch. These improvements will help begin to correct lack of access to inner City water assets for residents. 9  Return to Agenda Downtown Park Part of the Downtown Subarea Plan adopted in 2018 and recognizing the value of gathering spaces and active, healthy lifestyles by residents and businesses, coupled with the current lack of parks and recreation space, the creation of a focal Downtown Park is a high priority for the City. Land acquisition, infrastructure and capital improvement planning, and more are needed to make this project a reality. 10
