Meeting Minutes
1. Call to Order by Mayor Garrett at 7:31 pm

Present: Mayor Garrett, Mayor Pro Tem Kantor Councilmember Jennings,
Councilmember Miller, Councilmember Kenez,
Also Present: City Administrator Susan Montenegro, City Attorney Scott Baker,
City Clerk Kelda London

4. Approval of Agenda
Mayor Pro Tem Kantor moved to approve the agenda. Motion seconded by
Councilmember Jennings.
Yes: Jennings, Kantor, Kenez, Miller, Garrett.
No: None.
Motion carried.
5. Public Comment for Items on the Agenda (speakers are limited to 3 minutes)

A. A Proclamation Declaring June 2, 2023, be Proclaimed as National Gun Violence
Awareness Day/Wear Orange Day.

B. A Proclamation Declaring the Month of May as No Mow May
Yes: Kenez, Garrett, Jennings, Kantor.

7. Consent Agenda
All items listed under “Consent Agenda” are considered to be routine and non-controversial by the City Council
and will be approved by one motion. There will be no separate discussion. If a discussion is desired, that
item(s) will be removed from the consent agenda and discussed separately immediately after consent agenda
approval in its normal sequence on the regular agenda.

Mayor Pro Tem Kantor moved to approve the consent agenda, removing Item C, April
2023 Disbursement Report, at the request of Councilmember Miller. Motion seconded
by Councilmember Jennings.

Motion carried.
After questions and clarifications, Councilmember Miller moved to approve the April
Disbursement Report. Motion seconded by Mayor Pro Tem Kantor.

8. Action Requests - For Consideration / Approval
A. Ordinance Amendment - 1st Reading Amending Chapter 18 Article VI - Cannabis
Businesses.
Attorney Baker explained that the amendment to the Charter is a result of the
November 2022 election results, thereby repealing the cannabis ordinance.
Motion by Councilmember Miller to approve the Ordinance Amendment 1 st Reading to
amend Chapter 18 Article VI. Motion seconded by Councilmember Kenez.
Yes: Kantor, Kenez, Miller, Garrett, Jennings
No: None
Motion carried.
B. Website Update Recommendation
Administrator Montenegro reviewed the website proposals presented to Council from
Apptegy and Revize.
Mayor Pro Tem Kantor moved to approve the website proposal from Apptegy. Motion
seconded by Councilmember Miller.
After much discussion, council asked Administrator Montenegro to provide three
website proposals at the next council meeting.

No: Kenez, Miller, Garrett, Jennings, Kantor
Motion denied.
C. Set Budget Hearing - Fiscal Year 2023/24 and Capital Improvement Plan for 2023-28
for June 26, 2023, at 7:30 PM
Councilmember Jennings moved to direct the City Clerk to publish the notice of Public
Hearing for the Fiscal Year 2023/2024 budget hearing for Monday, June 26, 2023, at
7:30 PM. Motion seconded by Mayor Pro Tem Kantor.
Yes: Miller, Garrett, Jennings, Kantor, Kenez
No: None
Motion carried.
9. City Administrator Report
Administrator Montenegro stated that her report was presented in the budget.

10. City Attorney Report
City Attorney Baker gave Council a brief update on a small claims complaint against the city
disputing the sidewalk assessment. The judge determined no liability to the city, and the
case was dismissed.
11. Reports of Boards, Commissions, and Committees
A. Infrastructure Study Group
Nothing to report.
B. Parks and Recreation Commission
Councilmember Kenez reminded everyone of the Trivia Night on Friday, May 19, 2023,
in the Community Room at City Hall at 7:00 pm.
C. Planning Commission
Nothing to report.
D. SEMCOG Report
Nothing to report
E. Southfield Public School Board Report
Nothing to report
12. Unfinished / New Business
There was continued discussion on the Fiscal Year 2023/2024 draft Budget.
13. Public Comment (speakers are limited to 3 minutes)
Lauren Beras– Questioned council training and council relationship with staff.
14. Mayor and Council Comments
Mayor Garrett apologized to everyone who received the last Your Town Newsletter stating
there were discrepancies in her article. To address the question in public comments,
Mayor Garrett stated that for the twelve (12) years on council, she has attended training
every year and Mayor training for the last six (6) years she has served as Mayor.

Mayor Pro Tem Kantor has been to four (4) Michigan Municipal League conferences, four
Capitol Conferences, three (3) ZBA trainings, 3 planning commission trainings, several
Michigan Municipal League classes, and several online classes.
Councilmember Jennings attended the initial Michigan Municipal League Newly elected
Councilmember training and is scheduled to attend an upcoming training.
Councilmember Miller has attended Parliamentary Procedures training and attended
training with municipal attorney Jerry Fisher on the subject of the Open Meeting Act and
Freedom of Information Act. Councilmember Miller stated that she has attended hours of
other training as a public servant, elected official, and as custodian of taxpayer dollars.

Mayor Pro Tem Kantor moved to adjourn, the motion seconded by Councilmember Kenez.

ADDRESSING THE CITY COUNCIL
Your comments shall be made during times set aside for that purpose.
Stand or raise a hand to indicate that you wish to speak.
When recognized, state your name and direct your comments and/or questions to any City official in attendance.
Each person wishing to address the City Council and/or attending officials shall be afforded one opportunity of upt to
three (3) minutes duration during the first and last occassion for citizen comments and questions and one opportunity
of up to three (3) minutes during each public hearing. Comments made during public hearins shall be relevant to the
subject for which the public hearings are held.
In addition to the opportunities described above, a citizen may respond to questions posed to him or her by the Mayor
or members of the Council, provided members have been granted the floor to pose such questions.
No speaker may make personal or impertinent attacks upon any officer, employee, or City Council member or other
Elected Official, that is unrelated to the manner in which the officer, employee, or City Council member or other Elected
Official performs his or her duties.
No person shall use abusinve or threatening language toward any individual when addressing the City Council.
Any person who violates this section shall be directed by the Mayor to be orderly and silent. If a person addressing the
Council refuses to become silent when so directed, such person may be deemed by the Mayor to have committed a
"breach of the peace" by disrupting and impeding the orderly conduct of the public meeting of the City Council and
may be ordered by the Mayor to leave the meeting. If the person refuses to leave as directed, the Mayor may direct
any law enforcement officer who is present to escort the violator from the meeting.
