Caulfield, City Manager FROM: Troy Pokswinski, Capital Projects Division Manager and Weston Ott, City Engineer DATE: June 24, 2024 SUBJECT: Review of Roadway designs for South Tacoma Way and Nyanza projects PURPOSE: The purpose of this discussion is to present to City Council the layout of two capital projects slated for construction in 2024-25. BACKGROUND: South Tacoma Way - 88th Street S to North City Limits: In 2022, the City received a grant in the amount of $390,000 for the design of South Tacoma Way from 88th Street S to the North City Limits(80th St. S). In the following months, a federal congressional allocation for construction in the amount of $2,500,000.00 was awarded to the City. This project will construct new curbs, asphalt overlay, storm drainage, street lighting, sidewalks and a bike lane, completing the non-motorized corridor of Pacific Highway SW/South Tacoma Way between Gravelly Lake Drive and the City of Tacoma. Once completed, the 4.17-mile-long corridor will connect the southernmost portion of the City to Tacoma’s Water Flume Trail, connecting downtown Tacoma, Gig Harbor (Scott Pierson Trail) and Lakewood. The intention of this discussion is to go over these improvements along the corridor, conversations that occurred during the South Tacoma Way Open House that the City hosted on April 23, 2024, and discuss the impacts that some properties will experience due to the federal requirement to clear the adjoining rights-of-way of existing encroachments. Nyanza Road - Gravelly Lake Drive to Gravelly Lake Drive: As part of Ordinance 766, bonds for funding design and construction related to the Nyanza Road from Gravelly Lake Drive to Gravelly Lake Drive project were authorized. Improvements include new pavement, street lighting, storm drainage, curbs and sidewalk. This project will complete the Gravelly Lake Non- Motorized loop. This project was recently surveyed, tonight’s discussion pertains to the 30% conceptual design.
