( NOTES CITY OF LARAMIE, WYOMING WORK SESSION JULY 14, 2020 Time Work Session began 6:00 p.m. Council Present: Harrington, McKinney, O'Doherty, Pearce, Shuster, Stalder, Weaver, Gabriel, and Shumway. Absent: None. Albany County Board of Commissioners Present: Richardson, Gosar, and Jones. City of Laramie staff present: Janine Jordan, City Manager; Robert Southard, City Attorney; Malea Brown, Chief Operating Officer; Todd Feezer, Assistant City Manager; Nancy Bartholomew, City Clerk; and Brooks Webb, PW Director. Albany County staff present: Peggy Trent, Albany County Attorney; Jackie Gonzales, County Clerk; Kayla White, Deputy County Clerk; and David Gertsch, Planner. WYDOT Staff: Tom Dehoff, Tim Morton, Jordan Achs. 1. WORKSESSION Commissioner Chair Jones began the meeting. 1.A. WORK SESSION: WYDOT's State Transportation Improvement Program (STIP) Projects for the Next Six Years (Joint with Albany County Commissioners) Tom Dehoff (WYDOT)- gave presentation. Council recessed at 6:39 pm. Reconvened at 6:44 pm. 1.B. Public Comment on Non-Agenda Items Received public comments on non-agenda items. 1.C. City Council Updates/Council Comments McKinney- LRR. Shumway- Special meeting preparations. O'Doherty- Americans with Disabilities Act, hearing impairment. Shuster- LPC, LRR, Statehood Day. Weaver- MRAC. Harrington- LMSA. Harrington- Apology for Yanni last week Weaver- Patience with council via zoom. Shuster- Mask presentation was all during work hours. SPECIAL MEETING Call to Order and Roll Call Special Meeting was called to order by Mayor Shumway at 7:22 p.m. Staff present: Janine Jordan, City Manager; Robert Southard, City Attorney; and Nancy Bartholomew, City Clerk Albany County Attorney Peggy Trent and Albany County Health Officer Jean Allais were present. The City Clerk read the notice : NOTICE IS HEREBY GIVEN that a Special Meeting of the Laramie City Council will be held Tuesday, July 14, 2020, following the Joint Work Session with Albany County Commissioners at 6:00 pm, City Hall Council Chambers, 406 Ivinson Ave, Laramie, WY, for the following purpose: 1. COVID-19 Updates and Face Covering Considerations 2. Adjourn Roll call present: Harrington, McKinney, O'Doherty, Pearce, Shuster, Stalder, We aver, Gabriel, and Shumway. Absent: None. 2.A. COVID-19 Updates and Face Covering Considerations MOTION BY WEAVER, seconded by Pearce, to approve Resolution 2020-55, a resolution requesting county health officer to seek approval and implement an order requiring face coverings in enclosed public spaces in the City of Laramie. Roll call showed Aye: Harrington, O'Doherty, Pearce, and Weaver. Nay: McKinney, Shuster, Stalder, Gabriel, and Shumway. Absent: None. MOTION FAILED. 2.B.
