Minutes of Meeting

The regular meeting was called to order by Chair Jacque Stonum at 6:31 pm. Staff
provided a tour of the Recreation Center campus expansion to the Board.
Consent Agenda:
1. To approve the minutes from the April 8, 2015 regular meeting of the Parks, Tree
and Recreation Advisory Board.
2. To approve the renewal of the Adopt a Trail Along the Greenbelt Park Agreement
between the City of Laramie and Soroptimist of Laramie for a one-quarter mile
section of the Laramie River Greenbelt and to authorize the City Manager to sign.
3. To acknowledge receipt of a letter to the Albany County Weed and Pest District
concerning the Agreement for Mosquito Control Services with the City of
Laramie.
4. To acknowledge receipt of the Laramie Greenbelt counts for April 2015.
5. To accept the donation of one (1) new six foot bench with plaque and ADA
concrete work valued at $1.994.00 from Linda Black and family in memory of
Marty Coburn to be placed in Washington Park and forward on to Council for
their consideration.
6. To acknowledge receipt of the April 2015 Recreation Center membership reports.
7. To proclaim the week of June 21-27, 2015 as National Mosquito Control
Awareness Week in Laramie and forward to City Council for their consideration.
8. To accept the donation of approximately $350.00 from the Laramie Rotary Clubs
to purchase a tree to be planted in memory of Chuck Shawver.
9. To acknowledge receipt of a memorandum on the 2015 Youth Basketball
Tournament.
10. To acknowledge receipt of a memorandum of the 2015 Aquatic Easter Egg Hunt.
11. To approve the renewal of the Adopt a Park Agreement between the City of
Laramie and the Laramie Railroad Depot Association for general cleanup and
assistance with landscaping of Railroad Heritage Park in the amount of $1.00 per
year for a two year period, and authorize the City Manager to sign.
12. To acknowledge receipt of the Albany County Recreation Board projects for
FY16 funding.
13. To acknowledge receipt of the minutes from the Parks and Recreation Master
Plan Ad Hoc Committee meeting on April 8, 2015.
Motion by Williamson, second by Ropp, to approve the Consent Agenda as presented.
Motion carried 6-0.
Regular Agenda:
1. Consideration of sponsoring the Air Force Academy Concert Band performance
on June 27, 2015 at 6:30 pm at the Edgar J. Lewis Band Shell and allow the use of
the facility at no charge and to recommend that the City Council concur.
Guerin presented the request to co-sponsor the Air Force Academy Concert Band and
noted that the concert was very well received by the Community.
Motion by Williamson, second by Ropp, to approve the sponsorship of the Air Force
Academy Concert Band performance on June 27, 2015 at 6:30 pm at the Edgar J.
Lewis Band Shell and allow the use of the facility at no charge and recommend that the
City Council concur. Motion carried 6-0.
2. Consideration of Resolution 2015-AB9 updating the 2015 Parks and Recreation
Master Fee Schedule.
Guerin presented the master fee schedule and provided an overview of changes and
amendments from the previous year.
Motion by Williamson, second by Hammond, to approve Resolution 2015-AB9 updating
the 2014 Parks and Recreation Master Fee Schedule as presented. Motion carried 6-0.
3. Consideration of the FY15/16 budget amendments.
Harrison presented an overview of the FY16 Budget amendments and supplemental requests
for the Parks and Recreation Department.
The Board formally acknowledged receipt of the FY15/16 Budget amendments.
