Requests from person with disabilities must be made to the Community Development Department 24 hours in advance of the meeting. 1. APPROVAL OF AGENDA MOTION BY MAVRICH, second by Allais, to approve the agenda. MOTION CARRIED UNANIMOUSLY. Ill. REVIEW OF MAY 14, 2009 MINUTES MOTION BY MAVRICH, second by Allais, to approve the meeting minutes of July 16, 2009. MOTION CARRIED UNANIMOUSLY. IV. OLD BUSINESS A. Pigeons Judi Davis noted that she had received some complaints about pigeons. And stated the City is not currently taking action to eliminate pigeons. Davis has spoken with a resident of Laramie who feeds pigeons whose neighbor has hired an attomey over the issue. The woman assured Judi that she would stop Feeding pigeons. The neighbors attorney thinks she's still feeding. The question is, does feeding pigeons fall under the nuisance ordinance? Currently the City Attorney does not believe feeding pigeons falls under the nusiance ordinance. Animal Control did submit a proposed ordinance for not feeding pigeons which is currently at the City Attomey's Office. Becki will draft a letter to the City Manager encouraging an ordinance prohibiting feeding pigeons within the City limits. Laramie Board of Health 150d2009 Page 1 of 3  Mickelson added the State Department had a person in town shooting although it is unclear whether he has been back. B. State Handling Annual Licensing State handling annual license transfer is complete. When new applicants come in they fill out the state application and Judi mails the $IOO.OO check to the state. The Board recommends the establishment send their own money so that the Health Inspector can't be blamed for un-received money. C. Inspection form change - complete Inspedion Form Change is finished and has been used for approximately one month. The fomi is still being tweaked although Judi really likes the new form so far, especially for restaurants. This form is more concise and is easier for restaurant managers as well. Milam asked if Laramie has any type of follow-up procedure, like Texas has for businesses that do not pass initial inspedions. Judi will look at the Texas regulations and draft regulations for Laramie and email to the Board for discussion at the next meeting. D. Monthly Newsletters Davis has not been writing monthly newsletters. The Board would like to see monthly newsletters again. V. NEW BUSINESS A. Review of Restaurant Inspections God Fathers: All major concerns have been addressed. Village Inn fire: The fire was outside. All temperatures were up to code after the fire. All food exposed to smoke was thrown away. The kitchen was clean and looked in good order. B. New Establishments Passage to India: Davis will inspect Passage to India tomorrow. The dishwasher was not functioning properly, water was not hot enough, during the pre-operational inspection. Ted from EcoLab was nearby and helped solve the problem during the pre- operational inspection. Davis would like to follow up to ensure everything is still running smoothly. Ron's Weenie Wagon: Vienna Beef concession stand. Grumpies: John Austerman, who has been licensed before is working out of Home Bakery and his mobile establishment. Two Auto Parts stores are licensed because they sell candy. Italian restaurant may be going in at the Overland. Extensive improvements need to be made to the building. Smoothie Bar will be going in next to Passage to India A new Sushi & Vietnamese food restaurant will be opening in the Rancher next to The Cowboy on 3'd Street. Owners have sushi restaurants in Casper and Rock Springs and would like to open in Laramie by New Years Eve, '09. Laramie Board of Health 15 0d 2009 Page 2 of 3  B. Kappa Kappa Gamma Davis responded to an outbreak of the noro virus. Approximately 37 people were sick although only approximately 20 people filled out the interview fomi via internet. Two stool samples were positive for noro virus. Probably came from a food handler in the kitchen. There was also a carbon monoxide issue with the oven, which is still red tagged. Vl. MISCELLANEOUS BUSINESS Tattoo regulations: Davis will meet with a representative from each tattoo shop in town to discuss other State's tattoo regulations. A book from the National Environmental Health Association on tattoo regulation has been ordered. Currently there is no regulation requiring blood bome pathogen training for tattoo shop employees. Davis would like to develop more detailed regulations for tattoo shops and employees. Going for the Gold Training: the person who formerly did the training is no longer working in Wyoming. Davis is taking over the program, working out training materials and payment processing methods etc. Davis will hold a class in December. Board members suggested taping the class one time and showing a video to each class thereafter to save money and time. Davis commented that the classes typically involve a lot of discussion that would be eliminated by playing a video. Two cases of lysteria in Laramie recently; A two month old with salmonella and three cases of e-coli. Vll.
