MEMBERS PRESENT: Wendy King, Dave Hammond, Sarah Brown Mathews, Amy Williamson, Richard
Miller. Larry Foianini, Chris Dixon and, Steve Gale
MEMBERS NOT PRESENT: Brett Kahler
COUNCIL LIASON: Pat Gabriel

CITY STAFF PRESENT: Todd Feezer, Assistant City Manager; Scott Hunter, Parks Manager; Loni Wilson,
Cemetery Supervisor; Richelle Keinath Administrative Coordinator
1. Call to Order
The regular meeting was called to order by Chair Foianini at 6:30 pm.
2. Approval of Agenda: Motion by Amy Williamson, seconded by Sarah Brown Mathews, that the
Agenda be set as submitted. Motion carried by voice 7-0.
3. Citizen Comments
K. Hufford expressed concern with the parking area across from her house at 23rd and Spring Creek.
Her address is 2305 Spring Creek. Since 2019 incidents have been increasing of loud music, etc.
She has called the non-emergency police number to voice her concerns numerous times and
wonders if the board can do anything. Todd will follow up.
4. Advisory Board or Staff Comments
Community Clean up is going well, it is busy. Brian Forester is doing an amazing job organizing.

6. Consent Agenda
Motion: by Amy Williamson, seconded by Sarah Brown Mathews, that the consent agenda be
approved and that each specific action on the consent agenda be approved as indicated within the
staff reports. (Items listed on the consent agenda are considered to be routine and will be enacted
by one motion in the form listed above. There will be no separate discussion of these items unless a
Board Member or citizen so requests, in which case the item will be removed from the consent
agenda to the regular agenda.) Motion carries 8-0 voice vote.
6.A. MINUTES: Minutes from the March 9, 2022 Regular Meeting of the
Parks, Tree & Recreation Advisory Board.
Action:
that the Parks, Tree & Recreation Advisory Board approve the minutes from
the March 9, 2022 Regular Meeting and forward them to City Council for
placement on file and public inspection.

6B. MINUTES: Minutes from the April 13, 2022 Regular Meeting of the Parks,
Tree & Recreation Advisory Board.
Action:
that the Parks, Tree & Recreation Advisory Board approve the minutes from the April 13,
2022 Regular Meeting and forward them to City Council for placement on file and
public inspection.

6C. ACKNOWLEDMENT OF RECIEPT: Acknowledgment of receipt of annual report from the
Laramie Dirt Riders.
Action:
that the Parks, Tree & Recreation Board acknowledge receipt of the annual report from the Laramie
Dirt Riders and forward to City Council through the minutes of the Parks, Tree & Recreation
Advisory Board.

6E. OTHER: Consideration of termination of the MOU between Albany County School District
Number One and the City of Laramie related to the Laramie Athletic Field (Formerly Deti
Stadium).
Action:

that the Parks, Tree & Recreation Board approve the Notice of Termination of the Memorandum
of Understanding between Albany County School District Number One and the City of Laramie
outlining use, care and expenses related to community use of the Laramie Athletic Field and
surrounding areas and forward it to City Council for consideration.

Williamson moves, Hale seconds to pass the first two items that are in this fiscal year. Motion
carries, voice vote; 8-0.
Williamson moves, Mathews seconds the second two proposals that are in next fiscal year 22-23.

8. Advisory Board Open Items
Chair Foianini mentioned he was in contact with Audubon, they are happy to hang the nesting
boxes. The Chair is going to start building boxes later this week.

10. Next Meeting Date
The Parks, Tree & Recreation Advisory Board has for the past few years suspended
meetings in June, July and August to allow staff to concentrate on summer activities.
Staff would again request this consideration making the next Parks, Tree & Recreation
Board Meeting to be held on September 14, 2022.
