PUBLIC WORKS REVIEW COMMITTEE MINUTES
Date: Tuesday March 31, 2026
Place: City Hall, 206 S. Madison St., Council Chambers
Agenda:
1. Meeting called to order at 4 p.m.
2. Roll Call
Present: Present: Kaden Crapp, Bill Hibbard, Mike Johansen, Crystal Riley (quorum)
Also: Mike Chambers (Home Serve), John Hauth and Jamie McCartney (Public Works), Michael
Kuchta (City Administrator)
3. Committee Minutes of 3-5-25: Moved by Johansen, second by Crapp; approved on voice vote
4. Presentation by Mike Chambers on Service Line Program by HomeServe, and Possible Action:
The program is a warranty for homeowners who have problems with water and sewer laterals
or indoor plumbing. Most residents incorrectly think laterals are the City’s responsibility. Sign-up
is 100% voluntary for residents. They pay monthly premiums for each service they select, with
various payment options. Residents have no out-of-pocket costs up to program ceiling.
HomeServe signs up local plumbers to provide services. There is no cost to city; city receives
10% of premiums.
HomeServe does direct mail to residents, using their own database, and does not share
customer data. HomeServe does no telemarketing. It does provide educational materials to
residents and press releases to City.
Committee members discussed typical sewer lateral materials and problems; and where 10%
City share should go. Consensus to see how much is collected in first year, then make
recommendation on whether to put proceeds in general fund or appropriate utility fund.
Motion by Johansen, second by Hibbard to recommend consideration by full Council. Approved
on voice vote
5. Project Updates
Public Works Staffing: McCartney is shadowing Hauth for rest of April, but still doing water
operator chores in morning. McCartney’s promotion and Travis Klein’s resignation leaves
Water and Sewer with only 2 staff. To lessen load, City is using Midwest Locating Services to
do utility locates, especially for Comelec requests in western part of city. Also will have
contractors handle some repair jobs.
Grantland Theater: Sound system had “sound check” today; after some trouble-shooting, all
systems are go. Kuchta is working with promoter to launch monthly music series in May.
Well #3 Rehabilitation: Hauth intends to flip two capital projects. He intends to move up the
well rehabilitation to this year, and delay water tower painting until 2027.
Other: Golf course opened over the weekend.
6. Adjourn: Motion by Crapp, second by Johansen to adjourn at 4:33 p.m.
