In accordance with Emergency Orders issued by local officials, and State of Michigan legislation, which allows for electronic meetings of
public bodies, notice is hereby given that the City of Lathrup’s City Council will be meeting electronically using www.Zoom.us for
videoconference and public access.
1. Call to Order by Mayor Garrett (in accordance with PA 254 of 2020, the members should identify their physical location
by stating the county, city, township, or village and state from which he or she is attending the meeting remotely).

Present: Interim City Administrator, Pam Bratschi, Susan Stec, Chief Scott McKee, City

Motion made by Mayor Pro Tem Kantor to approve the agenda with the addition of adding the
posting of the City Clerk position to Action Item L., motion seconded by Council member Jennings.

5. Presentations
A. Presentation of Distinguished Service Awards to Council Members Ian Ferguson, Saleem
Siddiqi and Dawn Medley
Mayor Garrett presented Distinguished Service Awards to previous Council members,
Ian Ferguson, Saleem Siddiqi and Dawn Medley. Thanking each previous Council
member for their service and wishing all of them well.

Mayor Pro Tem Kantor made a motion to approve the consent agenda with the removal of the
Traffic Control Order to be discussed separately. Motion was seconded by Council member
Jennings.

Chief McKee gave a brief description of the reason a traffic control order is needed for the
corner of Rainbow Circle and Red River.

Mayor Pro Tem Kantor made a motion to approve the participation of the SGRX Prescription

B. 2nd Reading & Adoption - Amendment Stormwater Management Ordinance - Chapter 30.
Article II. Reading - Amendment - Article II. Stormwater Management
Council member Jennings moved to approve the adoption and second reading of Chapter
30 Article II of amendment – Article II Stormwater Management. Motion was seconded
by Council member Miller.

C. Adopt Special Assessment Resolution and Schedule Public Hearing for January 24, 2022
Mayor Pro Tem Kantor made a motion to adopt the attached Special Assessment Resolution
and schedule a Public Hearing for January 24, 2022. Motion seconded by Council member
Jennings.

D. City Council Meeting Dates and City Observed Holidays
Council member moved to adopt the attached City Council Meeting dates and City observed
holidays as well as the addition of Juneteenth and Indigenous People Day as City recognized
holidays and City Hall will be closed. Motion seconded by Mayor Pro Tem Kantor.

E. Approval - Board of Review Meeting Dates - 2022 (March, July, December)
Council member Miller made a motion to approve the 2022 Board of Review meeting dates,
motion seconded by Mayor Pro Tem Kantor.

F. Approval - American Rescue Plan Act (ARPA) fund expenditures
Motion by Mayor Pro Tem Kantor to authorize American Rescue Plan Funds not to exceed
$250,000 for the for-backup generator, elevator repair, door locking system and any remaining
funds to the storm sewer repair. Motion seconded by Council member Jennings.

G. Approval - Contract with Trendset Group LLC for Verkada Door Security System
Council member Jennings made a motion to approve the contract with Trendset Group for
Vekada Door Security System in the amount of $14,968.16 and for the Police Chief to sign the
contract and all related documents. Motion was seconded by Council member Miller.

H. Approval - Interim City Administrator Agreements/Contracts/Salary
Mayor Pro Tem Kantor made a motion to approve the Agreement/Contracts for Pamela
Bratschi, Scott McKee, and Susan Stec associated with the Interim City Administrator position.
Motion seconded by Council members Jennings.

I. Appointment - Historic District Commission - 3year term expiring 12/31/2024
Council member Jennings made a motion to reappoint Dane Johnson to the Historic District
Commission, motion seconded by Council member Kenez.

J. Appointment of ACT 51 Street Administrator
Motion by Council member Miller to adopt the attached resolution and approve Susan Stec as
the ACT 51 Street Administrator, motion seconded by Council member Jennings.

K. Resolution to rescind the Cannabis Application period
Mayor Pro Tem Kantor made a motion to adopt a resolution to rescind the cannabis application
period, motion seconded by Council member Jennings.

Council member Jennings made a motion to authorize Interim City Administrators to post the
City Clerk job opening. Motion seconded by Mayor Pro Tem Kantor.

13. City Administrator Report
Interim City Administrator reported that the tree lighting ceremony was postponed due to high
winds, but it was held on Thursday December 16th. Breakfast with Santa was held on Saturday
December 18th with approximately 50 participants.

F. Infrastructure Study Group
Mayor Pro Tem Kantor reported that the Infrastructure Committee has focused its attention on
the water loss issue. The Committee believes they have identified the problem, which is a
software issue and customer billing error. There have been changes implemented and the
committee is optimistic. Mayor Pro Tem also thanked resident Bo Tameralli for all of the work
he has done in researching the water loss.
