Requests from person with disabilities must be made to the Community Development Department 24 hours in advance of the meeting. 1. CALL TO ORDER/ROLL CALL Meeting convened at 6:07 PM Members present: Jean Allais, Becce Ford (Vice-Chair), David Milam (Chair), Aaron Taff and Beth Young-Jones Members absent: None There was a quorum present at all times. Staff Present: Jerry Hankin, Randy Hunt, Janine Jordan and Kathleen Wickersham City Council Liaison: Vicki Henry (present) 2. APPROVAL OF AGENDA AND MINUTES 2-A. AGENDA: Changes and approval of the Agenda for the December 2, 2015 meeting. MOTION BY YOUNG-JONES, second by Ford, to move item 6-A. Environmental Health Specialist Position to be the first item on the agenda and to approve the Agenda as amended. Aye: 5 Nay: 0 Motion carried. 6-A. Environmental Health Specialist Position The Board and City Manager Janine Jordan discussed the pros and cons of the City filling the Environmental Health Specialist position. The City Manager provided handouts that emphasized the financial constraints that the City, County and State are predicting. To date the Environmental Health Specialist position has been advertised, applications were accepted and the interviews were held on December 1, 2015. At this time, the position has not been offered to anyone. 2-B. Minutes from the Thursday, April 16, 2015 Board of Health meeting MOTION BY ALLAIS, second by Taff, to approve the Minutes from the April 16, 2015 Board of Health meeting. Minutes from the Thursday, May 21, 2015 Board of Health meeting MOTION BY TAFF, second by Ford, to approve the Minutes from the May 21, 2015 Board of Health meeting. Minutes from the Thursday, June 18, 2015 Board of Health meeting MOTION BY YOUNG-JONES, second by Allais, to approve the Minutes from the June 18, 2015 Board of Health meeting. Minutes from the Thursday, August 20, 2015 Board of Health meeting MOTION BY TAFF, second by Allais, to approve the Minutes from the August 20, 2015 Board of Health meeting. Aye: 5 Nay: 0 Motion carried. 3. CITIZEN COMMENTS – Non-Agenda Related Topics – No Action Can Be Taken No citizen comments. 4. BOARD OF HEALTH AND STAFF: REPORTS AND COMMENTS Hankin informed the Board that with the Environmental Health Specialist positon being vacant the routine inspections are behind. Licenses and temporary permits have been kept up-to-date. Hankin has performed some inspections and has been keeping up on the steady stream of incoming phone calls. Environmental Health Specialist Position This item was moved to be the first order of business. See 2-A. for more information. 6-B. Bylaws MOTION BY TAFF, second by Young-Jones, to remove from the bylaws Section 1. Authority and to ask the City Attorney to proceed on the Board’s behalf to further remove this section so that the Board can move forward with making changes to the bylaws.
