Borough of Lansdale Public Works Committee Minutes Meeting of August 7, 2024 Members Present Members Absent BJ Breish, Chairman Rich DiGregorio, Councilman Rachel Bowens, Councilwoman Troy Spayd, Public Works Director Greg Rapp, Superintendent WWTP Christopher Fazio, EV Engineers Minutes from the June 5, 2024 Public Works Committee Meeting were approved by a vote of 3-0. Note: There was no meeting held in July due to the holiday. 1. Public Works Action Items 1.1. 2022 ADA Ramp Replacement Program – The committee voted to put forth a motion to full council for approval of Change Order #5 for additional work in the amount of$60,510.00 and Payment #5 (FINAL) in the amount of $72,143.46 to Reamstown Excavating, Inc. This additional work is residential sidewalk work and will be reimbursed. 1.2. Consortium No. 2 Heating Oil Contract – The committee voted to put forth a motion to full council to enter the contract with Wilson of Wallingford under the Montgomery County Consortium recommendation. 1.3. Cherry Street Outfall Replacement Project – The committee voted to put forth a motion to full council to approve Payment #2 (Final) in the amount of $4,773.00 to Reamstown Excavating, Inc. 1.4. 2024 L.F. Road Program Update – A construction cost estimate was presented and discussed with the committee for a possible Microsurfacing program. The committee voted to put forth a motion to full council to prepare and advertise bid specification. This program also includes some resurfacing work at the various parks 2. WWTP Action Items 2.1. Ridge Street Pump Station Electrical Upgrades - The committee voted to put forth a motion to full council for approval of Payment #4 (FINAL) in the amount of $8,150.00 to BSI Electrical Contractors. 2.2 Whites Road Pump Station Upgrade – The committee voted to put forth a motion to full council to approve Change Oreder #3 for approval of C.O.#3 in the amount of $29,951.00 2.3 Whites Road Pump Station Upgrade – The committee voted to put forth a motion to full council to accept the proposal from Environmental Engineering Management for additional review and inspections not to exceed $6,750.00. 2.4 Chemical Feed Automation Project – The committee voted to put forth a motion to full council for approval Change Order #2 in the amount of $43,450.00 for additional ChemScan System Integration Services. 3. Public Comment 4. Public Works Update 4.1. East Main Streetscape Project – Walk through with contractor took place 6/21. Armour has begun to install light standard bases and Public Works finished tree removal in the project area. The contractor is working on storm sewer installation between Line Street and Park Drive. Concrete demolition started 7/19/24. 4.2. Cherry Street Outfall Replacement Project – Work is complete. Norway Drive Storm Sewer Repair Payment #1 was received in the amount of $261,557.59 and Change Order #1 with no change to the contract price. Change order is a swap a “C” top inlet to a “M” top inlet. Construction work is complete. The contractor is pricing some additional protective fence for the top of the end wall at the base bid site. Tree planting will be installed in the fall. We are working with Courtney to find a wider variety of local species to plant. The goal is to replant 5 trees of 5 different species for a total of 25 trees. 4.4. Ridge Street Outfall Replacement Project – A preconstruction meeting was held on June 10th. The contractor has started The demolition and will be mobilizing to begin E&S control installation and physical construction on 7/22. 5. WWTP Update 5.1. Hydraulic Analysis Study – Atlas Engineering will be performing the study 5.2. WWTP Update Presentation –Due to the length of this meeting, Mr. Rapp did not have an opportunity to give his PowerPoint presentation on the current projects and initiatives occurring at the WWTP. 6. Other Business Items 6.1. Road Degradation Ordinance – The draft ordinance is currently under review by Borough staff. 7. Public Comment – Mr. & Mrs. Morgan expressed concern about the speed of vehicles going through the construction zone and possible problems with parents dropping off and picking up students on Park Drive once school begins. They also questioned when storm pipe work will take place in order to get their downspouts connected by their contractor. Meeting Adjourned.
