CITY OF LARAMIE, WYOMING CITY COUNCIL WORK SESSION MINUTES SEPTEMBER 26, 2023 Time Work Session began 6:00 p.m. Present: Pat Gabriel (arrived at 6:47 pm), Erin O'Doherty, Jayne Pearce, Micah Richardson, Joe Shumway, Andi Summerville (arrived at 6:09 pm), and Sharon Cumbie. Absent: Brandon Newman and Brian Harrington. Staff present: Janine Jordan, City Manager; Nancy Bartholomew, City Clerk; and Nancy Oakland-Potter, Executive Assistant. 1. WORKSESSION 2. Public Comment None. 3. WORK SESSION: Auditor's Report to City Council Abbey Hagerman provided a Power Point presentation to give an overview of what the audit includes and why they are required. This year they will be looking at ARPA funding received for COVID. Councilor Summerville arrived at 6:09 pm. 3.A. Public Comment: None. 4. WORK SESSION: Community Partner Funding: Review of the Application, Vetting and Award Process Community Partner Funding: Review of the Application, Vetting and Award Process Janine Jordan provided background information including that these funds come from the voters through the 5th Penny Tax. Nancy Oakland-Potter, Executive Assistant provided a Power Point presentation with additional information, the process currently used, and research of other cities processes. Council Gabriel arrived at 6:47 pm. Council shared concerns or suggestions for adaptations to the program such as including criteria to meet the needs of the community similar to Casper, implementing controls on the amount requested, looked at the terms of agreement and review possibly changing to every two years. Council would like to revisit this on November 28 th , survey Community Partners, suggestions for prioritizing applications, application questions including other grants or funds received, and a two-year review/award program. 4.A. City Council Updates/Council Comments Shumway- Laramie Youth Council interviews and Laramie Youth Walk, WAM Board Meeting- (new attorney and evaluated WAM Director). Pearce- Laramie Planning Commission- Casper Aquifer boundaries. Gabriel- Albany County Tourism Board. Cumbie- Laramie Youth Council (Laramie Youth Walk) Jordan- Laramie Most Affordable Mountain Town article. 6. Agenda Review Move the resolution to appoint Laramie Youth Council member to the regular agenda.
