Mayor Smith called the meeting to order at 5:35 PM.

2.1 Consider Discussion of the Agenda Packet for the May 12, 2025, Regular Scheduled
Meeting in Order to Provide Opportunities for Board Members to Study Issues,
Gather and Analyze Information, and Clarify Direction for Staff

5.1 Consider Approval of Resolution #2025-05-12 to Adopt the Iredell-Rowan Hazard
Mitigation Plan
Allyson Summitt from Rowan County Emergency Services provided a brief overview of the Iredell-
Rowan Hazard Mitigation Plan. She explained that FEMA requires each county to update its mitigation
plan every five years. This plan outlines Rowan County’s strategic approach to reducing the impact of
potential future natural disasters, such as those caused by severe weather events—not man-made
incidents. For the Town of Landis, the primary focus of the plan is on the dams and strategies to mitigate
risks associated with them in the event of a natural disaster. Ms. Summitt emphasized that the plan
serves as a guideline and does not obligate the municipality to carry out any specific actions listed
within it. Rather, it identifies the steps Rowan County would ideally like to take. She also noted the
importance of having such a plan in place, as FEMA considers whether proposed actions are included
in the plan when evaluating grant applications. These mitigation plans are revised every five years to
ensure they remain current. The only requirement for the municipality is to formally adopt the plan by
May 20th of this year.
