Request to Approve Rainbow Circle Reconstruction Contractor Moved by Councilmember Jennings, seconded by Councilmember Hammond, to approve Pro- Line Asphalt Corp as the Rainbow Circle MDOT Category B grant contractor, for an estimated construction cost of $484,864, and approve an estimated construction change order cost of $20,000 to include the Rainbow Circle cul-de-sac, and authorize the City Administrator to execute all necessary contracts. Oakland County Treasurer's Office Foreclosure Prevention 10. City Attorney Report – Attorney Baker gave an update on Library services with the City of Southfield, stating that a prepared draft had been shared with the City of Southfield Attorney and Library Board, and he explained their feedback that he received was focused on concerns related to a possible six month cancelation provision, and wording to ensure that they will be paid regardless of our Library Millage passing or not. Councilmembers and City Administrator Greene discussed this update. with Attorney Baker. 11. Reports of Boards, Commissions, and Committees a. Downtown Development Authority – reminder Master Plan discussion tomorrow at 7:00 pm at the Planning Commission meeting, there is a Fraud Workshop on April 29th from 10:00 am to 12:00 pm at City Hall, given through a partnership between Chase Bank, the Lathrup Village Police Department, and the DDA b. Parks & Recreation – Trivia night is this Friday, March 20th, from 6:00-9:00 pm, Breakfast with a Bunny is on Sunday, March 29th from 11:00 am to 1:00 pm, Earth Day is April 25th more details to be determined, and a resident presented a proposal including a Go Fund Me for Sarrackwood Park that will be discussed at the next meeting. c. Planning Commission - At the last Planning Commission meeting they appointed officers: Timothy Hillman to Chair, Jo Robinson to Vice Chair, Jerianne Clarke to Secretary, approved the extension of the site plan for the School building 27700 Southfield Road, approved 28919 Southfield Road for restaurant use, reviewed the Capital Improvement Plan 2026, discussed possibly making an ordinance change for signage to help support Business owners especially during construction projects, held a Public Hearing around Solar and Battery Energy Storage System ordinance revisions and motioned to approve the changes. There are two meetings tomorrow night, March 17th, a Study Session at 6:00 pm, and the regular meeting at 7:00 pm with a Master Plan Review Meeting with a focus on Transportation. d. Tree Committee – Roger Lynn – The Tree Committee along with the Parks and Recreation Committee are hosting an Arbor Day Celebration on April 25th between 10:00 am to 12:00 pm, there will be fun for the kids, tree planting and information between 10:00 am and 12:00 pm. A representative from the Michigan DNR was at the last meeting and there was discussion of tree ordinances and updating the LV ordinances, especially regarding trees planted in the Right of Way that people think they can remove without permission and listing preferred tree species that they 27400 Southfield Rd | Lathrup Village, MI 48076 | 248.557.2600 | www.lathrupvillage.org  want in LV and those that are restricted/not promoted anymore because of the concerns of insect damage and diseases from them. e. Communications & Engagement – Had their first working meeting after their organizational meeting: they reviewed the existing analytics for the current communication channels and asked for additional background for data we didn’t have and CA Greene took care of getting their requested Google analytics on our website, members shared their observations and formed two new ad hoc groups that fall under the quorum rule an analytics group and a survey group (creating surveys and finding how to get more participation in the surveys), some members visited Jim from LV Cable TV, and this resulted in the YouTube channel now being linked to the Newsletter, they made a request to engage with Giffels Webster about their Communication plan related to the Master Plan and that there is a cost, so they have decided to find another way. The Committee discussed ADA requirements for all City communications, including the website and more. The next meeting is on April 14th. f. Southfield School Board – McIntyre School will celebrate on Thurs. March 26th from 5:00 to 7:00 pm, they are closing and will become a Recreational Center. The Final Farewell walk through of Southfield Lathrup High School/University High School before construction begins will be on March 28th from 12:00 pm to 2:00 pm with times for the Alumni to take photos (Sfld. Lathrup at 12:45 pm and University High at 1:15 pm), last Wednesday there was a State of the District meeting with Dr. Green, some highlights were that there is a strong emphasis on the Arts and Technologies, new advanced placement courses like Finance and Personal Finance, Seventeen University High and thirteen Southfield Arts and Technology School are participating in the Metro Detroit Science Fair, three schools will be undergoing updates including Birney, the University High Academy ground breaking should happen this year, Mc Intyre input session should start this summer for residents to share what they would like to see in the recreation center. g. Chamber of Commerce – No report 12. Unfinished / New Business None 13. Public Comment (speakers are limited to 3 minutes) Lauren Beras, Goldengate, expressed in part: a thanks to Councilmember Sousanis, for the Communication plan, the line up for the Lathrup Village Music Festival have been booked and will be announced soon, the halfway to the music event “Fun Raiser” went well even with a power outage, and thanked Chief Zang and the Police Department for responding to Temple Israel, and thank Council for approving the Ballistic shields. Jonathan Tara, expressed in part: that when meetings are canceled a reason for the cancelation is given, that there has been some progress on the issue of Save circulars in our City, 27400 Southfield Rd | Lathrup Village, MI 48076 | 248.557.2600 | www.lathrupvillage.org  thanked people for speaking louder at the meeting, and that it is hard to find the City Facebook page for live feeds and asked if it can be fixed and/or open to the Public. Lillian Kyser-Lowery Roseland, expressed in part: for the City to start getting the Community ready for the Library that they can go to any Library and even attend classes but you can’t check out a book and there are a few digital things you may not have access to, and she would like it to be easier to find the online link to the live meetings. Council Comments Mayor Kantor expressed in part:  Condemned the anti-Semitic act last week at Temple Israel and thanked Chief Zang and the other Officers for responding  Master Plan surveys are online, and we need people to respond. They are easy and take less than five minutes to complete, and we value resident input. The topics of Housing and Economic Development, and Transportation surveys are available  We annually submit Appropriation Requests to the State and Federal Government. We put in requests at the State level for $2 million for raising and rebuilding of the DPW Building on 12 Mile, and with the Federal Government for a water main project on Lathrup Blvd., and a complete rebuild of Sarrackwood Park, and are hoping we get these grants  We will look into making it easier to find our Facebook and Facebook feed Councilmember Hammond expressed in part:  Publicly stated his condemnation of the attack on Temple Israel and thanked Chief Zang and the other Police Officers for responding  Attended Shabbat Services on Friday night, the power went out, and the Rabbi remarked that it is a sign to remember that even in darkness, you can find light in your community.  His personal belief is to always look for the light. There is a reason you are here on Earth, and you can personally be that light Councilmember Sousanis expressed in part:  There have been moments of conflict in the past, and valid points of view regarding them, yet he wishes we can figure out ways to move past it, and find ways to have good Governance and participation without those problems lingering, and not hold onto them with the exclusion of finding solutions, and he will keep in mind comments made at the previous meeting, and wants us to move forward as a Community Councilmember Jennings expressed in part:  The idea of canceling See, Click, Fix came from residents suggesting it  The best way to sign up for the new Newsletter is still being worked on, but anyone who was already signed up has been transferred to the new system 27400 Southfield Rd | Lathrup Village, MI 48076 | 248.557.2600 | www.lathrupvillage.org 15.
