Recommended Budget 1.4, Call to Order Special Meeting was called to order by Mayor Harrington at 6:00 p.m. I.B. Roll Call Roll call showed present: Pat Gabriel, Brandon Newman, Erin O'Doherty, Jayne Pearce, Micah Richardson, Joe Shumway, Sharon Cumbie, and Brian Harrington. Absent: Andi Summerville. Staff present: Janine Jordan, City Manager; Nancy Bartholomew, City Clerk; Jenn Wade, Admin Services Director; Jennifer Malmborg, Finance Manager; Louise Johnson, Lead Accountant; Brooks Webb, Public Works Director; and Jonathan Rhoades, IT Director. 1.C. Public Comment on Non-Agenda Items (Aggregate time limit 30 minutes) None. 1.D. Amendments to the Capital Investment & Construction Plan MOTION BY PEARCE, seconded by Shumway, to amend to approve the City Manager's recommendation for changes to the FY 2025 - FY 2026 capital budget, reducing the FY 2025 recommended budget by $969,395. Public comment: none. Roll call showed Aye: Gabriel, Newman, O'Doherty, Pearce, Richardson, Shumway, Cumbie, and Harrington. Nay: None. Absent: Summerville. MOTION CARRIED.  CITY OF LARAMIE, WYOMING CITY COUNCIL SPECIAL MEETING MINUTES MAY 8, 2024 MOTION BY O'DOHERTY, seconded by Richardson, to amend to include $45,000 in each year of the FY 2025 - FY 2026 General Fund biennium budget to begin installing a more robust network of shared lane markings (SLMs), or "sharrows", on City streets. Public Comment: none. Roll call showed Aye: Gabriel, Newman, O'Doherty, Pearce, Richardson, Shumway, Cumbie, and Harrington. Nay: None. Absent: Summerville. MOTION CARRIED. 1,E. Absent: None. Staff present: Janine Jordan, City Manager; Nancy Bartholomew, City Clerk; Jenn Wade, Admin Services Director; Jennifer Malmborg, Finance Manager; Louise Johnson, Lead Accountant; Brooks Webb, Public Works Director; and Jonathan Rhoades, IT Director. 2. WORKSESSION 2.4. WORK SESSION: Recommended Budget Janine Jordan began the presentation of the Recommended Budget. Jenn Wade provided additional information related to the general fund. Councilor Summerville joined at 6:35 pm. City Manager presented on the City Manager's Office budget requests. Director Rhoades presented on IT requests, including Boards & Commissions city issued email addresses. Future work sessions on the recommended budget are scheduled May 14, 15, and 22. Budget resolution for adoption will appear on the June 7, 2024, Regular Agenda. 2.B. City Council Updates/Council Comments O'Doherty-Laramie Advisory Commission on Disabilities. Shumway- 250-year Celebration for the formation of the United States, Laramie Youth Council. Pearce- Ranch Advisory Commission (future plans on ranch), Laramie Urban Renewal Agency (meets tomorrow). Harrington- Pilot Hill, Laramie Regional Airport Board (no more compliance failures at the airport, audits have been completed). Cumbie- Town & Gown, Laramie Police Advisory Board (replacement rifles). Newman- Laramie Youth Council (recommendations coming forward). Richardson- None. Gabriel- Laramie Planning Commission. 2.C.
