City of Lancaster Plan Commission Minutes Date: Monday April 13, 2026 Place: 206 S Madison St. City Hall, Council Chambers Agenda: 1. Meeting call to order at 6:30 p.m. 2. Pledge of Allegiance 3. Roll Call Present: Rick Benson, Stuart Harper, Matt Pennekamp, Carl Thiede, Kyle Vesperman (quorum) Absent: Mary Leonard, Kevin Timmerman Also: Michael Kuchta (city administrator) Public: Tim Cardey, Brian Fager 4. Minutes of 2-23-2026: Correct spelling of Vesperman’s name. Motion by Pennekamp, second by Thiede; approved as modified on voice vote 5. Public Hearing on the rezoning petition of Aptiv Inc. to amend an existing Planned Unit Development for Parcel 246-2548-50 (1500 Industrial Park Road) Hearing opened at 6:32 p.m. Aptiv Inc.’s Cardy said the thrift store moved from Maple St. to the headhouse (where vegetables used to be sold). The former greenhouse is storage. Store is open weekdays and some Saturday mornings. The organization, which acquired Southwest Opportunities Center after the PUD agreement, believed the previous director had taken care of the PUD amendment. Neither Aptiv nor the City can find any record of an amendment being pursued. Cardey said the two hoophouses were removed. There are no plans to add the greenhouse addition or the additional buildings that were included in the 2021 PUD. There were no other speakers. 6. Public hearing closed at 6:40 p.m. 7. Review Rezoning Application for Aptiv Inc.: Under 455-84-D, Plan Commission can take action on application at its next meeting. 8. Discussion of request by Brian Fager to purchase 5 acres of City-owned land along Highway K, and Possible Action: Fager explained his desire to purchase land farther away from Highway K on which to build a house. Without a survey, it is difficult to pinpoint exact boundaries. He is not seeking land that is part of the main Lancaster Trail but definitely would need land that is part of the minimally maintained loop southwest of the trail. Commission members expressed a need for more detail, including feedback from Parks and Recreation Committee. Kuchta and Fager will schedule a time to walk some of the land and stake out potential boundaries. Discussion will continue at a future meeting. 9. Next scheduled meeting: Monday May 11, 2026, 6:30 p.m. 10. Adjourn: Motion by Benson, second by Pennekamp to adjourn at 7:02 p.m.
