Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. CALL TO ORDER/ROLL CALL Meeting convened at 6:17 PM Members present: Jean Allais, David Milam, Sandy Novick, Beth Young Members absent: None There was a quorum present at all times. Staff Present: Jerry Hankin, Mary Murrieta, Karen Tangeman, Kathleen Wickersham City Council Liaison: Lee Kempert (absent) 2. ELECTION FOR OFFICERS FOR 2013 2-A. Chairman MOTION BY NOVICK, seconded by Allais, to elect Beth Young to be Chairman of the Board of Health. Aye: 3 (Young abstained) Nay: 0 Motion carried. 2-B. Vice-Chairman MOTION BY ALLAIS, seconded by Novick, to elect David Milam to be Vice-Chairman of the Board of Health. Aye: 3 (Milam abstained) Nay: 0 Motion carried. 3. APPROVAL OF AGENDA AND MINUTES 3-A. AGENDA: Changes and Approval of Agenda for May 16, 2013 meeting. Milam requested Board Membership be added to the agenda under new business, as item 5D. MOTION BY MILAM, second by Allais, to approve the Agenda, as amended. Aye: 4 Nay: 0 Motion carried. 2-B. MINUTES: Thursday, January 17, 2013, Laramie Board of Health Minutes Laramie Board of Health May 16, 2013 Page 1 of 3 MOTION BY MILAM, second by Novick, to approve the January 17, 2013 Minutes, as written. Aye: 4 Nay: 0 Motion carried. 4. DISCLOSURES None 5. NEW BUSINESS 5-A. Request for Variance – Library Restaurant, Bar & Grill The Library Restaurant, Bar & Grill has requested a variance to allow the addition of three garage doors on the main level of the building. If the variance is granted, it will allow for more options of indoor and outdoor seating, at the soon to be remodeled brewery, located at 201 Custer Street. A letter from Summit Structures on behalf of the applicant has requested to refrain from using air curtains and screens. The Board discussed the variance request. Novick had been a patron recently at a similar style restaurant and shared her experiences with the Board. The applicants, Nate Jorgenson, Tonya Guy and Bryan Guy were present to provide additional information and answer questions. If health issues arise due to garage doors being open Murrieta will require a plan be written up as to how the problem will be resolved. MOTION BY NOVICK, second by Young, to grant the variance and allow the installation of three (3) garage doors at the new Library Restaurant, Bar & Grill located at 201 Custer Street. Aye: 4 Nay: 0 Motion carried. 5-B. Review of Monthly Inspections i. January 11, 2013 – February 14, 2013 ii. February 15, 2013 – March 14, 2013 iii. March 15, 2013 - April 11, 2013 iv. April 12, 20123 – May 9, 2013 The Board reviewed and discussed the establishments on the four monthly inspection reports. 5-C. Training i. Wyoming Farmers Marketing Association Conference Murrieta attended the conference in Cheyenne, March 8-9, 2013. ii. WEHA-FDA Course Managing Retail Food Safety Murrieta attended the WEHA-FDA course May 6-9, 2013, in Casper. 5-D. Board Membership Novick informed the Board that she has served on the Board for ten (10) years and may soon be moving to Arizona. She will keep the Board informed regarding her resignation. Laramie Board of Health May 16, 2013 Page 2 of 3 The vacancy on the Board of Health has been advertised several times. No applicants with the requirements of a DDS or DMS have applied. OLD BUSINESS 5-E. FDA Standards Volunteer Program The Environmental Health Specialist will provide food service personal the ServSafe course on June 24th. The class is limited to 25 people. The registration fee per person is $127.00. The City of Laramie will reimburse $100.00 of the registration fee to participants that attend the entire session. The registration fee reimbursement will be paid out of the FDA’s $2,500 incentive for completion of Standard #2 that the City recently received. 6. DATE OF NEXT REGULAR MEETING The next regular meeting is scheduled for June 20, 2013. 7. ADJOURN MOTION BY N OVICK, second by Allais, to adjourn the meeting. Aye: 4 Nay: 0 Motion carried.
