9 CITY OF LARAMIE, WYOMING ( URBAN RENEWAL AGENCY REGULAR MEETING MINUTES FEBRUARY 29, 2024 1. Call To Order Meeting was called to order by Chair Schmechel at 5:30 p.m. Members present: Davona Douglass, John Freeman, Abe Lentner (via zoom), Lisa Rich, and Fred Schmechel. Members absent: Council Member attending: Jayne Pearce Staff Present: Todd Feezer, Assistant City Manager. 2. Public Comment on Non-Agenda Items None 3. Approval of Agenda and Minutes 3.A. Consideration of changes in Agenda and Setting the Agenda ( A. MOTION BY LR, seconded by DD, to amend the Agenda as follows: To correct the date on the agenda and correct the designation of officers LR as vice chair and AL as secretary. MOTION CARRIED by voice vote. B. MOTION BY LR, seconded by DD, that the Agenda was approved as written or amended. MOTION CARRIED by voice vote. 4. Disclosures by Commissioners of the Laramie Urban Renewal Agency None 5. Approval of the Minutes of the Laramie Urban Renewal Agency Minutes to be reviewed at the next meeting of the LURA. ( Page 1 of3 10 CITY OF LARAMIE, WYOMING URBAN RENEWAL AGENCY REGULAR MEETING MINUTES FEBRUARY 29, 2024 6. Business Items of the Laramie Urban Renewal Agency 6.A. Old Business: 6.A.i. North 4th Street RFP Update [Feezer, ACM] : FRP has been released to the public. Pre-proposal meeting is scheduled for March 25, 2024 -10:00am Laramie Municipal Operations Center North Platte Conference Room 4373 N. 3rd Street, Laramie, Wyoming LR and FS volunteer to attend on March 25. 6.A.ii. Project Evaluation Committee Report [Lentner, Vice Chair/Douglass, Board Member/Feezer, ACM] Sub-Committee met on Feb 1st with TF to discuss an evaluation matrix and criteria for an evaluation form. Intent to create a project evaluation matrix to quantify the evaluation of a development project. The next step will be to review and discuss the evaluation matrix at the next meeting of the LURA. ( 6.A.iii. Community Support Committee Report [Freeman, Board Member/Rich, Board Member/Feezer, ACM] Sub-committee met twice informally in the last two months. When the LURA has a more solidified message, mission or vision, the LURA will be more effective at communication. 6.B. New Business: 6.B.i. Work Session: Laramie Urban Renewal Agency - Goal Setting The purpose of this work session is to begin to introduce a discussion surrounding the establishment of goals and objectives for the Laramie Urban Renewal Agency. It is recommended that the goals and objectives be few in number and focused on the Wyoming Urban Renewal Code, EO 1818 (establishing ordinance) and Resolution 2022-70 (bylaws). Additionally, goals and objectives that complement City Council goals may also be beneficial. Following this initial discussion, staff and LURA leadership will add this to a future meeting where time can be given to the Laramie Urban Renewal Agency (LURA) to formalize goals and objectives. Next Meeting of the Laramie Urban Renewal Agency March 28, 2024 A MOTION by LR, seconded by DD to hold the next meeting on March 28, 2024 at 5:30pm MOTION CARRIED by voice vote. 8.
