1. Call to Order
Regular Meeting of the Parks, Tree and Recreation Board was called to order by Chair
Foianini at 6:40 PM.
2. Approval of Agenda
MOTION BY Hammond, seconded by Mathew, that the Agenda be set as submitted.
3. Citizen Comments
None.
4. Advisory Board or Staff Comments
Gale shared a comment from a citizen that there are no longer any places in the weight
room to stretch. Guerin stated she would investigate it and get back to the board.
Chair Foianini asked if the staff will address the questions posed by R. Smith’s email,
Guerin stated she would address it during her staff report.
5. Disclosures
None.
6. Consent Agenda
MOTION BY MATHEW, seconded by Hammond, that the consent agenda be approved
and that each specific action on the consent agenda be approved as indicated within the
staff reports. (Items listed on the consent agenda are considered to be routine and will
be enacted by one motion in the form listed above. There will be no separate discussion
of these items unless a Board Member or citizen so requests, in which case the item will
be removed from the consent agenda to the regular agenda.)
MOTION CARRIED by voice vote.
6.A. MINUTES: Minutes from the November 15, 2023, Regular Meeting of the
Parks, Tree & Recreation Advisory Board
that the Parks, Tree & Recreation Advisory Board approve the minutes from the
November 15, 2023, Regular Meeting and forward them to City Council for placement
on file and public inspection.

Parks, Tree & Recreation Advisory Board
that the Parks, Tree & Recreation Advisory Board approve the minutes from the
December 13, 2023, Regular Meeting and forward them to City Council for placement

that the Parks, Tree & Recreation Advisory Board approve the minutes from the

6.E. ACKNOWLEDGEMENT OF RECEIPT: Acknowledgment of receipt of annual
report from Action Resources International/Feeding Laramie Valley related
to the Kiwanis Park Community Garden.
Action: that the Parks, Tree & Recreation Advisory Board acknowledge receipt of the
annual report from Action Resources International/Feeding Laramie Valley related
to the Kiwanis Park Community Garden.
7. Regular Agenda
7A. Introduction of new and returning Parks, Tree & Recreation Advisory
Board members.
Jeff Smith, new board member shares a little about himself and his main reason for
getting on the board has to do with tree health and the plan for trees for the city.
7.B. Selection of a Chair and Vice Chair for the Parks, Tree & Recreation Advisory
Board.
Chair Foianini states he would like to stay in office for one more term.
MOTION BY HAMMOND, seconded by Mathew that Chair Foianini serve one more
term.
MOTION CARRIED by voice vote.
Vice-Chair Kahler states he would like to stay in office.
MOTION BY GALE, seconded by Mathew that Vice-Chair Kahler serve one more
term.
MOTION CARRIED by voice vote.
7.C. Engineers Without Borders Mile Marker Project.
7.D. Consideration of requests for public funding for Public Art Projects.
MATHEW MOVES, seconded by Gale that the Parks, Tree, and Recreation
Advisory Board approve the use of allocated Public Art Funding in an amount of
$4,000 to provide for an art inspired bench along the Laramie River Greenbelt.
MOTION PASSES by voice vote.
7.E. Rec Campus Vending Policy direction.
MOTION BY GALE, seconded by Mathew to consider parameters,
MOTION TABLED BY MATHEW, seconded by Hammond.
MOTION CARRIES by voice vote.
