CITY OF LARAMIE, WYOMING CITY COUNCIL WORK SESSION MINUTES CITY HALL COUNCIL CHAMBERS, 406 IVINSON AVE, LARAMIE, WY 82070 AUGUST 20, 2025 Time Work Session began 6:00 p.m. Council present: William Bowling, Jim Fried, Matt Lockhart, Brandon Newman, Erin O'Doherty, Melanie Vigil, Micah Richardson, and Sharon Cumbie. Absent: Joe Shumway. Staff present: Robert Southard, City Attorney; Todd Feezer, Assistant City Manager; Nancy Bartholomew, City Clerk; and Jennifer Wade, Administrative Services Director. 1. WORK SESSION 2. Public Comment Public comment rece ived from the following: Christopher Deile. 3. WORK SESSION: Specific Purpose Excise Tax Discussion Jennifer Wade, Administrative Services Director presented an overview of Sales and Use Tax in Albany County, overview of Specific Tax history and purpose, and possible options for the SPET tax amount and term. Council recessed at 6:06 pm. Council reconvened at 6:14 pm. Todd Feezer, Assistant City Manager presented information of potential projects including possible Public Safety Projects for Laramie Police Department, Laramie Animal Control, and Laramie Fire Station 1; Public Works Projects with street projects, storm water projects, source water protection projects, and major street project for Bill Nye Phase 3; Quality of Life Projects for Community Sport Facilities, Parks, and Laramie Community Recreation Center; and also included community project requests from Laramie Regional Airport and the Pilot Hill Project. Councilors suggested potential projects including the Reconnect West Laramie, storm water, community recreation facilities, West Laramie Street projects, transportation to West Laramie, and sidewalk repairs/accessibility. Councilor Newman indicated that he would send additional projects to the Assistant City Manager. Laramie Regional Airport Director Amy Terrell presented a request to the City Council for a heated hanger. City Council would like to see a prese ntation on this project. Pilot Hill Director Sarah Brown Mathews presented a request to the City Council for maintenance and manageme nt of the property. City Council would like to a see a presentation on this project as well. A joint work session of the governing bodies of Albany County will meet on August 25, 2025 to begin discussions about the Specific Purpose Tax. Future joint work sessions with the Albany County Commissioners and Town of Rock River Town Council will be held for further discussions.
