Public Hearing – FY 2021/2022 Budget reschedule for Tuesday, May 25, 2021 at 6:00 p.m. & 10 B. FY 2021-2026 Capital Improvement Plan we had this public hearing through the Planning Commission. State Representative Kyra Bolden – Quarterly Update Contact information - Housedems.com/bolden or email- kyrabolden@house.mi.gov Discussed - House Budget – The House Democrats proposed quarterly budgets where the Senate proposed yearly budgets. Cuts have been proposed - Department of Education, Front liners, Michigan Re-connect programs in which Democrats have introduced amendments to support these programs- to support farmers and racial health disparities. There is a new COVID-19 emergency assistance program contact her by email. Every month she highlights a front-line worker of the month or a or local business of the month( for information contact – housedems.com/bolden/tribute. Youth Advisory & Adult Advisory Council. This summer she will going door-to-door distributing resource pamphlets. Working on unemployment cases with a high success rate. If we can get 70% of Michiganders vaccinated, the mandate to wear masks will be lifted. Also, Co-Sponsor of the Crown Act Proclamation . Dr. Sheryl Mitchell Theriot thanked her for participation in Juneteenth celebration on June 19th. Council member Siddiqi stated – State Rep. Bolden to mention to business constituents to participate in the Employee retention credits. 6. Capital Improvement Plan 2021-2026 Dr. Sheryl Mitchell Theriot gave an overview and answered specific questions. Council received recommendation from Planning Commission for 2021-2026 for capital acquisition and staff has made recommendations. Fiscal Year 2021/22 Funding Sources: General Fund $ 110,450 (City Hall, DPS, Police) CIP /Special Assessments $ 110,000 (Culverts, ditches, sidewalks) Water/Sewer Fund $ 133,477 Water CIP Bonds $ 2,344,600 Road Bonds $ 2, 116,402 Local & Major Streets $ 88,000 DDA Fund $ 17,725 Total $ 4,920,654 Motion by Council member Ferguson, seconded by Mayor Pro Tem Kantor to receive the recommendations from the Planning Commission and approve the recommended amendments from the City Administrator in the Adoption of the Capital Improvement Plan for 2021-2026, as presented. Downtown Development Authority (DDA) – Fiscal Year 2021-22 Budget Susie Stec gave an overview and answered specific questions. Anticipating revenues of $305,000 due to the addition of Michigan First Credit Union. They have a balanced budget and will consider at the meeting on May 21st a Fund Balance policy which will allocate $750,000 toward the future Southfield Road project. Operating services - $91,500 Fund Balance. Cost sharing cost of full-time code enforcement officer & maintenance of I-696 service drive such as: snow plowing, mowing, planning consultant monthly retainer fee and Mainstreet program. Motion by Council member Ferguson, seconded by Mayor Pro-Tem Kantor to Adopt the DDA Fiscal Year 2021/22 Budget, with the approved modifications, and incorporate into the City of Lathrup Village’s overall Fiscal Year 2021/22 budget. Ayes: Ferguson, Garrett, Kantor, Siddiqi No: None Motion carried. C. Fiscal Year 2021-22 – Rate and Fee Schedule Susie Stec gave an overview and answered specific questions. Section 18-183 – Registration and Fee Schedule is being updated because it does not cover the cost of the Inspectors. The proposed changes to the current rate and fee schedule are the Registration and License Fees for Landlords. Staff compared fees in neighboring communities. The recommendation is to bring the fees in alignment with our city code and that the rates reflect the actual inspection costs for commercial and residential rental property. Motion by Council member Siddiqi, seconded by Mayor Pro Tem Kantor that the City council hereby resolves to amend the rate and Fee Schedule to include the Annual Registration and Fee Schedule for commercial and residential rental property as presented, effective on July 1, 2021, in the fiscal Year 2021/22 budget. D. Adoption – Annual Fiscal Resolutions – Fiscal Year 2021-22 rescheduled to May 25, 2021 at 6:00 p.m. 6  CITY OF LATHRUP VILLAGE CITY CONCIL MEETING MINUTES MAY 17, 2021 E. Recommendations for 2022 Road Projects Mayor Pro Tem Kantor gave an overview and answered specific questions. Engineering work for 2022 needs to occur this summer- the committee recommends 2.24 miles of road repaving for the 2022 construction season. These specific roads are noted below: Lacrosse: Bloomfield to Santa Barbara Glenwood: Santa Barbara to Bloomfield Saratoga: Bloomfield to Sunset Cambridge: Santa Barbara to Bloomfield San Rosa: Southfield Road to the City Line Wiltshire: Southfield Road to the City Line East California: Southfield Road to Southfield Road Lathrup Boulevard: Southfield Road to Coral Gables Rainbow Court: Rainbow Drive to Rainbow Court Eldorado Place: Middlesex to Rainbow Drive Cambridge* Southfield Road to Lathrup Boulevard *contingent upon approval of their ditch special assessment district The recommendation for the specific roads for the summer of 2022 project was created by both the City and Project Engineers based upon engineering concerns, minimizing disruption and lowering costs. The advantage of this approach is that it produces an unbiased recommendation, as the engineers are unaware of specific resident concerns, City politics, where individuals reside, etc. These are the roads that are the most expensive category of road repaving. The engineers felt that it’s best to do these roads at the same time to get the best rate for the volume of scale. There are 3 roads in the southern section of the city that has to be done. Wiltshire & San Rosa has watermain work that has to be done and the streets will be done the subsequent year. Motion by Mayor Pro Tem Kantor, seconded by Council member Siddiqi to approve the Infrastructure Study Group recommended streets for the construction season for 2022. Comprehensive Plan - Release of Draft for 63-day Review Period Dr. Sheryl Mitchell Theriot gave an overview and answered specific questions. This plan refers to our Planning Policy, Land Use Plan, Zoning and Implementation Plan. The Planning Commission recommended that City Council approve the release of the draft comprehensive plan to adjacent communities for review as part of the Michigan Planning Enabling Act. The review period is 63 days after which time the Planning Commission will hold a public hearing on July 20th and consider for adoption. Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to Approve the release of the Draft Comprehensive Plan for the 63-day comment period, as required by the Michigan Planning & Enabling Act and instruct the City Clerk to distribute copies to Oakland County, City of Southfield and other agencies noted in the original letter of intent to plan. Motion by Mayor Pro Tem Kantor, seconded by Council member Siddiqi to approve the First reading of the sign ordinance noted on page 354 dated May 10,2021 and schedule the second reading for June 21, 2021. Encroachment License Application – 27680 Lathrup Blvd Dr. Sheryl Mitchell Theriot gave an overview - resident requested an encroachment license due for the abandoned portion of San Quentin Street, which serves as part of his driveway. Motion by Council member Ferguson, seconded by council member Siddiqi to Approve the Revocable Permanent Encroachment License application from Douglass Grech for abandoned portion of San Quentin Street, which services as his driveway, and instruct the City Attorney and Administrative staff to proceed as necessary. City of Southfield – City of Lathrup Village – Fire Protection Services Contract Dr. Sheryl Mitchell Theriot gave an overview and answered specific questions. This is a 2-year contract with the City of Southfield which incorporates a 2% increase each year. Motion by Council member Siddiqi, seconded by Council member Ferguson to approve the City of Southfield – City of Lathrup Village contract for Fire Protection Services through June 30, 2023 and authorize the Mayor, City Administrator and City Clerk to sign the related documents. Ayes: Ferguson, Garrett, Kantor, Siddiqi No: None Motion carried. J. City of Southfield – City of Lathrup Village – Agreement for Police and Fire Dispatch Services Dr. Sheryl Mitchell Theriot gave an overview and answered specific questions. This is a 2-year contract with a 2% increase each year. MDOT Transportation Economic Development Fund – Category B Grant Application for Fiscal Year 2022 Dr. Sheryl Mitchell Theriot gave an overview and answered specific questions. The proposed project is the reconstruction of San Rosa Blvd and Wiltshire from Southfield Road to east of Lathrup Blvd. The reconstruction would be of streets with recently installed water mains. Category B Funds Requested $226,257 Local Construction Match $226,257 Total Construction Costs $452,514 9  CITY OF LATHRUP VILLAGE CITY CONCIL MEETING MINUTES MAY 17, 2021 Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to Adopt the attached resolution and authorizes the City Administrator to act as agent on behalf of the City, to request the funds and sign the project agreement. The city commits to providing the 50% match of $226,257 towards the construction project costs and commits to implementing a maintenance program. Susie Stec stated at this event there will be diversity champion recognition for the following categories- Nominations: residents under the age of 21, residents over the age of 21, businesses and Community organizations. City Administrator Report Dr. Sheryl Mitchell Theriot stated - New rules issued relevant to Coronavirus workplace rules – City Hall – asking residents to adhere to wearing face coverings and social distancing of 6ft. and the 11  CITY OF LATHRUP VILLAGE CITY CONCIL MEETING MINUTES MAY 17, 2021 same rules apply to staff for face coverings and staying 6ft apart from co-workers if you are in shared space. Meeting with Scott Ringler, City Engineer relevant to EAGLE regarding Administrative consent order- June 1. Working with SOCWA to conduct the Water system risk and resilience assessment and emergency response plan overview. There will be 2 summer interns to assist us in the office. The Accounting Clerk position which was previously the Deputy Treasurer position will be conducting interviews shortly. Welcomed Officer Eric Button who was a part-time officer is now a full-time officer and Officer Nkrumah Hutson previously with the Detroit Police Department Academy on board as a new officer. Downtown Development Authority will meet Friday, May 21 at 12 noon. They have signed the contract for removal of snow from sidewalks at City Hall and along the pathways of I-696 service drive and cross-overs and the grass cutting. Key partner in the Juneteenth celebration June 19 - from 4:00 p.m.-8:00 p.m. Earlier on the same day there will be an Art Fair. Bond projects both received very good interest rates. Street Bond- there was a re-issue due the favorability we will receive the $5.7 million and the payment is based on the principle of $4.7 million. Capital Improvement Bonds – will receive $5.6 million which is a $300,000 advantage due to the rates we will repay in principle based on $5.38 million. All of the projects that are going on, information can be found on the website and an interactive GIS map. Will finalize RFP relevant to the water meters and meeting with the current vendor for the water meters to talk about the audit of the water system. Lead and copper are proceeding and some of the language of the contract has been revised. Planning Commission meeting is tomorrow May 18th at 7:00 p.m. the agenda will include Discount Tire for a Special Land Use approval, site plan approval for axillary storage and expanded parking. There will be a study group established for building materials. There will be cannabis open house on Wednesday May 26th 4:00 p.m.- 6:00 p.m. in the community room. Downtown Development Authority has been moving forward with the business license renewals. Bike route way finding will be completed by May 28th and some of the signage is already in place. Bike stations are scheduled to be delivered prior to the deadline. Moving forward with the refresh of the city’s website. 13. City Attorney Report None 14.
