CITY OF LARAMIE, WYOMING CITY COUNCIL REGULAR MEETING MINUTES NOVEMBER 21, 2023 Pre-meetings are held prior to Regular Council meetings for the purpose of discussing items on the consent agenda and assigning introductions of items on the regular agenda. Pre meeting began at 6:15 pm. Council present: Brandon Newman, Erin O'Doherty, Jayne Pearce, Micah Richardson, Joe Shumway, Sharon Cumbie, and Brian Harrington. Absent: Andi Summerville and Pat Gabriel. Council assigned introduction of regular agenda items. Council adjourned pre-meeting and recessed at 6:20 pm. 1. CALL TO ORDER Regular Meeting of the City Council was called to order by Mayor Harrington at 6:30 p.m. 2. Pledge of Allegiance Mayor Harrington led the Pledge of Allegiance. 3. Roll Call Roll call showed present: Pat Gabriel, Brandon Newman, Erin O'Doherty, Jayne Pearce, Micah Richardson, Joe Shumway, Andi Summerville, Sharon Cumbie, and Brian Harrington. Absent: None. Directors and City Clerk present: Janine Jordan, City Manager; Todd Feezer, Assistant City Manager; Nancy Bartholomew, City Clerk; Bob Southard, City Attorney; Derek Teini, Community Economic and Development Director; and Robert Terry, Assistant Police Chief. 4. Public Comment on Non-Agenda Items (Aggregate time limit 30 minutes) (Limit of 3 minutes per speaker.) Sarah Gorin- Thank you for updates to the Casper Aquifer Protection Plan. 5. MINUTES: City Council Meeting Minutes from November 7, 2023 Action: that Council approve the Minutes of the following City Council meetings: the Public Hearings and Regular Meeting of November 7, 2023, and have them placed on file for public inspection. 9.B. CEMETERY DEEDS: Cemetery Deeds for November 1-15, 2023 Action: that the Cemetery Deeds for November 1-15, 2023, be accepted, the Mayor and City Clerk be authorized to sign and have them recorded in the Office of the County Clerk. 9.C. AGREEMENT: Consideration of a Professional Services Agreement between the City of Laramie and the Laramie Public Art Coalition Action: that the Laramie City Council approve the professional services agreement between the City of Laramie and the Laramie Public Art Coalition, and authorize the Mayor and Clerk to sign. 9.D. MOU: Memorandum of Understanding Between the Board of County Commissioners of Albany County, Wyoming, the City of Laramie, Wyoming, the University of Wyoming, Laramie County Community College Albany County Campus, and DBJJDM Enterprises LLC D/B/A WYOTECH Regarding the International Town and Gown Association Action: to approve Memorandum of Understanding between the Board of County Commissioners of Albany County, Wyoming, the City of Laramie, Wyoming, the University of Wyoming, Laramie County Community College Albany County Campus, and DBJJDM Enterprises LLC D/B/A WYOTECH Regarding the International Town and Gown Association, and authorize the Mayor and Clerk to sign. GRANT AGREEMENT: Consideration of a Law Enforcement Agency Body-Worn Camera Policy and Implementation Grant Program Award Action: the Laramie City Council approve the Small, Rural, and Tribal Law Enforcement Agency Body-Worn Camera Policy and Implementation Program Grant, Award Number 4 7015773, for body-worn camera equipment and software in the amount of $100,000, and authorize the Chief of Police to sign. 9.G. RESOLUTION: Resolution 2023-87, Appointing One Member to Laramie Advisory Commission on Disabilities Action: move to approve Resolution 2023-87, appointing one member, Gabriela Sala, to the Laramie Advisory Commission on Disabilities with a term expiring October 31, 2024, and authorize the Mayor and Clerk to sign. 9.H. ORDINANCE: Original Ordinance No. 2069, Amending the City of Laramie's Official zoning Map to the City of Laramie's Casper Aquifer Protection Overlay Zone within the City of Laramie Third and Final Reading. (Introduced by Gabriel) Action: to approve Original Ordinance No. 2069, on third and final reading, amending the Casper Aquifer Protection Overlay Zoning District for properties within the City of Laramie, as shown in attachment, Figure 1-3 - Location of Casper Aquifer Protection Area (CAPA) and Attachments A- E of the ordinance, in accordance with findings of fact and conclusions of law, and authorize the Mayor and Clerk to sign the ordinance. 9.1. (Introduced by Richardson) MOTION BY RICHARDSON, seconded by Gabriel, to approve Original Ordinance No. 2070 on second reading, annexing approximately 63.718 acres of property located in unincorporated Albany County, Southeast of Banner Road adjacent to the northern municipal boundary, based on findings of fact and conclusions of law. MOTION BY RICHARDSON, seconded by Newman, to amend the ordinance to replace the acreage with 63.687. Public Comment on amendment: none. Resolution 2023-86, Certifying Planning Commission action, regarding a Comprehensive Plan Amendment to amend the Future Land Use Map (3,2) of the 2007 Laramie Comprehensive Plan for Suburban residential to a mix of Auto-Urban Residential, Urban-Residential, and Suburban Residential, of an approximate 80 acres of property, located on the Southeast Corner of Cumulus and 30th Street MOTION BY PEARCE, seconded by Gabriel, to approve City Council Resolution No. 2023-86, certifying Planning Commission action, regarding the Comprehensive Plan Amendment to amend Future Land Use Plan Map (Map 3.2) of the Comprehensive Plan for the property described in the resolution, Southeast corner of 30th street and Cumulus, for an area approximately 80 acres in size, by changing the Future Land Use Designation from (SR) Suburban Residential to a mix of (SR) Suburban Residential, (UR) Urban Residential, and (AUR) Auto Urban Residential, based on findings of fact and conclusions of law.
