Kantor.

Moved by Councilmember Hammond, seconded by Councilmember Jennings, to approve the
agenda with the addition of item 5.A. a Proclamation condemning the fatal ICE shootings in
Minnesota and expressing solidarity with the affected Cities.

Timothy Hillman expressed in part: concerns regarding the Library Millage, and if it is defeated,
will that mean that the Library contract will be canceled, or will the City Council look for

other ways to fund a Library contract, and asked if Council members believed Libraries are
an essential service for the City.
Jay Lee, Munson Cleaners, expressed in part that construction on 696 and the roads has had a
huge financial impact, reducing his income by 50%, and wanted to know if any Council
members knew of any programs that offered help for businesses like his.

The Public Hearing was opened at 7:17 PM by Mayor Pro-Tem Garrett
Public Comments:
Lillian Kyser-Lowery expressed in part: looking at the list and the amounts owed, there are
some red flags and possible bigger problems (that the people who owe the bills are facing),
and that the City should look into what is going on and what the City can do, before
sending the bills to their taxes.
Mayor Pro Tem Garrett expressed that she experienced an issue that she did not even know
about that caused her to have a high water bill, and that the (Assessment) money goes to
the County and they send it back, and that some people choose to put it (pay it) on their
taxes.

Giffels Webster Boundary Survey and Legal Description Proposal for the Michigan Natural
Resources Trust Fund Grant for a cost of $6,000.

G. Request to Approve Communications & Engagement Committee Appointments
Moved by Councilmember Sousanis, seconded by Councilmember Hammond, to expand the
committee to seven (7) members and accept all seven (7) applicants (Kenita Doss, Charles
Hall, Robin Kinnie, Carlisa Mathis, Chuck Snelling, Rick Wisz, and Erica Alford) to the
Communication and Engagement Committee.

a. Downtown Development Authority
b. Planning Commission – At the last meeting: Tabled Officer Elections due to
attendance, approved annual report for submission to Council, approved a Public
Hearing for the February 17th meeting for an amendment to the Solar and Battery
Energy Storage Systems, Reviewed the 2021 Master Plan goals, future Master Plan
dates are Housing on February 17, 2026, Transportation on March 17, 2026, and
Economic Development in the April 21st, 2026 meeting.
c. Parks & Recreation - None
d. Tree Committee - None
e. Southfield School Board-Reopening schools tomorrow, and a Bond meeting will be
on Wednesday, January 28th, from 5:30-7:30 pm at Morris Adler Elementary at
19100 Filmore St., Southfield, MI
f. Communications & Engagement - None
g. Chamber of Commerce – Will be hosting a Black History panel at City Hall on
February 26th from 6-9 pm with State Representative Jason Hoskins, Lathrup Village
Women’s Group longtime member Loretta DeLoach and former City Council
member Maria Mannarino Thompson, this is in conjunction with the Lathrup Village
DDA and Boys 2 Men Mentoring program, and will have a performance Jalen
Seawright, who performed “Lift Every Voice” – for the children of Dr. Martin Luther
King, Jr. at the King Center.

Timothy Hillman, expressed in part: to please take comforters and jackets to Munson Cleaners
to support their business, and that everyone who voted against the Headlee Override did
not necessarily due it out their best interest because of their family’s budget, because
some believe that the Council and Administration have not been good stewards of their tax
dollars, and some people might also feel that way about the Library millage, so information
that the Library millage funds can only be used for Library services should be prominently
displayed.

Laurie Kunz, expressed in part: that she is against one of the Communication and Engagement
Committee, members being appointed, because of her personal communications with that
person, and gave some specific reasons, and spoke about comments made at the
December 15th, Council Study Session regarding the budget versus a Facebook post about
the budget and the post referring to a whole page of things related to the budget.
Karen Harris expressed in part that she agrees that the (Communication and Engagement)
Committee has a nice, diverse group, spoke in support of the person that Ms. Kunz did not
want on the Committee, she is glad that there are new people, and thanked the Council for
all they do.
15. Mayor and Council Comments
Councilmember Jennings referred the owner of Munson Cleaners to the Oakland Thrive
Organization and shared their phone number and website.
Councilmember Sousanis:
Spoke of the danger of the stop sign that is covered on W. 11 Mile Road, coming out of
Lathrup, and asked CA Greene to reach out to MDOT for help with this concern, and
suggested a new sign to direct traffic.
Happy to have seven (7) new people to bridge the gaps of what we have seen, and have
high hopes for the (Communication and Engagement) Committee

ADDRESSING THE CITY COUNCIL
Your comments shall be made during times set aside for that purpose.
Stand or raise a hand to indicate that you wish to speak.
When recognized, state your name and direct your comments and/or questions to any City official in attendance.
Each person wishing to address the City Council and/or attending officials shall be afforded one opportunity of upt to
three (3) minutes duration during the first and last occassion for citizen comments and questions and one opportunity
of up to three (3) minutes during each public hearing. Comments made during public hearins shall be relevant to the
subject for which the public hearings are held.
In addition to the opportunities described above, a citizen may respond to questions posed to him or her by the Mayor
or members of the Council, provided members have been granted the floor to pose such questions.
No speaker may make personal or impertinent attacks upon any officer, employee, or City Council member or other
Elected Official, that is unrelated to the manner in which the officer, employee, or City Council member or other Elected
Official performs his or her duties.
No person shall use abusinve or threatening language toward any individual when addressing the City Council.
Attendees are permitted to make video and soudn recordings of the public meeting. However, video recording devices
shall only be permitted in a designated area, and the device shall remain there through teh duration of the meeting.
Any person who violates this section shall be directed by the Mayor to be orderly and silent. If a person addressing the
Council refuses to become silent when so directed, such person may be deemed by the Mayor to have committed a
"breach of the peace" by disrupting and impeding the orderly conduct of the public meeting of the City Council and
may be ordered by the Mayor to leave the meeting. If the person refuses to leave as directed, the Mayor may direct
any law enforcement officer who is present to escort the violator from the meeting.
