CITY OF LARAMIE, WYOMING CITY COUNCIL WORK SESSION MINUTES MUNICIPAL OPERATIONS CENTER,4373 N 3RD STREET, LARAMIE, WY 82070 NOVEMBER 24, 2025 Time Work Session began 6:05 p.m. Council present: Jim Fried, Brandon Newman, Erin O'Doherty, Melanie Vigil, Micah Richardson, and Sharon Cumbie. Absent: William Bowling, Matt Lockhart, and foe Shumway Albany County Legislators present: Representative Ocean Andrew, Representative Ken Chestek Senator Gary Crum, Representative Karlee Provenza, Senator Chris Rothfuss, and Representative Trey Sherwood. Staffpresent: .fanine Jordan, City Manager; Todd Feezer, Assistant City Manager; Jennifer Wade, Administrative Services Director; Derek Teini, Community and Economic Development Director; Mike Bork, Park, Recreation and Public Services Director; Brannen Moan, Management Analyst; jonathan Rhoades, IT Director; Brooks Webb, Public Works Director; Dan Johnson, Fire Chief; Taun Smith, Assistant Police Chief; and Nancy Bartholomew, City Clerk 1 WORK SESSION 2. Public Comment None 3. WORK SESSION: Municipal Matter Roundtable with the City of Laramie, City Council and Albany County State Legislative Representatives Assistant City Manager Todd Feezer began with an ice breaker that showed the top policy topics for City Council, Albany County Legislative Representatives, and staff. Assistant City Manager welcomed everyone and gave an overview ofthe purpose ofthe meeting (to share information and build communication strategiesl. Administrative Services Director Jennifer Wade spoke about the city's finances and provided an overview of tools that city provides to citizens to improve transparency (Open Finance, City Manager's Budget Advisory Committee, and Open the Books which is coming soon). Community and Economic Development Director Derek Teini provided background information related to the efforts that have been made within the city to improve housing such as code revisions, rental housing standards, and establishing an Urban Renewal Agency. Senator Rothfuss would appreciate receiving one page information sheets for how property tax cut effects services and other important topics as welI as expressed the desire for quick forms of communication during session. Senator Crum agreed that one page information sheets with bullet points and solutions would be helpful during session. He would appreciate phone calls as well. Representative Chestek would like more information about how tax revenue restrictions effect local government. Each ofthe legislative representatives encouraged City Council members and staffto reach out during session and expressed the importance oftheir communication. 3.A. Public Comment: None.
