Roll Call Present: Mayor Mykale Garrett Council members: Councilmember Jennings, Councilmember Kenez, Councilmember Miller Also Present: City Administrator, Susan Montenegro, City Attorney, Scott Baker, City Clerk, Kelda London Motion by Councilmember Jennings to excuse Mayor Pro Tem Kantor, seconded by Councilmember Kenez. September 2022 Police Department Report Motion by Councilmember Jennings to approve the Consent Agenda, motion seconded by Councilmember Miller, with the removal of Item D. Yes: Miller, Garrett, Jennings, Kenez No: None Motion carried. Motion by Councilmember Miller to approve the Item D of the Consent Agenda, motion seconded by Councilmember Kenez. Yes: Garrett, Jennings, Kenez, Miller No: None Motion carried. 7. Action Requests - For Consideration / Approval A. PUD #1 Development Agreement with Panera Bread Susan Stec explained that the Planning Commission has approved the Site Plan for this Planned Unit Development for Panera Bread at 27777 Southfield Rd. It is now is being presented to City Council for final approval Motion by Jennings to approve PUD #1 agreement for redeveloped site at 27777 Southfield Rd as submitted and authorize the Mayor and City Clerk to sign all related documents. Consideration of the Approval of the Second Reading of the Ethics Ordinance. Motion by Mayor Garrett approval the First Reading of the Ethics Ordinance. Motion seconded by Councilmember Jennings. Yes Jennings, Kenez, Garrett No: Miller Motion carried C. Service Line Material Identification Recommendation City Administrator, Susan Montenegro explained that this recommendation from the Infrastructure Study Group, to identify the number of lines that will need to be replaced, per the state mandate. Motion by Councilmember Jennings to adopt the service line material recommendation and direct the City Administrator to begin the implementation. Motion seconded by Councilmember Kenez. Yes: Kenez, Miller, Garrett, Jennings No: None Motion carried. D. Water System Technology Upgrade Recommendation City Administrator, Susan Montenegro. explained that the current water reading system ties up the DPS Department along with City staff. The upgrade in technology would free up staff members and time it would increase accuracy of the water reads for water billing. Motion by Councilmember Jennings to adopt the water technology recommendation and direct the City Administrator to release the associated RFP by December 2, 2022. Motion seconded Councilmember Kenez. October 2022 City Administrator Report City Administrator Susan Montenegro updated Council on upcoming meeting dates along with Council developmental sessions. Mayor and Council Comments Councilmember Kenez inquired about the Your Town Magazine. City Administrator Montenegro stated that she is working on getting it out. Councilmember Miller requested a report on the TOSS Program. Councilmember Miller also requested documentation of the other Special Assessments. 13.
